Russian Presidential Elections

The ongoing (in Russia) and forthcoming (in Ukraine) changes in leadership and direction of both countries may result in, among others, new chances for an end to, or for an escalation of, the war between Russia-led irregular separatists and Russian covert regular troops, on the one side, and Ukrainian governmental forces as well as some paramilitary units, in the Eastern parts of the Ukrainian Donets Basin, on the other.

Rusya Başkanlık Seçimleri 18 Mart 2018 tarihinde düzenlendi. Geride kalan Rusya Başkanlık Seçimleri ülkemizde yeterince ilgi görmemiştir. Seçim sonuçlarının aşağı yukarı belli oluşundan dolayı adaylar ve söylemleri seçim döneminde yeterince incelenmemiş görünmektedir. Rusya’yı ve Rus siyasetini daha yakından tanımak isteyenler için bu yazıda 2018 Rusya Federasyonu Başkanlık Seçimleri ve geride kalan seçim süreci bilgilendirici biçimde ele alınmıştır. İlk bölümde seçimlere katılan adayların özgeçmişleri ve seçim sürecindeki vaatleri, programları ve söylemleri analiz edilmeye çalışılmıştır. Yazının ikinci bölümünde seçimle ilgili tartışmalar, gözlemci raporları ve seçime katılım konu edilmiştir. Yazının sonuç bölümü yerine ise Vladimir Putin’in oy dinamikleri, klikler arası ilişkiler ve ekonomi yönüyle incelenmeye çalışılmıştır.

13 regions, which did not exhibit considerable fraud-associated anomalies in electoral big data over 2000, 2004, 2008, 2012, and 2018 were selected (Altai krai, Arkhangelsk, Vladimir, Ivanovo, Kostroma, Magadan, Murmansk, Sakhalin, Sverdlovskaia, and Yaroslavl oblast’, Nenets autonomous district, Republics of Karelia and Khakasia) to study the voters' turnout patterns. When the data are decomposed in three classes (urban, non-urban, and `special' polling stations), two classes (urban and non-urban stationary stations) allow to produce more or less perfect bell-shaped histograms of voters' turnout with slightly different parameters. The empirical data for 2018 presidential election can be fitted (though imperfectly) with normal distributions (urban mean turnout = 0.6197, urban turnout standard deviation = 0.0632; non-urban mean turnout = 0.6546, non-urban turnout standard deviation = 0.1051). Special polling stations (mostly, ships) are usually rather small and are characterised with voter's turnout close to 100% and highly varying degree of support of the leading candidate.

Com 76,69% dos votos, Vladimir Putin é reeleito na Rússia, iniciando seu quarto mandado como presidente do país até 2024. Com voto facultativo, o índice de comparecimento às urnas está acima de 60% desde os anos 2000, o que acompanha a média dos outros países da Europa. Em 2018, a média do comparecimento nacional foi de 67,5%. Entretanto, ao olharmos os dados de comparecimento por seção eleitoral, temos um considerável número de casos com comparecimentos acima de 90% e tantos outros com 100% de presença. Em um país com voto facultativo e com menos de 30 anos de transição democrática, 100% de comparecimento às urnas é um número notável. O presente artigo, então, objetiva-se a analisar as razões desse alto nível de comparecimento em 2018, verificando hipóteses anteriormente consideradas por outros autores, como obrigação moral, fraude eleitoral, mobilização feita pelos governadores e pressão patronal.

The programs of Russian TV channels in the context of electoral campaigns have repeatedly been selected as a subject of social surveys. The proposed paper is based on the results of content analysis of informational programs of the three major channels Pervij, Rossija-1 and NTV-during the Duma campaign of 2011 and the presidential campaign of 2012. The research findings demonstrate the thematic and contextual features of the programs, tones and mentioned persons. It is shown that the representation of the electoral competition was mostly imitative. The governing party ("United Russia") and the authorities' candidate (Vladimir Putin) were presented mostly as officials at work, which gave them certain advantages. There were no principal differences in the position of various channels towards the political process. In both cases public political activity increased noticeably after voting: in November 2011 in the form of protest demonstrations, and later in March 2012 in the form of protest and supportive demonstrations.
