Quoique différents au plan idéologique et de leur rapport au syndicat, ces deux types répondent aux critères de définition qui seront développés, ci-après. En revanche, le type « socialiste », qui se rapporte essentiellement aux partis socialistes de l'Europe méridionale, échappe classiquement au modèle dans les analyses réalisée sur cette famille de partis. À la fin du XIX e siècle, la naissance et le développement de la famille socialiste/sociale-démocrate impriment l'avènement d'un nouveau modèle organisationnel partisan ; pour être plus correct, d'un nouveau modèle organisationnel partisan, social et sociétal. Les nouveaux partis socialistes, sociauxdémocrates ou ouvriers se donnent rapidement à voir comme des partis de masse, selon la terminologie de Maurice Duverger, reposant « sur les sections, plus centralisés et plus fortement articulés » 1 . Plus largement même, ce sont des partis d'intégration sociale face aux formations de représentation individuelle 2 ou des partis de contre-société ouvrière 3 qui sont édifiés. While the collapse of party membership in the last half-century has consumed much of the focus of party scholarship, the notion of membership itself is surprisingly under-theorised. This article presents a tripartite framework for understanding party membership as a constructed concept: from the perspective of the state, the individual and the political party. As organisational mediators and strategic electoral actors, political parties construct varying notions of membership in order to mobilise resources and gain legitimacy, while balancing the participatory demands of citizens with the legal and normative expectations imposed by the state. Using a number of illustrative examples from Europe and beyond, the article analyses the development of supporters' networks and the extension of participatory opportunities to non-members. Designed in part to address this membership decline and to offer individuals a different way of engaging with political parties, these initiatives are seen as a crucial step in the evolution of modern parties towards looser, more individualised and amorphous networks of affiliation.

Étapes d'un réalignement conservateur Pascal Delwit En Belgique, l'histoire du libéralisme politique peut se décomposer en deux temps longs. Ces derniers sont eux-mêmes entrecoupés de deux grandes périodes. De sa naissance, en 1846, à sa transformation en Parti de la liberté et du progrès-Partij voor vrijheid en vooruitgang (PLP-PVV) en 1961, le libéralisme belge se donne à voir comme une formation politique qui révèle une double identité : libérale sur le plan socio-économique et libérale sur les questions de société, singulièrement sur le clivage philosophique. Son positionnement laïque sur le clivage philosophique imprègne le plus nettement l'essence du Parti libéral belge jusqu'en 1914 et reste important jusqu'en 1961. Au printemps 1959, l'adoption du Pacte scolaire est à l'origine d'un changement spectaculaire. Le parti opère un véritable réalignement 1. En 1961, les libéraux muent et délaissent leur identité anticléricale et laïque pour se fondre dans les habits d'une formation conservatrice sur le clivage socio-économique et, de plus en plus, sur les questions de société, abandonnant ce faisant les atours d'un positionnement anticlérical. Entre 1961 et 1999, la nouvelle identité des libéraux rend quasiment mutuellement exclusives leur participation au pouvoir et celle du Parti socialiste belge-puis des deux formations socialistes. Hors les très brefs exécutifs d'union nationale-gouvernements Leburton (1973) et Martens III (mai-octobre 1980)-, socialistes et libéraux ne gouvernent jamais de conserve. Pour les libéraux, qui ont acquis une nouvelle stature électorale, l'effet est notable. Entre avril 1961 et juillet 1999, ils sont sur les bancs de l'opposition pendant pas moins de vingt-quatre ans. L'élection de 1999 et l'avènement du premier gouvernement Verhofstadt témoignent de la fin de cette dynamique. A l’instar des formations politiques européennes, les partis politiques français sont confrontés à plusieurs défis et soumis à nombre de tensions à l’aube de ce XXIe siècle, alors même que leur attractivité n’a jamais semblé aussi faible.

Longtemps dominée par un agencement autour du Rassemblement pour la République (RPR) et de l’Union pour la démocratie française (UDF) à droite, et du parti socialiste (PS) et du parti communiste français (PCF) à gauche, le système de partis a lui-même considérablement évolué sous l’effet de la recomposition de la droite parlementaire, de l’effondrement du parti communiste ou de la percée de nouveaux venus, tels le Front national ou Les Verts.

Après la séquence des élections présidentielles et législatives de 2012, cet ouvrage analyse en profondeur l’état de chacun des partis actifs dans le système politique. Comment chacun d’entre eux se positionne-t-il au regard des transformations du fait partisan ? Comment les partis interprètent-ils les mutations auxquelles ils font face ? Les partis socialistes et sociaux-démocrates laissent peu d’observateurs et de citoyens indifférents. Depuis plusieurs années maintenant, nombre d’acteurs les présentent comme une famille de partis en crise, sans imagination ni tonus, incapable de se renouveler et appelée à dépérir. D’autres, au contraire, la dépeignent comme une famille à l’avenir prometteur sinon radieux. L’objectif du livre n’est pas de confirmer l’une ou l’autre de ces visions. L’ouvrage analyse en profondeur les transformations qui touchent, dans la période contemporaine, la social-démocratie dans ses différentes facettes : évolution des modèles organisationnels, changements dans les performances politiques et électorales, rapports modifiés avec les organisations syndicales et les associations de la société civile, réactions à l’émergence de nouveaux concurrents politiques ou de nouvelles valeurs, réorientations idéologiques et programmatiques. Pour la première fois, le propos n’est pas exclusivement centré sur la partie occidentale de l’Europe mais concerne autant les partis sociaux-démocrates des démocraties consolidées que les organisations se revendiquant du socialisme démocratique en Europe centrale et orientale, et met en évidence les spécificités et les points communs.

A l’aube du XXIe siècle, ce sont donc les défis et les manières d’y répondre qui sont décortiqués par plusieurs des meilleurs spécialistes européens des partis sociaux-démocrates en Europe.

The 'Alternative for Germany' (AfD), just like other European right-wing parties, is often reduced to an anti-immigration stance, while its potential attraction for (white and non-white) immigrants and their descendants has been mostly disregarded.

This paper empirically analyzes the motivations of AfD members with a migration background to join the party. Furthermore, I explore the political significance of the category 'migration background' for these members. Thirdly, I asked the migrant interviewees how they deal with the fact that they are in a party publicly perceived as being anti-migrant.

Theoretically, I discuss anti-plural alliances in the context of the post-migrant theory. In addition, I discuss populism and the strategy of ‘partial openings’. Lastly, I try to make sense of migrant members’ motives to join a right-wing populist/right-wing extremist party by using the concepts of established insiders, boundary making, ethnic hierarchy, status, and attitudes.

Socialist and Social Democratic parties leave few political observers and citizens indifferent. For several years, a certain number of actors on the political scene have presented it as a political family in crisis, lacking in imagination and dynamism, incapable of renewal and doomed to fade into insignificance. Others, on the contrary, describe it as a grouping with a promising, even brilliant future. 

This book does not set out to confirm either of those two visions. Its aim is to analyse in-depth the transformations which are affecting, at the current time, the different aspects of Social Democracy: new organisational models, changes in political and electoral performance, changing relations with the trade unions and civil society associations, reactions to the emergence of new political rivais and new values, new ideological trends and political programmes, etc.

For the first time, the analysis does not concern exclusively Western Europe, but also deals with the Social Democratic parties of the consolidated democracies and the organisations that claim to be part of democratic socialism in Central and Eastern Europe, and highlights the specific characteristics and points in common. At the dawn of the 21st century, it is therefore the challenges and the different responses to those challenges that are analysed by several of the leading European specialists in Social Democratic parties in Europe. Le  paysage politique français a connu sa transformation la plus radicale depuis 1958, au terme d'une campagne sans exemple dans le passé à l'été 2017 où le clivage gauche-droite a éclaté pour donner naissance à un socle majoritaire agrégeant diverses composantes. Parmi les résultats les plus saillants de cette séquence, l'émergence d'une nouvelle formation politique désireuse de se démarquer des "partis traditionnels" : La République en Marche (ex-En Marche !).

Qui sont les « marcheurs » ? D'où viennent-ils ? Comment se positionnent-ils sur l'échiquier politique ? Quelles  sont leurs valeurs ? Le meilleur moyen de répondre à ces questions était d'aller à leur rencontre pour ausculter leur profil sociologique, leurs motivations, leurs pratiques, leurs croyances... C'est ce qu’a fait Terra Nova en réalisant une enquête indépendante de grande ampleur auprès des adhérents de La République en Marche. Inédite aussi bien par son objet que par son étendue, elle a permis de recueillir les réponses d’un échantillon représentatif de 8 815 marcheurs qui ont répondu à un questionnaire anonymisé de 112 questions. 

Les résultats que nous présentons aujourd’hui font la lumière sur :

la sociologie des marcheurs : quel âge ont-ils ? de quels milieux sont-ils issus ? dans quels territoires vivent-ils ? Etc.
leur position sur l’échiquier politique : ont-ils réellement renoncé au clivage gauche-droite ? Dans le cas contraire, de quel côté penchent-ils ?
leur(s) culture(s) politique(s) : le progressisme y est-il réellement dominant dans leurs rangs ? Quelle place y occupe le conservatisme ? le libéralisme ?
leurs pratiques militantes : pourquoi ont-ils adhéré au mouvement ? Qu’en attendent-ils ? Comment le jugent-ils ? Quelle place y occupe la figure d’Emmanuel Macron ?
Notre rapport répond à une double ambition : d'abord, contribuer à la connaissance de nouveaux mouvements politiques en France, et redonner une nouvelle impulsion à ce type d'enquête de sociologie politique, sans équivalent en France et en Europe depuis une quinzaine d'années. Ensuite, mieux connaître ce nouveau parti majoritaire, déterminant dans l'histoire du paysage politique hexagonal, et le situer sur l'échiquier politique. Il livre une meilleure compréhension de la République En Marche et apporte un éclairage précieux sur les transformations qui affectent les organisations politiques en France comme ailleurs en Occident.

Ciudadanos, a party founded in Catalonia in 2006, has recently acquired a major role in the Spanish political system. This article examines why it was formed almost ten years ago and how it has evolved since; its ideological principles and policy menu; the party organisation and leadership; the main determinants of its vote, and the structure of opportunities faced by the party in the 2015 general election. It considers Ciudadanos in two different contexts ‒ Catalonia and all Spain ‒ and in two different ‘time zones’: before 2014, when the party was mainly a regional force, and after that date. In each context, the party seems to have responded to the unsatisfied demands resulting from the double electoral market failure of the last decade in Spain and Catalonia.

Les défis d'une social-démocratie en déclin Pascal Delwit Le 26 mai 2019, le Parti socialiste (PS) décroche le plus mauvais résultat de son histoire électorale depuis qu'existe le suffrage universel. Cette performance traduit un progressif changement de statut politico-électoral des socialistes francophones et un déclin qui s'est accéléré durant la législature 2014-2019. Ce n'est pas le moindre des paradoxes d'observer que cette législature a été marquée par un retour sur les bancs de l'opposition à l'échelle fédérale après vingt-six années de présence ininterrompue au gouvernement fédéral.

Depuis quelques années, le PTB – le PVDA en Flandre – défraie la chronique politique et médiatique.  Le Parti du travail est parvenu à s’imposer comme un interlocuteur,  désormais régulier, de la presse audiovisuelle et écrite, et a  décroché des résultats d’estime aux élections fédérales de 2010  et aux scrutins communal et provincial de 2012. Paradoxalement  pourtant, le PTB – parti marxiste-léniniste et maoïste né dans les  années 1960 – est tout sauf un nouveau parti.
C’est à la suite d’une grave crise interne, après les élections de mai  2003, que le PTB décide d’adopter une toute nouvelle stratégie  de communication. Il s’agit désormais d’occulter les éléments qui  « fâchent » – son identité marxiste-léniniste, sa proximité avec  certains régimes, son projet révolutionnaire, sa piètre considération envers la démocratie représentative – et de ne présenter aux citoyens et aux médias que la « face lumineuse » du parti. 
Fruit d’un long travail de recherche enrichi par les interviews de nouveaux et d’anciens militants, cet ouvrage présente l’histoire du PTB et de son réseau d’organisations, le contexte qui a présidé à sa naissance, et propose une analyse spécifique de ce parti dans la période contemporaine.

Contrary to the situation in Europe, comparative study of party membership in Latin America is virtually nonexistent. The goal of this essay is to fill this gap in the study of party politics and the internal organization of parties in the region. This essay examines the statutes of the principal political parties in Latin America and analyzes the role given to party members in fifty-one political parties in the region. This information is organized into three categories: entry requirements; members' rights; and members' duties (in formal terms). The essay argues that these aspects are rather homogenous among Latin American countries; unlike the situation in Europe, they cannot explain differences in party membership growth rates. The essay evaluates six alternative hypotheses, concluding that the varying levels of party membership in Latin American countries are the result of a combination of historical factors, candidate selection procedures, and party strategies.

Kampagnen zu diesem Thema haben stattgefunden, und zwar
in allen Parteien – die sich gegenseitig dabei genau beobachten. Die Professionalisierung der Hauptamtlichen und Mandatsträger ist dabei nur ein Aspekt, aber ein wichtiger. Von Fach- und Führungskräfte in Parteien und Fraktionen wird Professionalität in verschiedenen Rollen gefordert: Als Entscheidungsvorbereiter und Entscheider, als Verhandlungsführer, als Repräsentanten, als Interessenvertreter, als politische Strategen. Immer deutlicher wird, dass für die Ausübung dieser Rollen bessere Qualifikationen gesichert werden müssen. „Politikmanagement“ ist dabei der Begriff, der am häufigsten fällt. Doch das Thema ist heikel, sowohl bei den eigenen Mitgliedern wie in der Öffentlichkeit, und oft genug auch bei den Mandatsträgern.

We know a lot about the essence of the ideology factor in parties' trajectories but remarkably little of how and why this is expressed and translated into the theoretical building blocks that rationalize it. This article takes up this forgotten issue, attempts to locate the concept of party ideology development, clarify its usefulness in the understanding of the relationship between parties and ideologies, outline an effective measurement process and, in doing so, shed light on avenues of research in the comparative study of party politics that so far remain unutilized. The main argument is that although party ideology development has evaded scholarly attention, it remains a germane concept through which we can further disentangle forms of ideological expression. Systematically integrating the development of ideology into the study of party politics can add to our corpus of knowledge about how and why parties adapt and differ between them and can have implications for democratic theory.

El texto tiene como objetivo establecer el perfil de los miembros de las formaciones políticas juveniles en función de variables socioeconómicas, demográficas y de su perfil político, para determinar las diferencias y similitudes en los perfiles de los miembros de las diferentes secciones juveniles. Además, cuando ha sido posible, se ha realizado una comparación sobre ciertas variables con la pobla-ción juvenil española en su conjunto. Los datos muestran cierta homogeneidad entre los per-files de las diferentes formaciones en razón del género y del estatus socioeconómico, pero por otro lado apuntan a diferencias en relación al ámbito religioso y su vinculación con la socie-dad civil. Qui milite en ligne ? Ce questionnement en induit un autre : comment enquêter sur ces militants d’un genre particulier ? Cet article propose une méthode pour « capter » les cyber-militants, et plus largement pour diffuser un questionnaire via Facebook. Cette modalité de passation permet au chercheur d’établir un contact individuel, ciblé, touchant presque à la sphère intime, mais de façon massive. Cette difficulté méthodologique résolue, nous verrons que le profil sociologique du cyber-militant s’éloigne peu de celui du militant « traditionnel » (excepté pour l’âge) : le cyber militant est « toujours plus ». Toujours plus diplômé, plus masculin, plus haut dans la position professionnelle. Ceux qui militent en ligne sont en fait les membres les plus actifs dont l’action en ligne s’ajoute à celle de terrain. Cette enquête révèle aussi quelques surprises concernant la catégorie socioprofessionnelle d’agriculteurs-exploitants.

Auf der Grundlage von hier erstmalig ausgewerteten Daten gibt der zweiteilige Artikel aus der Zeitschrift Z - Zeitschrift marxistische Erneuerung einen empirischen Überblick über die Entwicklung linker und sozialdemokratischer Parteien in Westeuropa seit 1970. In einem ersten Teil verfolgt er den Aufschwung (bis Ende der 1970er Jahre) und den Niedergang ihres Einflusses bis Anfang der 1990er Jahre. Im zweiten Teil konstatiert er eine schrittweise Wiederbelebung der radikalen Linken – dies gilt für die Wahlergebnisse, jedoch nicht für deren Mitgliederentwicklung. Das politische „Vakuum“, das der Niedergang der Sozialdemokratie hinterlassen hat, konnte von ihr bisher nicht ausgefüllt werden.

The existence of a new phenomenon has been pointed out by party politics scholars: the gradual implementation of new mechanisms of intra-party decision-making more participatory and thus, more democratic. This phenomenon has been linked to party elite’s reactions to a general trend: party membership decline. Spain is a deviant case in both the party membership decline, and with the introduction of more participatory and democratic decision-making mechanisms. That is why the aim of this paper is, on the one hand, to check whether support for intra-party democracy can be found in Spanish party middle elites (party delegates), and, on the other, to explore the determinants of the support for intra-party democracy amongst party delegates. The results of our paper show that support for intra-party democracy is quite widespread in Spanish party delegates. We also detect emprirical evidence of the impact generated in the support for intra-party democracy by ideology, involvement in intra-party experiences and degree of pragmatism.

The aim of this paper is to present an assessment of the state of the art in the study of party members in Spain. In particular, the paper is focused on the study of convention delegates, by far the most studied topic of this literature in Spain. To that purpose it first describes how party convention works and how they have evolved over time. Then a brief evolution of the different team projects and questionnaires is presented. This finally allows us to critically review the major theoretical, methodological and practical problems raised in this research.

At a time when most national parties in Europe are losing members , parties at the European level, or Europarties, have introduced membership for individuals. This article is the first to investigate, compare, and explain the individual membership of Europarties. It focuses on the rights of the individual members to participate in the formulation of policies and the selection of leadership candidates. For this purpose, the article develops an index that charts the participatory rights. In doing so, it highlights a high degree of variation between the Europarties. It argues that these differences can be explained through a combination of four factors: the Europarties' electoral successes; the attitudes of the national member parties towards individual membership; the motivation and activism of the individual members; and Europarty funding rules. The article argues that if Europarties want to be seen as 'real' parties, they should grant their grassroots members real participa-tory powers.

European political parties have been recruiting members for over a century. However, "parties without partisans" are now conceivable ( Dalton and Wattenberg  ). Clearly, parties are changing, whether they are mutating, adapting, or declining. Th is makes the study of party membership and its mechanisms, processes, and evolutions crucial. Besides, party membership is at the crossroads of two prolifi c fi elds in political science (party organizations and political participation). One would therefore expect to fi nd an abundant literature on the topic. However, until recently, scholars have not devoted much attention to this phenomenon ( van Haute a ).

Trends of falling membership and support spell a time of crisis for political parties, possibly of transformation. Dilemmas of principle arise: should partisans revise their normative commitments in whatever way garners new supporters, or would that be to sell their party's soul? The article investigates this as a problem of intergenerational obligation, examining what consideration, if any, partisans owe their party's past and future. It seeks to show the limits of conceiving partisanship as a 'presentist' activity, legitimately governed exclusively by the concerns of the present generation, and argues it must include some notion of showing loyalty to the actions of predecessors and advancing the prospects of those to come. Two corresponding norms of ethical partisanship – fidelity and sustainability – are outlined and discussed. The article's goal is to refine our concept of what a party is, and in so doing contribute to a broader ethics of activism.

This paper explores how party-specific contextual factors explain variations in membership levels. Based on a subset of MAPP data that includes 2898 yearly membership data points for 262 parties in 24 countries over a period from 1990 to 2014, it examines three sets of explanations: the lifecycle model (party age), the bandwagon model (electoral performances and governemental participation), and the competition model (effective number of parties). Our results confirm that membership ratios present an overall decreasing trend across parties over time. At the same time, we show that this trend is flattening and that there are important variations across parties. Fluctuations of membership are part of a party's lifecycle. Our results also point toward a bandwagon effect whereby party membership levels increase or decrease according to electoral performances, and to a patronage boost linked to governmental participation. Finally, we show that party system fragmentation decreases individual parties' membership ratios. Overall, our findings complement the story on party membership decline and calls for further investigations of party-specific explanations.

La multiplication des sites politiques et des outils virtuels  semble induire des reconfigurations des pratiques politiques françaises. Derrière ces évolutions, se cache la plupart du temps une équipe de jeunes militants. Nés avec Internet et souvent bien plus compétents que leurs ainés, les « jeunes » sont en charge du développement des outils numériques. En 2010, B. Lancar, Président des Jeunes Populaires, lançait un appel pour « attaquer la gauchosphère ». Un an plus tard, nous souhaitons repérer les stratégies mises en place par ces jeunes militants UMP et les outils développés pour reconquérir le réseau.
