Целью настоящей работы является исследование феномена Big Data применительно к определению его потенциала в политической сфере. Выявление ключевых акторов, возможностей и особенностей применения технологий Big Data в современном политическом процессе стали основными задачами статьи. Методологической основой исследования стали методы Case Study и сравнительного анализа, а также метод включенного наблюдения. В работе проанализированы ключевые тренды, связанные с применением Big Data в современных политических процессах, характерных для технологически развитых государств. В статье делается вывод о том, что цифровые массивы пользовательских данных могут активно применяться для влияния на разнообразные аспекты жизнедеятельности в общественно-политической сфере как индивидов, так и групп людей, структурированных по различным признакам. При этом уже в ближайшей перспективе информационное противоборство и попытки вмешательства в политические процессы государств будет базироваться на своего рода Data Wars, в рамках которых борьба за доступ к Big Data оппонентов и защита собственных Big Data ресурсов станут ключевыми направлениями активности большинства политических акторов, претендующих на глобальное доминирование в мировом политическом пространстве

Abstract
The purpose of this paper is to study the Big Data phenomenon as applied to the definition of its potential in the political sphere. Identification of key actors, opportunities and features of the use of Big Data technologies in the contemporary political process became the main objectives of the article. The methodological basis of the study was the Case Study and Comparative Analysis methods, as well as the method of the included observation. The paper analyzes key trends associated with the use of Big Data in contemporary political processes characteristic of technologically developed countries. The article concludes that digital arrays of user data can be actively used to influence the various aspects of life in the socio-political sphere of both individuals and groups of people, structured according to various criteria. At the same time, in the near future, informational confrontation and attempts to interfere in the political processes of states will be based on a kind of Data Wars, in which the struggle for access to opponents Big Data and protecting their own Big Data resources will become key areas of activity for most political actors claiming global domination in the global political space.

This case study will critically analyse the role of the United Nations Security Council (UNSC) in contemporary global governance (GG), through assessing two critical roles of the UNSC. The case study shall first highlight the traditional definition of GG and its progression to current day. Secondly, this case study shall explain the traditional role of the UNSC and their main functions of security and peacekeeping towards the US-led invasion of Iraq in 2003. Finally, analysing contemporary GG with the role of the UNSC in relation to Iraq 2003. This case study will conclude that the UNSC in contemporary GG is internally sabotaged by state interests, and can not fulfill its core charter of peacekeeping and security on the global arena.

Este trabajo se propone reconstruir un trayecto histórico que permita problematizar la emergencia del neoliberalismo como racionalidad gubernamental en el largo plazo, observando puntos de partida, líneas de continuidad y de ruptura respecto a las llamadas "sociedades de bienestar" que siguieron a la segunda posguerra. En esta dirección, seguimos la propuesta foucaultiana para pensar el problema de la gubernamentalidad, y cómo ciertas corrientes de pensamiento como el liberalismo, y luego el neoliberalismo, se inscriben en este sentido. En esta clave, Christian Laval y Pierre Dardot (2013) proponen trascender la visión reduccionista-y hasta el momento clásica-de pensar al neoliberalismo como ideología o como política económica surgida alrededor de la década de los setenta, para pensarlo, por el contrario, como la configuración de una cierta normatividad práctica y una racionalidad política que arrasó con las concepciones y prácticas que signaron el siglo XX para configurar no sólo nuevos fundamentos para el ejercicio del gobierno, sino también (y especialmente) subjetividades específicas que habiten estas nuevas sociedades.
Ahora bien, si pensamos el neoliberalismo con este lente, aparece la pregunta de cuándo ubicar su surgimiento, interrogante que, en esos términos, no podría responderse, pues no podemos establecer una fecha de nacimiento de un conjunto de ideas que sólo con el paso del tiempo, el desenvolvimiento de procesos históricos y su articulación en relaciones de poder específicas llegaron a nominarse de tal modo. Podemos, sin embargo, ubicar una serie de procesos que signaron su emergencia, y desde allí problematizarlo.

Democratic institutions are being subverted and the very idea itself is being dismantled in many countries around the world. India, which boasts 70 years of democratic practice, is no exception. In particular, the increasing oppression of religious minorities such as Muslims by the emergence of vigilante groups like cow protection groups (Gau Rakshaks) represents a new and significant strategy of the current Bharatiya Janata Party-led coalition government. Under the ‘two-sword strategy’ that combines economic development with Hindu supremacy’s hardliner approach, Hindu majoritarian ideology is rapidly creating an exclusivist and aggressive Hindu identity. This article analyses this new trend by using the 2019 general election survey data and proposes that there appears to be the emergence and consolidation of a new party system in India, which I refer to as the ‘BJP system’. The idea of ‘politics of obedience’, which characterises the ‘BJP system’, moreover, is starkly different from that of the ‘politics of consensus’, which earlier characterised the Congress Party’s one-party dominant rule, that is, the ‘Congress system’. This article analyses the emergence of the ‘politics of obedience’ and debates the future of democracy in India and the world.

This review examines only the tip of this massive discussion about the deteriorating political climate and declining governmental role in post-modern societies, by perusing two thousand pages of five books of particular interest because they consist of compiled reports or edited anthologies involving the expertise of up to a hundred specialists in political science and public administration, about fifty of whom wrote particular articles on various aspects of this critical subject. They are therefore quite representative of the academic discourse and professional discord surrounding this issue.
The present problem of governance is a content of the more general eco-sociopolitical environment and a context of the more specific administrative malfunction of state machinery. The subject-matter under scrutiny thus adds up to the sum of all the ways, such as legislation, taxation and coercion, by which governments manage or mismanage the public affairs of any complex society.
