kashmir, the paradise on earth is nowadays  the root of conflicts in south-Asia. the valley is known for its diversity, brotherhood and tolerance towards all religions. there is not a single evidence that there was some rift among the religious groups, they participated in each others festivals and marriages. however with the rise of insurgency, all things were shattered and the Kashmiri pundits leave kashmir and are  living in exile from last twenty five years.

This paper draws on the experience of conducting participatory video in the Rift Valley of Kenya after the 2007–2008 post-election crisis, when the country underwent a period of intense ethnic violence. By linking development communication to conflict transformation theory, this article offers a framework that highlights the impact that communication for social change can have in post-conflict settings through the use of participatory media. It shows how this type of media productions can contribute to re-establishing relationships and creating a shared understanding of the conflict, while building the view of an interconnected future among opposing groups. In this case study, I illustrate how a collection of participatory videos became a peacebuilding tool for the youth in the Rift Valley. Through the information gathered from the interviews with young victims and perpetrators of the Kenya Post-election Violence, I discuss how both the filming and the screening of these films have opened a dialogue between different groups and contributed to processes of social change.

Knowledge, as well as skill acquisition in the art and science of negotiation is paramount to the attainment of peace which is conducive to the development of the economy of a nation, particularly such societies that are not properly integrated, diverse in culture and fractionalised. It is also significant that peace and a corrupt free institution are also essential for development. Be that as it may, this paper argued that Nigeria " s problem today stems from unprofessionalism and lack of proper skills in the art and science of negotiation among the personnel in her institutions. It is evident from the way and manner as well as attitude and absence of patriotisms on the part of public servants and negotiators alike in strategic areas including, the economic, social and cultural sectors of our society. The paper which adopted the descriptive approach was anchored on Zartman " s theory of " the weak confront the strong " and relied on secondary sources of information for data collection, while content analysis was adopted for data analysis. The paper concluded that until and when public officials are educated and have acquired the relevant skills, gathered the experience, ready and developed the self-will, development and sustainable peace will continue to elude the Nigerian nation and corruption will continue to reign. Finally the paper recommended rigorous education in training and development of skills in the art and science of negotiations in various schools abroad and also for the institutions of government to be able to build in its citizens the culture of patriotism at every level of government.

The history of talks with former-separatists since 2004 and recent government attempts at building trust with the local population have yet to achieve any noticeable results in troubled southern Thailand. Discussions surrounding autonomy or devolution for the south are hampered by political taboos and an inflexible Bangkok-based political elite. Certain local and external factors also shape the conflict, such as the role of Malaysia as a safe-haven for insurgents and the role of the black-economy in the region. A lack of communication, the inflexibility of the Thai political elite and the above-mentioned local and external factors all serve as barriers toward peace.

Peace tourism is becoming an emerging trend in the millennial era. It produces new dimensions of peace as well as tourism. Therefore, the concept of peace tourism is considered as a very broad concept with multiple aspects and there is no common agreed definition of peace tourism. The numerous facets of peace tourism are designed to lead "positive peace", a term coined by Johan Galtung (1996). Postwar Sri Lanka is in a position of achieving positive peace through reconciliation. In this theoretical and empirical background, this paper is going to examine the problems and prospects of peace tourism in postwar Sri Lanka. What is peace tourism in the millennial era and how can it help achieve positive peace in Sri Lanka? These questions will be addressed in this paper while examining the relationship between peace tourism and reconciliation policies in postwar Sri Lanka. The research design of this study is based upon the Hermeneutic approach, apost-positivist research methodology. Other research methods of the study include key Informant Interview (KII) and content analysis methods.

Until the late 15th century, the term “crisis” – from Greek krinein “to decide” – denoted the turning point of a grave illness, a change that leads either to patient’s recovery or death. Today, an international crisis, if not averted, can result in the death of millions of people.

Since the end of World War II, the UN has played a major role in preventing political disagreements, military accidents, ethnic and religious tensions from turning into large-scale armed conflicts. The OSCE has been one of the key organizations to share this responsibility with the UN, focusing primarily on the European continent. The OSCE’s crisis management capabilities began to grow in the early 1990s. During this process, the dissolution of Yugoslavia and of the Soviet Union triggered an ad hoc creation of OSCE field operations, now a key instrument in the OSCE’s crisis management toolkit. The first long-term OSCE operation – the Observation Mission of Long Duration in Kosovo, Sandjak and Vojvodina – commenced in 1992. Soon after, further field operations were established in the Western Balkans, Eastern Europe, the South Caucasus and Central Asia.

Since their creation, OSCE field operations have demonstrated mixed results in their crisis management work. The OSCE Centre in Bishkek was unable to avert the 2010 crisis in Kyrgyzstan. Not only did it turn violent, but also its death toll was higher than in the previous 1990 Kyrgyzstan’s inter-ethnic clashes. Tajikistan, Moldova and FYROM, despite their earlier history of civil and separatist wars, have only experienced minor conflicts in recent years. And many crises were averted from turning violent, not without the contribution made by the OSCE field operations in these three countries. Finally, Ukraine, which had not gone through even a minor armed conflict during its late Soviet and post-independence history, since 2014 has been coping with a crisis that has already taken almost 10,000 lives, and which the OSCE was not able to prevent.

The central research question of this study is: Why have some OSCE field operations been more effective in crisis management than others?

This study aims at providing academic advice that could inform policy and aid in improving the OSCE’s operation and strategy. It, therefore, analyzes the factors that lie firmly in the hands of the OSCE and of its participating States: the mandates of OSCE field operations and the resources at their disposal.

The study is based on document and secondary literature analysis. Where necessary, we requested information from respective OSCE field operations.

The paper is organized as follows. The next chapter provides a brief overview of the current policies and the state of the art in international crisis management in general and the role of OSCE field operations therein in particular. In the second chapter, we present our theoretical model of crisis management success. The third chapter lays out the case selection, research method and design. The fourth chapter is a case study that offers empirical evidence to assess our hypothesis. The final results and the main findings of the study are summarized in the conclusions.

In 2013, talks were held in Kuala Lumpur between Thailand’s National Security Council (NSC) and representatives of the Malay-Muslim separatist group Barisan Revolusi Nasional (BRN). The unprecedented announcement of this formal ‘peace dialogue’ between the Thai state and an insurgent group led to much scepticism from different parties concerning the motivations of the NSC and the level of influence of the BRN delegation’s chief representative, Hassan Taib. This article critically examines the turbulent ten month period from the February 28th declaration in Kuala Lumpur to the December 29th announcement by General Prayuth Chan-ocha that the military, and not the NSC, would represent Thailand at the next round of talks. This article also evaluates the positive aspects of the talks and the current barriers toward further progress for peace in the region. Additionally, attention is also drawn to the relevance of BRN’s communication with both the general public and the NSC.

The Australian Government’s Guiding Principles for Civil-Military-Police Interaction in International Disaster and Conflict Management (the Guiding Principles) has been developed by the Australian Civil-Military Centre (ACMC) in collaboration with the departments of the Prime Minister and Cabinet (PM&C), Defence (ADF), Foreign Affairs and Trade (DFAT) and Attorney-General’s (AGD), the Australian Federal Police (AFP) and the Australian Council for International Development (ACFID). This thesis aims to show how the European Union (EU) learns from its experience in supporting post-conflict police reform, concentrating on the learning from ‘European police-building’ in Macedonia. Despite the abundant literature on ‘lessons learned’ from international police missions, the ability of international donors to learn from experience can be questioned. The thesis examines international efforts in post-conflict police reform and establishes that a mechanistic template deriving from the ‘liberal peace model’ is applied in post-conflict societies regardless of their specific context. The European Union follows a similar pattern in ‘European police-building’, whereby normatively it claims to contribute to the establishment of ‘good governance’ in conflict-ridden states, while in practice it tries to accommodate its own security interests and implants a complex civilising agenda. The template prescribed by liberal peace inhibits the EU from constructing a unified vision on ‘European police-building’, which challenges the EU operationally when implementing police reform. The thesis demonstrates empirically the constraints to learning in ‘European police-building’ in Macedonia. The case study points to the challenges in EU intra-pillar and cross-pillar cooperation, international coordination and to the limited scope of EU activities. The thesis illustrates that learning in ‘European police-building’ in Macedonia focuses on tackling ad hoc operational deficiencies, which do not contest the normative agenda of donors, framed within the liberal peace. This thesis is an original contribution to understanding the resistance to change in the European Union when learning from experience for support to post-conflict police reform.
