Challenges In ICT Asset Management

Revolusi industri 4.0 merupakan fase revolusi teknologi yang mengubah cara beraktivitas manusia dalam skala, ruang lingkup, kompleksitas, dan transformasi dari pengalaman hidup yang sebelumnya. Manajemen aset adalah proses sistematis untuk mengembangkan, mengoperasikan, memelihara, dan meningkatkan manfaat aset dengan biaya yang efektif. Maka dari itu, perusahaan rintisan (startup) dalam bidang keuangan (fintech) semakin beragam, salah satunya dalam bidang manajemen aset yang sangat penting belakangan ini. Tak hanya mengawasi aset perusahaan saja, manajemen aset kini mencakup penggajian, pengelolaan karyawan, sistem pembiayaan, dan lain-lain. Hal tersebutlah yang membuat banyak perusahaan startup yang melirik bidang usaha ini khususnya penyediaan platform Asset Management System. Dengan adanya startup yang memberikan layanan ini, masyarakat Indonesia akan lebih menghemat kertas (paperless) karena semua proses rekapitulasi aset perusahaan yang semula dilakukan secara manual, cukup dilakukan melalui aplikasi dengan penyajian data yang lebih mudah di kelola dan lebih efisien dalam waktu serta biaya. Sehingga dengan adanya sistem pengelolaan aset yang lebih terstruktur dan sistematis akan membantu berjalannya usaha lebih praktis dan efisien.

Government and non–Government institutions are heavily investing in Information and Communication Technologies (ICT) to enhance their business and operational activities. This trend has partially been inspired by the lift of computer ban in 1980’s where millions of ICT assets had been imported. Subsequently, there is a rapid increase of Internet Service Providers (ISP’s), Mobile Service Providers (MSP), and ICT asset vendors’ country-wide. This implies a massive increase in imported ICT assets as well as the number of ICT assets that are going out of the ICT asset cycle.
In order to study challenges facing Tanzania in disposing end of use ICT assets, two (2) dumping sites and two (2) recycling sites were visited with the aim of observing waste management practices on site and the survey were conducted through web link sent to respondents over the email and facebook (a social networking site).The survey was stopped after reaching 12 respondents out of 15 targeted respondents for Waste management Organizations and 9 respondents for selected Organizations which are major consumers of ICT.
We found the following as challenges facing Tanzania in disposing end of use ICT assets: lack of ICT asset disposal policies, procedures and ICT management plan, storage challenges, lack of trained personnel and disposing infrastructures, legal aspects challenges, recycling capacity challenges, and privacy, confidentiality and information security concerns.

Asset Management is designed to gain accountability of what is within the organization, ensures operability, and is working in the proper order (value added). Szadeczky (2016) declared that the asset assessment results establish the foundation of the risk management program.  An inventory of the status of infrastructure assets, their condition, and effectiveness correlate directly to the organization’s vulnerabilities. Unfortunately, the asset assessment program does not always yield a positive ROI for the reasons you see here.  Vincent, Higgs, Pinsker (2017) proposed that the effectiveness of a risk management program is higher with the elimination of a middleman or bureaucratic red tape between the Chief Information Officer and the Chief Executive Officer.
