After the withdrawal of the Syrian armed forces from Lebanon in 2005, the Lebanese Armed Forces (LAF) began to operationalize their capability development. Despite the lack of top-down, strategic policy guidance to inform force posture, doctrine, and resourcing, the LAF has worked with external security assistance donors to produce two five-year Capabilities Development Plans (CDPs), for 2013–2017 and 2018–2022. As the LAF works towards its third CDP (2023–2027), it faces overlapping challenges tied to human capital, strategic direction, governance, and socioeconomic instability. These coincide with the effects of the coronavirus pandemic on foreign assistance budgets, which only further complicate a prepandemic waning of international interest in Lebanon.

The purpose of this report is to examine the force development challenges that the Lebanese Armed Forces (LAF) are facing in post-Syria Lebanon. The report also seeks to identify opportunities for Lebanon and its foreign allies to strengthen the LAF both as a local institution and as a stabilizing fighting force in the Middle East.

The Lebanese Armed Forces (LAF) deployment for external and internal missions, in addition to the diverse threats that Lebanon is facing, demonstrate the importance of comprehensive interactions with Lebanese civil society. This monograph argues that the lessons learned from US Civil-Military Operations and Civil Affairs, and NATO Civil-Military Interaction and Civil-Military Cooperation doctrines offer valuable insights that can help the LAF develop its CIMIC doctrine to better address Lebanese national security threats. This research analyzes the LAF CIMIC as a case study, focusing on Civil-Military Relations and Civil-Military Interaction, the LAF comprehensive security approach, and the LAF CIMIC components to find new practices for the LAF CIMIC. This monograph suggests that the LAF should introduce the instruments of national power as lines of effort into the CIMIC doctrine, coordinate with the Directorates of Intelligence and Orientation to synchronize Information Operations and Psychologic Operations, and work on emphasizing training by establishing a CIMIC training section.
As part of a series highlighting key challenges facing Lebanon, the Lebanese Center for Policy Studies has sought input from leading experts on what the new government's priorities should be. Capitalizing on gains made over the past decade to modernize and sustain the Lebanese Armed Forces' (LAF) institutional and military capabilities remains a key challenge for the country. This article examines four specific challenges facing Lebanon and its armed forces. To best address these challenges, this article proposes the adoption of a proactive strategy entailing engagement between the country's civilian and military leadership, which takes into account intra-institutional communication and planning, civilian and military input on strategy formation, defense budget allocations, and the LAF's leadership crisis.
