KUTO brings out detailed report on the DNEP 2019: Based on round table held on 21/6/2019, KUTO has drawn up a detailed response to the Draft National Education Policy 2019 proposed by Central Govt. The report is a mixture of appreciation, criticisms and constructive suggestions. The report has been submitted to the MHRD. Though the responses are focused on higher education, the report also touches upon all major recommendations. One of the constructive suggestions made by KUTO is to consider one affiliating University per state to affiliate all arts and science colleges rather than force all colleges to become autonomous. Leaked Answer Books: KUTO Protest KUTO members organized a sit-in protest in University Office Campus to call attention to the serious issue arising out of leakage of University Answer books. Media had reported that 16 answer books of the University were recovered from the house of a student arrested in a case of stabbing a fellow student. KUTO feels that this raises serious concerns on the integrity of the examination process and calls for immediate detailed enquiry and action. 2 KUTO continues protest on “Sabhyatha” Challenge Kerala University Teachers Organizations continued its protest on the false report given to Hon’ble Minister for Higher Education that KUTO’s open letter was ‘indecent’. Authorities have kept studied silence to all representations in this regard. However, when questioned by members in the Assembly, the remark was changed from “ അസഭയം” to “അനാദരവ്”. The officer who misled the assembly is dodging all demands made by KUTO regarding the matter. It shall however not go unsettled. Attempts to remove her from headship of Centre for Vedanta Studies (and even shift the Centre) was stalled after KUTO raised defense. Now she has been humiliated by sending security staff to eject her from class room while she was teaching. Universities, Colleges and individuals related to the appointment of Assistant Professors as per UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and measures for the maintenance of standards in Higher Education, 2010. In view of larger public interest, following clarifications on Frequently Asked Questions (FAQs) on the above subject are issued. 6 Query (1) Are the State Governments empowered to raise the qualifying standards prescribed under the regulations? (2) Are the State Governments empowered to incorporate additional qualify8ng standards over and above those prescribed under the regulations of UGC? UGC has prescribed the minimum qualifications for appointment of teachers and other academic staff through “UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and measures for the maintenance of standards in Higher Education, 2010” amended from time to time. The Appointing Authority may raise the qualifying standards without deviation from the minimum qualifications prescribed by UGC, if it so desires. (3) When UGC Regulation only provides for minimum 55% Masters’ degree level in the relevant subject, does the State Govt. have powers to insist that the candidate’s must possess a qualification in relevant subject a the under-graduate level? While assessing academic background of a candidate as per Table-29c) of appendix-III should a bachelor degree be considered or not if considered, should that be in relevant subject or any subject or discipline? The ‘Good Academic Record’ has been left to be defined by the concerned University/Appointing Authority. (4)What does relevant subject mean by provision in Para 4.4.0? When recruiting a candidate for ‘Commerce’ subject, does a candidate having done MBA (Management Subject) become relevant subject for Commerce? The relevance of subject or inter-disciplinary nature of subject is required to be decided by the concerned University/Appointing Authority with the help of subject experts in the concerned/related field as per ;its requirement UGC Regulations, 2010 defines the same. (5) While considering good academic record when a candidate has changed discipline at different levels of UG/PG/NET/Ph.D should that be considered? As clarified under Point No. 3 & 4 above. (6) Are the State Governments empowered not to accede to the regulation under local circumstances, on the condition of being entire establishment cost? The UGC Regulations are mandatory in nature and are required to be followed in their letter and spirit without any deviation therefrom. (7) If a candidate has a different subject at UG/PG level and applies for the Assistant Professor in different subject, is he eligible for applying for the post? All the cases that pertain to relevance of subject/interdisciplinary nature of subject and ‘Good Academic Record” are required to be decided as clarified under Point No.3 & 4 above. (8) A declaration on incorporation of additional selection criteria amounts to ‘change in rules of the game’ subsequently and unacceptable in the eyes of the UGC? As clarified under point no 1& 2. (9) How ‘good academic record’ at UG level is defined in the context of present UGC Regulation? Does Master Degree have any relevance with undergraduate degree or both are to be considered with no relevance with each other? ‘Good Academic Record’ is mandatorily required to be considered for the appointment of Assistant Professor. However, relevance may be decided a clarified under Point No.1 and 2 above. (10) For conferring a master degree, is it pre-requisite that a candidate must hold bachelor degree at least in that relevant subject?
