modest length. It also presents both an academic and a practical perspective on its subject matter, thus providing an enriching piece of scholarly work of relatively advanced quality. Despite this range of perspectives, the book is thematically coherent. It is a unique innovation in financial markets and financial crime literature, providing an inquiry into the global financial crisis from a distinctive criminal law perspective and, at the same time, bringing some fresh analyses generally, on the current state of the law and practice in this field. Importantly, it also raises a few pertinent unanswered questions, which provide a clear roadmap for further inquiry. For instance, what is the rationale, legal or otherwise, for mandating solicitors to do police work for the state by undertaking the onerous and conflict-prone reporting responsibilities under the UK's Proceeds of Crime Act 2002 and the Money Laundering Regulations 2007? Is the time not now ripe to chart an alternative regulatory path for the financial industry, which requires the establishment of an industryspecific police force composed of the same financial industry players, in the same way that military police exist for the members of the armed forces? Unlike existing conventional law enforcement units, like the UK's National Crime Agency, such a body might be made up of industry participants who know the ins and outs of the industry, and are in a position to easily identify when an offence or an attempted offence has been committed.
In this paper, I introduce the concept of narrow content (Section 2.1) to discuss an account of narrow content by analyzing Fodor's methodological solipsism (2.2). I point out that Fodor's formalism, that is, the position according to which the content is reduced to formal properties of mental representation, eliminates (at least - as I show in Section 2.2.4 - in Stich's interpretation) semantic properties in favor of the syntactic ones. In addition, it leads to the conceptual problems indicated by J. Searle, S. Harnad (Section 2.3), and T. Burge (Section 2.4). In a nutshell, semantic internalism, as reviewed in this paper, does not offer an account of content that would be properly contentful, because it provides no grounds to ascribe truth or other semantic properties to representations. In particular, it is either unsatisfactory, because it reduces content to formal properties or inconsistent, because it appeals to innate contents that itself has not been properly explicated; moreover, innate factors, as I argue, are not merely individual. Consequently, I reject semantic internalism in favor of externalism.

The conceptual and practical characterization of participation as a principle for community development applies to both the community and development agencies. Nikkhah & Redzuan (2009:172) agrees with such a notion, that "participation occupies a central place in development thinking and practice within a community". In this paper, the term 'community' will be referred to as a locality comprised by people residing in a geographical area; the resources people require to subsist and progress; and the processes in which individuals engage to distribute and exchange resources to fulfil local needs and wants (Matarrita-Cascante & Brennan, 2012:295). The purpose of this paper will be dualistically unfolded, to critically discuss the importance of participation for developments; and secondly, to review how concentrated and eloquent participation is guaranteed in development projects. To realize this purpose, the essay will first provide various definitions and the types of participation, and also by analysing Arnstein's Ladder of Citizen Participation and other issues related therewith. This will be accompanied by two models, and these amongst other things, include: Spaces for Participation and Ladder of Citizen Participation. Secondly, this paper will explain the concepts of participation, including empowerment and power. Thirdly, a brief exploration of approaches for community development will be drawn. These will be illustrated in accordance with the notion of participation in attempt to achieve the purpose of this paper. Participation means different things to different parastatals and development institutions in theory and practice. The whole notion behind participation literally evolves around the theme and action of taking part in something. According to the Oxford dictionary (2010:439) participation is generally denoted as to do something together with other people. Moreover, Waweru (2015: 66) provides her definition of the subject matter for this paper, that "participation is a paradigm shift that seeks to correct anomalies of the conventional development paradigms, and authentic community development should of necessity mainstream active participation in the entire process". Waweru offers a description that is more biased, and his definition only highlights the concept of participation as a tactical mean to seek a solution, although the characterization evade the importance of empowerment as a result of participation. Matarrita-Cascante & Brennan (2012) criticizes the concept of community participation that it is nothing more than an attempt to convince beneficiaries what is best for them. Such perspective is also highlighted by Arnstein (1969) within the rung of non-participatory that involves the types of participation which are informing, therapy and manipulative. A more sophisticated explanation is that participation is the redistribution of power that enables the have-not citizens, presently excluded from the political and economic processes, to be deliberately included in the future. Abstract The aim of the present research was to investigate the relationship between emotional intelligence and transformational leadership in managers of physical education of Golestan province. The managers and deputies of Golestan physical education departments participated in this research and 47 subjects were selected as the statistical sample of this study. Emotional Intelligence questionnaire that assessed five micro scales of self-‐awareness, self-‐management, self-‐motivation, empathy and social skills, Multifactor Leadership questionnaire (MLQ) by Bass and Avolio (1996) that measured five micro scales related to transformational leadership, three micro scales of transactional leadership, and laissez-‐faire leadership were used to collect the data. In order to analyze the data, ANOVA test, multiple regression test, and Pearson correlation coefficient were applied. The results showed a significant relationship between emotional intelligence and transformational leadership method. Also, the results of multiple regression test indicated that among transformational leadership micro scales, personal considerations was the strongest predictive variable in transformational leadership method and among emotional intelligence micro scales, empathy had a great influence on emotional intelligence of physical education managers.
