This research seeks to interrogate the overall organizational structure of police in Pakistan with the help of official record of the government of Pakistan. It provides the historical insight of Police reforms under British India. It examines the declassified official record of the Government of Pakistan. Several efforts have been made to reform and develop the police system but to no use. The article probes that British policies were far better than the reforms initiated by Pakistani ruling elite as particularly the institution of police which deteriorated rapidly owing to immense political influence. An effort has also been made to highlight the different phases of Pakistan's law and order history from 1947-2002.

HE COLONIAL LEGACY OF BEING RULED for the benefit of the colonizer meant that for most developing countries, law enforcement agencies, especially the police, have yielded great power. Pakistan falls into this category, as police excesses have always been a problem. This article examines the extralegal activities of police in Pakistan, and the way the recent administrative and legal changes in the country, although well intentioned, have the potential to strengthen police without enhancing accountability. However, if the proper changes are introduced, the right balance can be struck between the need for police to have operational independence and the need for demonstrable accountability. Recently, the government of Pakistan has made efforts to improve the police force nationwide. These efforts have not yet improved the image of the police in the public eye. The common person's perception is that the police more often exploit the victim rather than go after the criminal. Reports in the press about police torture are still commonplace, despite recent efforts by the authorities to improve police accountability. However, the silver lining is that the police officers involved in torture are being punished and that the Government is making efforts to hold the police accountable.

The rights of people have been a matter of grave concern of all civilizations from time immemorial. The respect for human rights lies in the heart of good governance. All State institutions whether they are the police department, the army or civil administration are bounded by the duty to respect and promote human right regulations and punish the culprits. The police play a significant role in this respect as they are charged with the responsibility of maintaining order and enforcing laws. Unfortunately, at times, when discharging their duties, the actions of the police conflict with the human right regulations. The NHRC, too has issued guidelines for officers. The Commission has been established under a Special Act of Parliament to protect and promote the human rights of the citizens. It addresses the violations of human rights by recommending registration of criminal cases against the culprits, disciplinary actions against errant officers and prevents the culprits to walk away scot-free. The Commission strongly opposes custodial violence and also recommends measures like lie detector tests and good police-public relations. In India, where flagrant violations of human rights are a routine affair, the NHRC registered 94, 985 such cases of custodial deaths, which are bound to increase if not checked. The police is a state subject and its organisation and working are governed by rules and regulations framed by the state governments. These rules and regulations are outlined in the Police Manuals of the state police forces. Article 246 of the Constitution of India places the police, public order, courts, prisons, reformatories, borstal and other allied institutions in the State List. Superintendence over the police force in the state is exercised by the State Government. The head of the police force in the state is the Director General of Police (DGP), who is responsible to the state government for the administration of the police force in the state and for advising the government on police matters. To enable the police have greater and speedier reach and the public to gain easier access to police help, police posts have been set up under police 475 stations, particularly where the jurisdiction of the police station, in terms of area and population, is large.
