Since then, Pakistan has had seven caretaker governments. Most of those have been accused of being partisan. Some of them have had obvious political leanings. There is no simple answer to the predicament. The system can be reformed to ensure that a caretaker government is strictly neutral. Perhaps we can also learn a thing or two from the experience of Bangladesh, India and the US. For now, it appears that Pakistan will retain the system of caretaker governments without major changes.

This paper examines the reasons for the early dominance of the bureaucratic élite in Pakistan and the downsizing that was brought about by the administrative reforms of 1973. The perceptions of bureaucrats and ministers indicate that loyalty to political establishment is now regarded a crucial requirement in a bureaucrat. This shift from the principle of political neutrality to the practice of political allegiance has affected both the development agenda as well as the institutions of the country.

In Pakistan democracy and democratic institutions, in their real spirit, will reach the level of stability and smooth success after holding three to five consecutive fair elections and of course with smooth functioning of governments-in-power. And as the second consecutive democratic regime in post-Musharraf era is already in progress (with Nawaz Sharif as PM and Mamnoon Hussian as President), Pakistan will be on the path of a successful and “stable” democracy in next 10 to 15 years. It is hoped that if it goes on with same smoothness and normality, then by the year(s) 2025-30 Pakistan will be, optimistically, a successful Democratic Muslim Republican Country.

Allegation of electoral rigging is a common phenomenon in Bangladesh. This allegation became acute in the reign of autocratic H.M. Ershad. Hence the Non-party Caretaker Government was instituted on the basis of consensus of political parties with the fall of H.M. Ershad in 1990 for holding free, fair and neutral poll. By and large the Caretaker Governments of Justices Shahabuddin Ahmed, Habibur Rahman and Latifur Rahman performed their desired goal. In 2006 crisis arose as to the appointment of the Head of Non-party Caretaker Government because of enhancement of the age of Justices of the High Court by 14 th Amendment. It is supposed that this amendment was intended to employ a person having leaning to out going government as the head of Caretaker Government. Thus stormy opposition surfaced against the appointment of head of Caretaker Government. The political parties are the organized groups of the people having certain ideologies. They educate the people politically and field the candidates to elect them as parliamentarians. After achieving the power or in opposition, they attempt to implement their agenda and perform important tasks in the government. But the political parties in Pakistan have been involved in accommodating unelected elites for political maneuver and to extend their rule. They have internal deficits including unfair structure and lack of intra party elections. They are involved in undemocratic practices and are managed as family enterprises and personal property by their founders. They also could not deliver to establish stable and developed political system due to political and ideological contradictions. Moreover, feudalism continued since existence of the country could not be checked after its emergence which seriously affected performance of these parties and functions of democracy. Civil military relationships have always been contradicted regarding security and maintenance of the borders as well upheaval internal social, economic and political issues. Resultantly, the people remained away from power corridors. The disenchantment with political parties is increased and the political leaders have lost their trust in the public. This paper explains the deviated role of political parties and the prospectus of the civilian rule in the country. The political parties should develop democratic norms and improve their functions.
