The purpose of this chapter is to examine how the full-scale Russian invasion of Ukraine was perc... more The purpose of this chapter is to examine how the full-scale Russian invasion of Ukraine was perceived by members of Congress during the 2022 midterms and to consider whether the election results can influence congressional policy towards Ukraine and Russia. We indicate that during the midterm campaign a bipartisan majority in Congress voted for aid packages for Ukraine and sanctions against Russia, but at the same time, extreme factions of both parties have become increasingly vocal in their opposition to such policy. In the context of the Congress sworn in 2023, we noted that at the declaratory level the previous distribution of votes in Congress was maintained, as the majority supported aid to Ukraine and Russian sanctions. However, in practice, the midterms resulted in a reduction in the activity of Congress in granting aid to Ukraine and imposing Russian sanctions, which raises the question of the actual existence of a pro-Ukrainian and anti-Russian majority in the 118th Congress. The chapter is divided into two parts. The first analyzes how the Russian invasion was approached by members of the 117th Congress during the midterm campaign (February–November 2022) and during the lame duck period. The second part explores how the new political division of the 118th Congress, resulting from the 2022 midterms, affected congressional foreign policy towards Russia and Ukraine between January and June 2023.
