Chongqing Unlocked Placeholder Graphic
When you defeat the boss in a career location, you unlock the next location and it shows a badge of the location you've unlocked. Chongqing is the first career location, but it has a placeholder graphic for unlocking it. Perhaps it wasn't always the location you started in?
The images below were likely used for an early splash screen when the game was in development.

Early Logo
This may have also been used for an early splash screen, given its sort of crude look.
