Pejabat Tanah tidak cekap

SAYA ingin mengadu mengenai ketidakcekapan Pejabat Tanah Kota Bharu, Kelantan seperti yang dialami ibu saya. Ibu ke pejabat itu Ahad lalu untuk membayar cukai tanah. Malangnya, hanya satu kaunter dibuka untuk urusan puluhan pembayar cukai tanah.

Petugas di kaunter pula mengutamakan kenalannya dan membiarkan mereka memintas barisan. Akibatnya, ibu terpaksa beratur tiga jam.

Persoalan kepada kerajaan Pas Kelantan kenapa menyusahkan penduduk dengan hanya membuka satu kaunter pada awal tahun, sedangkan sudah dijangka pasti ramai yang akan datang membayar cukai?

Kejadian ini mendedahkan ketidakcekapan kerajaan Pas memenuhi tuntukan khidmat awam.

Kerajaan negeri bersikap sambil lewa dalam melayani keperluan rakyat yang selama ini memberikan undi kepada Pas.

PM: Remain apolitical and act professionally

PUTRAJAYA: Public service employees must discharge their duties professionally and remain apolitical in their work, said Prime Minister Datuk Seri Najib Tun Razak.

He added that acting professionally and working without prejudice were principles that were sacrosanct in public service.

Najib said the dedication from the public service employees was especially vital to the nation now as it faced more challenges than ever – with an increasing number of competitors in the world market and also the rakyat’s increasing expectation of quality.

“The issues that public servants face today are more complex than ever,” he said at a dinner function with Public Service Commission (PSC) staff here yesterday.

At the function, also attended by Chief Secretary to the Government Tan Sri Sidek Hassan and PSC chairman Tan Sri Jamaluddin Ahmad Damanhuri, the Prime Minister presented the ISO 9001:2008 certification for PSC.

He also launched the commission’s profiling recruitment method (MyRecruitment).

Najib said the process to create a new Malaysia also meant public service employees must be able to make quick decisions and execute them without compromising on quality.

“I announced a RM10mil allocation for creating 50 1Malaysia clinics during my Budget announcement last year, and by the first week of this year 44 were opened. In the second week all 50 are ready to provide service.

“The ability of a ministry that has a high-level of bureaucracy in achieving the target in such a short time proves that the right motivation and catalyst can bring outstanding response from public servants,” he said.

In his speech earlier, Jamaluddin said it was important to ensure the public service hired the best talents with a high level of integrity.

To make it easier for those interested to join the public service, the commission would be setting up new interview centres in Ipoh, Tawau, Sandakan, Johor Bahru, Alor Setar, Sibu and Miri – in addition to the existing ones in Kota Baru and Kuantan.

New look for PWD in Sarawak

KUCHING: The Sarawak Public Works Department’s (PWD) new organisational structure is expected to be operational by next year.

State Infrastructure Development and Communication Minis-ter Datuk Seri Michael Manyin Jawong said Sarawak PWD deputy director (management) Zuraimi Sabki had been given six months to conduct a study on the matter.

”If we have sufficient financial allocation, the restructuring process will take place in one year,” he told reporters after opening a two-day PWD senior officers conference, here yesterday.

Manyin said the proposed restructuring of the Sarawak PWD was mainly due to the different role of the department now.

Previously, the Sarawak PWD was engaged in construction, planning, designing, supervision and managing but now the department no longer handled construction, he said.

Manyin said the restructuring would see the creation of a legal department which would study the legal implications of development projects, now that a third party undertook construction.

He gave the assurance that the restructuring process would not involve the retrenchment of existing staff.

Sarawak PWD director Datuk Hubert Thian Chong Hui said the restructuring would result in the creation of more professional posts, such as engineers, and hiring of fewer support staff. — Bernama

Graduan pendidikan UPSI kecewa kementerian utamakan guru sandaran, DPLI

SEBAGAI graduan pendidikan saya ingin berkongsi isu penempatan guru dan lambakan graduan pendidikan yang sering digembar-gemburkan.

Melihat realiti di sekolah, jumlah Guru Sandaran Siswazah Tidak Terlatih (GSTT) terlalu ramai. Ketika saya menjalani praktikum di Kuala Lumpur, ada sekolah mempunyai lebih 15 GSTT.

Mereka ialah graduan yang tiada iktisas dalam bidang pendidikan iaitu tiada kemahiran dan kaedah pengajaran (pedagogi) khusus.

Mengapa mereka diberi tempat sedangkan graduan yang ada iktisas khas dalam bidang perguruan masih menunggu penempatan. Apa yang musykil, GSTT hanya diberi kontrak setahun, namun baru-baru ini (Januari 2010) ia diteruskan sehingga Disember.

Unjuran pengambilan graduan Diploma Pendidikan Lepasan Ijazah (DPLI) terlalu ramai. Saya ialah graduan sulung subjek Pendidikan Moral dari Universiti Pendidikan Sultan Idris (UPSI). Program Pendidikan Moral di UPSI mempunyai lebih 600 mahasiswa (tahun pertama sehingga keempat).

Tahun depan hampir 100 mahasiswa tamat pengajian. Persoalannya, pada pengambilan Julai lalu, 500 graduan DPLI program Pendidikan Moral diambil Kementerian Pelajaran.

Ia mewujudkan saingan bagi junior saya, sedangkan jumlah penempatan diunjurkan sedikit. Kementerian memaklumkan hanya subjek kritikal seperti Bahasa Inggeris diberi keutamaan. Justeru, pengambilan DPLI harus diunjur pada kadar munasabah.

Bukan takutkan persaingan, namun jika kita memiliki graduan khusus yang memiliki pedagogi empat tahun dalam jurusan pendidikan, mengapa 500 DPLI diberi keutamaan.

Semua DPLI adalah tajaan biasiswa kementerian, sudah tentu penempatan mereka diutamakan. Inilah persaingan sengit menjadi 'laba' kepada jumlah 'lambakan'.

Daripada dua isu yang saya berikan, kementerian harus mengkaji kaedah terbaik mengenai unjuran dan penempatan. Saya menyokongnya namun agak meragukan apabila jawapan menteri hanya: "semua graduan harus bersaing untuk dapat tempat dalam bidang perguruan."

Ini bermakna graduan institusi pengajian tinggi yang memiliki ijazah khusus dalam jurusan pendidikan harus bersaing dengan anak susuan yang terlalu ramai seperti DPLI dan GSTT yang diberi keutamaan.

Bukan niat mengagungkan graduan pendidikan atau menidakkan potensi DPLI atau GSTT, namun saya terpanggil untuk meluahkan rasa tidak puasa hati graduan pendidikan yang memiliki ilmu pedagogi selama empat tahun.

Sudahlah gigih belajar, kini terpaksa pula bersaing dengan mereka yang hanya memiliki iktisas kurang setahun (DPLI) atau guru kontrak di sekolah (GSTT). Timbang taranya mudah, kurangkan DPLI dan GSTT bagi memberi laluan kepada graduan pendidikan.
