Hello,

I am writing to request an exemption from the global IP block. Due to restrictions in my country Yemen, I am unable to access certain Wikimedia resources, including Wikimedia Commons, which prevents me from contributing effectively to Wikimedia projects like Wiktionary.

Specifically, I am unable to view or upload images from Commons, which significantly impacts my contributions. Additionally, I face difficulties accessing other archive websites, further limiting my ability to participate.

I am a co-founder of the Yemen Wikimedia User Group (still in the process of being established) and a certified educator in the "Wikipedia in the Classroom" program. I would appreciate the opportunity to have access to these resources to continue my contributions to the Wikimedia community.

I am a Wikipedian from mainland China. Due to the GFW blockade, I have to use open proxies to access Wikipedia. I have applied for an IP block exemption on the Chinese Wikipedia. In the past, I have participated in editing the Chinese Wikipedia multiple times without any misconduct. @MarkRosenbaum the IP range you are operating on is globally blocked, but also locally blocked at enwiki. A global IP block exemption only helps agains global blocks, while local exemptions override both local and global blocks (see IP block exempt). If you want to edit at enwiki (which seems to be your main wiki) you will need to ask for a local exemption -> en:WP:IPBE, a global exemption won't help you. I was actually looking to edit testwiki when I hit the block, I believe the testwiki block is controlled by the global block as opposed to a local block but I could be wrong. MarkRosenbaum (talk) 11:57, 24 October 2024 (UTC)
I have attempted to also submit an enwiki exemption request but I get the message "It has been detected that you or someone else may be trying to spam our system with appeals. Please wait until your previous appeal is closed" MarkRosenbaum (talk) 12:26, 24 October 2024 (UTC)
Granted the global flag as there is some editing activity outside of enwiki. You'll still need a local exemption on enwiki - IRC might be a good place to request if the UTRS option isn't working. – Ajraddatz (talk) 16:54, 4 December 2024 (UTC)

I've been on the project for 15 years, and have 38K+ edits. I edit in both a WFH and home capacity - my work IP address appears to still be IP blocked. This first happened several years ago and I applied for IP exemption back then which was granted. Hello and thanks for your consideration. I have been editing primarily English Wikipedia and Commons in earnest since 2014 and have accumulated a fair number of edits, very few of which have been reverted or eliminated. Most of my edits are aimed at adding references or providing background information that is useful for the understanding of the subject. My work IP address is served by an open proxy (Zscaler) which recently was placed under a global hard block, eliminating the soft administrative override that was available for users that are logged in when editing. This is for Global reminder bot, solely to handle wikis that may require a CAPTCHA despite having an account on the site. This is required since some wikis (including small ones) may have an edit count requirement as well, and hence the bot will fail for all such wikis. Having to ask local wikis for confirmed rights as an alternative is not reasonable, especially since the bot runs without a bot flag on most wikis. --Leaderboard (talk) 13:56, 17 November 2024 (UTC)

@Xaosflux Not that. I do not ask for permission on wikis that do not have a bot approval policy or do not require explicit approval, and it's on those wikis that I had in mind with this request. Additionally, even on some wikis where permission is required (eg zh.wikipedia), it is often not obvious that a captcha problem would occur. Leaderboard (talk) 15:30, 17 November 2024 (UTC)

Is this not something that could be resolved through confirmed flags on projects that are ok with the bot running? Given that there doesn't seem to be consensus for it to be flagged globally. – Ajraddatz (talk) 05:32, 21 November 2024 (UTC)
Every time I read such discussions, or am affected by Captcha myself, I consider to somewhere request "If a user is a bot on a large wiki (to be defined), implicitly give them global autopatroll. If a user is sysop on a large wiki, implicitly give them global autopatroll and global rollback." Perhaps this is technically difficult, and perhaps controversial, but it will save a lot of productive users a lot of time. Krd 06:19, 21 November 2024 (UTC)
I generally agree, particularly with captcha-exempt, if someone is being affected by them and is a human then there's no reason (imo) that we shouldn't give the exemption. I think in this case I am more trying to understand the extent to which this bot is controversial or necessary, and whether that decision-making can be delegated to the local projects it is operating on. @Ajraddatz
  • The problem is mainly knowing which projects are affected by it - this is not obvious. As a general rule, I explicitly note that my bot does not need a flag, so these projects generally do not flag Leaderbot accordingly.
  • I do not request approval (which I'm told should be OK, especially in the global bot request case) on wikis that do not explicitly require approval or do not have a bot approvals page - most of them that is.
  • Also, as this will (eventually) be run without supervision, detecting failures as a result of this would be difficult.
  • Finally, I would also like to handle the edge case where a wiki pops up before the customary 4-day period for autopatrolled for most wikis. This is because account creation can only be done manually (using User:Krinkle/Tools/Global_SUL) due to issues with CentralAuth.
Regarding the global bot case, quite a few people did not want the flag but were OK with running the bot globally - so I do not consider the two the same. Leaderboard (talk) 09:16, 21 November 2024 (UTC)

See the main page Global reminder bot, and in particular, Global reminder bot/Messages/default which is linked to every message on wikis that have not chosen to customise the message. My experience so far with wikis that do require approval (see the requests for bot status page) has been that the vast majority of wikis, across different projects and languages, have been OK with this bot running. @Xaosflux They are projects with no known bot policy or evidence of requiring explicit approval, plus in practice the bot is expected to edit like once or twice per year? I'm not sure what you're hinting at here or what you want me to do. The feedback I got at my global bot application suggested that it should be acceptable to run without further discussion on these projects, but if you think this is incorrect or that I should do something else, this is something I can definitely consider. I think this is inappropriate in general; bot edits are an extension of edits by their operator - if a user showed up on my talk page and starting leaving me messages in a foreign language I wouldn't appreciate it - and for this message would wonder why are they even watching my personal account.
