What is the problem you're trying to solve?

Wikimedia's gender gap is persistent and well documented. The causes of this gender gap are multiple, and its nature varies across multiple wikis, cultures, and languages.

A variety of experiments, initiatives, programs are needed to increase diversity and reduce systemic bias on Wikimedia projects, but so far these haven't emerged organically at any scale.

Individual Engagement Grants and Project and Event Grants could support such initiatives, and gender diversity is one of the Wikimedia Foundation's stated primary grantmaking goals. In the first half of 2014, IEG and PEG combined have spent only 9% of funds on projects aiming to directly impact this gap, and fewer than a third of our grantee project leaders have been women. Without taking time to focus on the priority of increasing gender diversity in our content and contributors, this trend is likely to continue.

What is your solution?

A global campaign to proactively source and support new projects aimed at increasing gender diversity in Wikimedia projects. Ideas can be written up in IdeaLab, endorsed by community and matched to advisors and other team-members to help enable success. Proposals in need of funding from the Wikimedia Foundation will be selected for support by a committee composed of staff & volunteers (likely experimenting with some combination of existing IEG & GAC committee members).

This campaign will serve as a pilot for Inspire Grants (which could potentially be focused on any other strategic topic)

Goals

The overarching aim of the Inspire Grant campaign is to take significant steps toward addressing Wikimedia's gender gap. Specifically, the campaign will:

  • Experiment with running scalable themed campaigns in IdeaLab to incubate more high-quality projects and grant proposals (from individuals, groups, and organizations) that have a focused strategic impact on Wikimedia projects
  • Proactively support community initiatives that will increase gender diversity among contributors to Wikimedia projects, and the thematic content of those projects.

    • bring in new ideas for projects aimed at addressing the gender gap

  • build IdeaLab improvements and tools needed to execute
  • set up the communication and community-organizing systems to execute (messaging, outreach, committee review set-up)
  • run the March campaign

Budget

  • $250,000 is available to fund proposals for this campaign (budget comes from dedicating one round of IEG to this experiment, plus three months of PEG funding)
  • WMF grantmaking-team budget covers the labor costs of organizing the campaign, as well as any miscellaneous expenses for promotion, etc.

This campaign aims to engage two main audiences:

1. Active community champions from Wikimedia projects

Their "super powers":

  • Likely to be active in their home projects, but may not be actively involved on Meta or in other areas of the broader Wikimedia movement.
  • Have ideas about what would help their communities
  • Can lead initiatives on target projects
  • Can help to spread awareness within their home communities and span boundaries across the movement.

They need:

  • actionable ways to grow ideas/projects
  • easy ways to spread the word inside/across the wikis.

2. Women and allies who are passionate about increasing women's participation and representation online

Their super powers:

  • May or may not be aware of the Wikipedia gender gap or the Wikimedia Movement already, but already well-aligned with our goals of increasing gender diversity in Wikimedia's content and contributors
  • Can help us spread our message to a wider audience and bring more participants to IdeaLab.
  • Some are likely to make powerful contributions to projects if they decide to get more involved in a project team partnered with Wikimedians.

They need:

  • easy ways to get involved in ideas
  • easy ways to spread the word outside the wikis.

Language

All language Wikimedia projects will be invited to participate in the campaign!

The following languages serve as key focuses for testing our ability to support and measure impact beyond English:

Measures of success

Testing methodology/infrastructure (Q3/4):

  • 500 participants (10x from current IdeaLab peaks of ~50/month)
  • 100 ideas (5x from current IdeaLab peaks of ~20/month)
  • 20 new projects supported by grantmaking aimed at gender gap

Impact on gender gap (Q4 & beyond):

  • Demonstrated significant increase in female contributors and non-male gender-classified content (partially measured using biographical articles as a proxy) on at least three language projects (six-month impact assessment)
  • Demonstrated significant increase in percent of IEG/PEG supported projects led by women (increase to 50% from current IEG/PEG baseline of 30%)

Recently I've seen many of my FB friends sharing an article regarding gap in wikipedia and says that many wikipedia articles are biased against women and through some of the discussions taken place over there I got to know women outside wikipedia have serious concerns over these issues. All that we need to do is to inspire them to turn those concerns into productive efforts. So, I wanted to plan a campaign (with some meetups, academies and edit-a-thons) to inspire women to edit telugu wikipedia and eventually other related wiki projects.
