When communication becomes paralyzed, it is vital to build a disaster relief solution with available resources. Without data connectivity, it is essential that an emergency protocol should be implemented by the government that uses the available paralyzed communication resources spread across various communication networks by pooling to form one single communication network backed by cloud facilities to restore connectivity. In this paper the authors introduce a new emergency protocol approach to design an unrestricted cloud-based mobile technology during disaster enabling instant communication services to the disaster zones that works best under the command of the government. This protocol can act faster than the existing communication network put in place for public communication, with the additional advantage of being more robust and capable of withstanding disast...

With a splurge of modern communication tools used today, health promoters use social media pages to get more people take preventive healthcare measures or effectively manage illness on its onset. Most of the health messages are twinned between Observed Information (factual details for health education) and Applied Information (prompting health messages directly used by patients) both resulting in improved health outcomes. Further by applying Positive Deviance, an alternative approach to elevate behavioural changes by sharing successful health best practices to patients and care givers are easily achieved. One such disease which needs more communication attention to promote behavioural change is Parkinson's due to its complex and debilitated condition. This research focuses how health messages are used in social media page like Facebook by Parkinson's disease Associations functioning in Malaysia to impart Parkinson's related information through different communication approaches and also examine social media consumption by Parkinson's patients/followers for behavioural changes through a quantitative content analysis. The findings indicate that evidence of behavioural change may not be proved with just Social Media pages, it is found to be more essential for Parkinson's communication discerning rehabilitation therapies. Further, Social Media pages have all vicissitudes to become obsolete if not effectively used and may not be a sufficient communication tool to achieve positive health outcomes in Parkinson's affected patients.

Traditional communication tools lacked a direct communication approach for effective dissemination of health messages to the patients. New Information and Communication Technologies (ICTs) have the potential to break that barrier but are scantily used in health communication as examined by the authors, qualitatively. There is an evolving need for better utilization of ICT resources which are direct, cost effective, time-saving, and highly persuasive in pursuit of quality healthcare delivery. Therefore this research proposes a ten-layer ICT model converging advanced Mobile and Internet interventions, to disseminate health messages for patients suffering from fatal diseases. Using breast cancer as an instance, a communication strategy is exemplified using the ten-layer model. This model benefits healthcare professionals and patients with messages or information that will be timely, instantaneously, decidedly reachable and highly reliable for obtaining positive patient outcomes.

One of the major challenges that medical practitioners face is ensuring that their medical knowledge remains updated. However, in India, the population is very huge and it is a mammoth task to provide current and updated healthcare practices. Hence, it requires an effective and convenient medium without demographical and geographical boundaries to provide new knowledge to the medical practitioners, amidst their busy schedules of patient care and healthcare delivery. To improve the knowledge base under any difficult situations, existing Information and Communication Technologies (ICTs) can be used to disseminate knowledge for enhanced health care delivery. The objective of this research work is to study and analyse Video Conferencing based model for medical knowledge through questionnaire based survey followed up with critical analysis. The findings of this research suggest that Video Conferencing is one of the best tools for continuous updation of knowledge to medical practitioners accompanied with the absence of any learning curve in a highly populous country like India.

Consequently, many people face significant health risks and susceptibility to widespread infection due to lack of sufficient Health Information. Timely Health Communication regarding symptoms, aid and treatment is crucial for people living in Disaster zones. During major Disaster Relief Operations it is difficult to ensure efficient Health Communication to the people. High dependence on using traditional communication protocols for disseminating Health Communication encounters difficulties in real time due to inherent nature of the Disasters. Consequently, there is a need to bring in robust Health Communication Protocols that can ensure a high degree of efficient Health Communication during Disasters. Information and Communication Technologies (ICTs) are rapidly evolving since the past few decades and their capabilities can be explored in Disaster Health Communication. This paper proposes a Four Layer ICT Model for Public Health Communication during Disasters.

Largely, media capacity theories state that effective communication is more likely to be achieved by matching media potentialities with communication tasks. Therefore, this research aims to resolve questions if there is any associations between ICT characteristics and perceived complexity in health communication tasks that influence actual ICT usage by doctors to important parties involved in the healthcare process primarily, the patients, and to fellow practitioners using quantitative methods.
