Therefore, through innovation, service delivery needs to be enhanced in order to meet as per their expectation. The implementation of Innovative and Creative Circle (ICC) is aimed to build human capital in the public service in order to realize the government's aspiration to improve organizational efficiency and effectiveness in delivering services to the people. As suggested by de Jong and Den Hartog (2010), this paper is aimed to explore the dimensions of innovative work behavior (IWB) engaged by ICC which comprised of opportunity exploration, idea generation, idea promotion and idea implementation. The study is based on current literature of IWB and public sector and matching these two to find out how the dimensions of IWB of ICC should be explained. The paper describes the concept of IWB for ICC in the context of Malaysia public universities in four dimensions...

The model aims to "ll a gap in the WCM literature that concentrates on the characteristics of the larger traditional make-to-stock (MTS) sector. It was initially devised using evidence from the literature, especially the MTO literature and the more comprehensive WCM models. It was then modi"ed in the light of case study evidence collected from small and medium sized MTO companies. The model presented in this paper, known as`MTO Principlesa, is the current version of the model after all the modi"cations have been incorporated. Its intended purpose is to aid MTO companies to determine their strengths and potential areas for improvement so that they can continue to be competitive in the future. The case study evidence also illustrates the relevance of the model to the intended sector.

In reducing risk at the workplace, Occupational Safety and Health (OSH) is an important aspect. It is a standard which are set in legislation with the aim to eliminate and reduce hazards at workplace. Besides OSH, the term 'safety culture' is also an important aspect in reducing risk and accident at workplace. This paper discuss on the operationalisation of safety culture to foster safety and health for the Malaysian manufacturing industries. Operationalisation is the process of specifying the extension of a concept which in turn, will convert the concept into a measure. Hence, operationalisation will make possible concept to be uniformly understood and used since no measurement has ever been established to determine the current state of safety culture in the Malaysian manufacturing industries. A methodology quantitative was adopted towards a comprehensive understanding of safety culture amongst operational workers in Malaysian manufacturing industries. The preliminary survey has identified management commitment, safety leadership, training and education and employees involvement as important behavioral aspects. The findings generated from selected operational workers in Malaysian manufacturing industries reveal that safety culture comprises of both the behavioral and situational aspects. These identified behavioral aspects were further included in the main survey and combined with situational aspects towards safety culture in manufacturing industries. At the end, this study is expected to help policy makers and government to formulate new, effective and efficient policies and strategies that will promote a safety and health working environment, which in turn will be a workplace culture in this sector.

Using evidence from the literature, especially the MTO literature and the more comprehensive WCM models, a new principle was devised. This was then modified in the light of case study evidence collected from the four MTO companies ranging from small to medium size MTO companies. The model presented in this paper known as "SHEN Principles", comprises of fourteen principles and categorized into four main sections for ease of reference such as generate enquiries/sales, operations and capacity, human resources and general continuous improvement. SHEN principle is a descriptive approach, with a five point progressive scale for each principle. Level one is the first step on the road to improvement and level five relates to current best practice performance. Its intended purpose is to aid MTO companies to determine their strengths and potential areas for improvement so that they can continue to be competitive in the future.
