PurposeThe purpose of the paper “Commerce, jobs and politics: the impact of the USA–China trade o... more PurposeThe purpose of the paper “Commerce, jobs and politics: the impact of the USA–China trade on USA domestic politics” is to examine the impact of Chinese trade with the USA to determine the consequences of the trade on manufacturing employment. The geographic and sectoral impacts of this trade are assessed. The conclusion is that the USA–China trade has affected political polarization in such a way as to affect electoral outcomes. Implications for policy are discussed in the paper.Design/methodology/approachThe overall design is a focused case study in terms of its focus on the USA–China trade relations. There is also a statistical component due to the breakdown of the USA in economic commuting zones.FindingsThe major finding is that Chinese import penetration created substantial political polarization in the USA and that polarization affected electoral outcomes. Europe is currently embroiled in three ongoing and interacting crises concerning the eurozone, re... more Europe is currently embroiled in three ongoing and interacting crises concerning the eurozone, refugees and Brexit. After briefly describing each crisis, I turn to the ways in which they intersect and the role of institutions in solving the crises. There are two central themes in the paper. The first is that the three crises intersect and feed on one another. The second is that, while institutions can often help, they are not panaceas. Existing scholarship on the EU often implies that the EU operates far from its institutional frontier and that substantial improvements in welfare are just around the corner if only we 'get our institutions right'. But institutional fixes do not exist for all problems. I argue that there is a large space for institutional improvement in the eurozone crisis, less regarding refugees, and still less for Brexit.

Since revelations of the Greek fiscal deficit in the fall of 2009, the breakup of the Economic an... more Since revelations of the Greek fiscal deficit in the fall of 2009, the breakup of the Economic and Monetary Union (EMU) has moved from unthinkable to plausible. The debate over the future of the EMU has become increasingly relevant, as numerous efforts to solve the Greek crisis have not been successful. Neither have basic competitiveness differences between countries in the core and periphery of the European Union been eliminated. Proposed solutions include development of a banking union, regulatory measures to monitor trade and capital imbalances, fiscal reforms on the part of countries in trouble, and centralized fiscal capacity on the part of the EMU itself to offset the liabilities of the indebted states. While the crisis seems to be contained, it is by no means solved. This leads to the question: "Will the euro survive?" We answer this question in the affirmative, but in doing so we argue that continuation of the EMU is different from the question of whether the EMU should have been created in the first place. Some reasons for continuation of the EMU were present at its creation; others have developed in a path-dependent way as the Eurozone has evolved.

The rise of the concept of Europeanization, and subsequent attempts to launch a research program ... more The rise of the concept of Europeanization, and subsequent attempts to launch a research program with this concept at its center, raises a number of important questions. The most important question addressed in this chapter has to do with the origins of this concept. Why do we need it? To what particular developments does the concept respond? The answer advanced is that Europeanization emerged and developed as a result of changes internal to the theory of integration itself — that is, the idea of Europeanization is endogenous to the evolution of integration theory. A second question has to do with the logical status of Europeanization theory. What claims does it make? How are we to understand the basic model of Europeanization? A third question has to do with the challenges posed by Europeanization research. In the remainder of this chapter I attempt to show how Europeanization is a logical outgrowth of the evolution of integration theory (the central claim), that is, how the seeds of this idea were planted inside integration theory itself. In demonstrating this endogenous ideational change, it is necessary to provide a schematic outline of one Europeanization model to show the “state of the art” regarding our knowledge of Europeanization. Finally, I address some of the key problems of Europeanization research.
A collective assessment of the comparative study of foreign policy as a field of scholarly inquir... more A collective assessment of the comparative study of foreign policy as a field of scholarly inquiry is presented. An effort is made to interpret the field's boundaries, to review its accomplishments, and to propose some future directions. The first section, in which the field's scope and boundaries are discussed, asserts that the boundaries are relatively fixed, with the field's central focus being on the policies and actions of national governments that are oriented toward the external world. In the next section, nine ways in which the field has grown and developed are summarized. Problems of comparative foreign policy are then discussed with particular emphasis on five methodological issues and three substantive issues. New initiatives in the field are proposed, drawing upon some of the developments in the international political economy. Because of the relatively impoverished state of i.heory development, the last section of the paper suggests modest strategies that may encourage scholars to think theoretically. A six-page list of references is included.

The sharply defined picture of west European integration reveals calculating statecraft by highly strategic key governments to promote the core economic interests of Britain, France and Germany. The picture, drawn on a large canvas, spreads from the early years of the European Economic Community to the Treaty on European Union in Maastricht. No concessions are made to pointillisme or impressionism in the execution of this picture, with its careful observation and enriching detail, combined with a grand sweep of unified design. The result is an unusually wide-ranging analysis of five history-making episodes in the evolution of what is now the European Union (EU). The breadth, depth and variety of primary sources underpin a compelling interpretation of the underlying dynamics of west European integration. This jigsaw is composed of many thousands of pieces, painstakingly sorted-and resorted into a coherent whole. The training in history shows in the emphasis on substantive evidence, while the commitment to robust theorizing about the international political economy permeates the flow of the analysis. The central objective is to contest the sweeping, soft and often sloppy assertions about European integration as either a special form of supranationalism or driven by 'geopolitical ideology'. Many have argued that the success of European integration is predicated on reinforcing market str... more Many have argued that the success of European integration is predicated on reinforcing market structures and some have gone further to state that the creation of a transnational market results in a decoupling of markets from their national political and social frameworks, thus threatening to unravel historical social bargains. Drawing on the work of Karl Polanyi and John Ruggie and using their insights regarding the social embedding of markets, we dissent from this view by examining how the European Court of Justice (ECJ) has handled a key sector of the emerging European market—labor mobility. We argue that rather than disembedding markets, decisions of the ECJ—just as Polanyi and Ruggie would have predicted—activate new social and political arrangements. We find evidence for the development of a new legal and political structure, largely inspired by the Court but also imbricated in European Union legislation, at the regional level.
