The 1995 Rome Convention on Stolen or Illegally Exported Cultural Objects (UNIDROIT) makes a sign... more The 1995 Rome Convention on Stolen or Illegally Exported Cultural Objects (UNIDROIT) makes a significant contribution to the international system of protection against the illegal export of cultural goods. It also constitutes part of a network of world-wide regulations that is currently being built up with the aim of protecting the cultural heritage of individual societies. This network, not yet fully complete, is still expanding and developing. The basic formula of UNIDROIT is the principle of the return of stolen or illegally exported cultural property, including cultural objects legally acquired but not transferred to a legally entitled entity. The Rome Convention specifies procedures that are of material importance in restitution proceedings such as: the principal elements of proceedings in restitution cases, the main evidential issues as well as the competence and jurisdiction of state bodies. The effect of individual states harmonizing their regulations with the provisions of the Convention is the improved transparency of national regulations and the increased efficacy of the international system for the restitution of cultural objects arising from the establishment of world-wide standards.

The article investigates the significance of syntax in the multilingual EU law. It attempts to re... more The article investigates the significance of syntax in the multilingual EU law. It attempts to respond to the question whether syntax is apt to contribute to the uniformity of that law and how, with regard to this function, it relates to the (widely disputed yet uncontested) semantic and pragmatic methods of achieving such a uniformity. In order to respond to this question, the article firstly, recalls fundamental concepts which would help conceptualize the endeavour and, secondly, presents examples of analysis of syntax arrangements which can be deemed representative for the study of the said problem of contribution. The study finds that EU law (expressed in 24 official languages which have equal authentic status) relies on diversified syntax of its respective constitutive languages. Syntax structures used in respective language versions of EU law represent narrower, law-specific, form of syntax structures available in these languages. Artykuł poświęcony jest ocenie koncepcji reformy administracji skarbowej, zawartej w poselskim pr... more Artykuł poświęcony jest ocenie koncepcji reformy administracji skarbowej, zawartej w poselskim projekcie ustawy o Krajowej Administracji Skarbowej (druk nr 826). Została ona dokonana w odniesieniu do zasadniczych problemów, które – moim zdaniem - dotykają polski aparat skarbowy, a więc: powierzenie temu samemu organowi kierownictwa w zakresie kształtowania systemu podatkowego oraz wykonywania publicznej działalności państwa w zakresie prawa podatkowego, ukształtowanie aparatu wykonawczego według kryterium rodzaju podatku, nie zaś realizowanych funkcji, nałożenie na administrację skarbową szeregu zadań nie związanych z podatkami, brak ustawowo określonych zasad finansowania administracji skarbowej oraz powiązania wydatków z realizowanymi przez nią zadaniami, brak polityki pracowniczej.

In such a non-liberal model of state, the state is meant to be a perfect implementer and an ultimate model within which the very being of the community is to be realised. As a consequence, it is meant to give priority to communitarian needs, which are to prevail over individual ones. Fundamental Polish pre-war regulations pertaining to civil service (i.e. the 1918 Regency Council... more Fundamental Polish pre-war regulations pertaining to civil service (i.e. the 1918 Regency Council Rescript and 1922 Law on Civil Service) represent fairly comprehensive pieces of legislation which also somehow reflect the concept of civil service accountability. The reflection they offered, however, is far from representing a complete model of accountability as they contain only a handful of criteria useful for the identification of quality expected from civil service performance. Yet, even these limited regulations can be considered effective anchors for construing the concept of civil service accountability with the intentionally left loopholes to be filled in by the political (i.e. non-civil service) corps of governmental offices. The identified criteria of civil service quality can be interpreted as representing determinants of accountability identified in the Friedrich-Finer Debate.
