In this article the author talks about current changes in the international environment, that is ... more In this article the author talks about current changes in the international environment, that is of a certain re-balancing of international relations as between traditional actors, states and interstate structures, as well as relatively new, non-traditional participants with the current crisis situation in financial, economic, military and political sphere taken into account, and the ideological vacuum that has emerged. It is an open secret that a group of formerly peripheral countries, currently dynamic emerging systemically important economies, getting significant influence on the international relations, turning into rule-makers of the world politics, which has to be taken into account by the developed countries of the West. Thus it is important today to look again at the existing formal and informal institutions, primarily the G8, created in the middle of 1970s. To see how this mechanism is adequate to new political and economic realities, how it should adapt to changing conditions, and also what can be expected of such institutions from the point of view of international relations reform.The publication is prepared within the framework of a joint project of Russian International Affairs Council (RIAC) Project and International Organizations Research Institute of the HSE "Increasing Effectiveness of Russia’s Participation in G8, G20 and BRICS in accordance with Russian Priorities and National Interests".

Expert evaluation of the Programme's strong and weak points has been conducted taking into account the national specifics for the organized activities; the lessons to be learned from the work on Phase I of the Programme have been defined. Conclusions and recommendations to all recipient countries have been submitted, which will allow the partners to fix the detected problems and fill in the determined gaps. As part of the evaluation report it is possible to highlight the package proposals on strengthening the Programme in its second Phase (2016-2018) and beyond that period.

Recently there has been a Russian “pivot” to Asia, but, as opposed to U.S. rebalancing in this region, Russia does not intend to assume a leadership role and streamline the ongoing political and economic process in accordance with the superpower’s interests. Rather, Russia shows intent to try to fit in more actively in the existing Asia-Pacific order and engage on an equal basis with other members of the region. While this process started earlier, charted by Primakov’s “strategic triangle” idea and multi-vector diplomacy, recent confrontation with the West significantly sped up the process. Considera-se também a abordagem da Rússia em relação ao clube dos BRICS. Apesar de o país ter sido o primeiro a sugerir a ideia de encontros de alto nível entre os quatro países do BRIC, sua atitude inicial foi bastante reservada com papel muito limitado observado para o grupo. A rather recent phenomenon, the BRICS continues to provoke heated discussions on the prospects of... more A rather recent phenomenon, the BRICS continues to provoke heated discussions on the prospects of the group and its sustainability as a community of like-minded actors. While common goals of reforming the international financial and economic architecture do not cause hesitation among observers, the security agenda for the BRICS occupies a grey area of uncertainty. As host of the BRICS in 2015-16, Russia sees as its main priority the transformation of the group from a loose forum into a full-fledged mechanism of economic and political coordination and cooperation. Peace and security issues may be, if not divisive, at least leading to limited to the lowest common denominator. This derives from a variety of factors-geographical and geopolitical positions, diverse political historic traditions, different international political status levels within the current political governance system, close economic and political ties, and complicated forms of cooperation and competition with the established western powers, as well as differences in understanding and promoting their own global ambitions and priorities. This article reviews the evolution of Russia's approach to the BRICS and its place within Russian foreign policy priorities, with attention given to political security, international law and global governance. Although several problems would receive only minor attention and are relevant to only some participants (such as fighting illegal drugs, maritime security or certain regional conflicts), others must be dealt with at the lowest common denominator (such as reform of the United Nations Security Council or non-proliferation), the BRICS continue to find new areas of possible cooperation and take small but sure steps toward creating a full-fledged mechanism of coordination among the five countries. Additional responsibility is vested in the BRICS, due to the fact that their cooperation and achievements in global political and economic governance reform are looked upon as an alternative way to domination of the advanced economies and a new model of equal and mutually beneficial cooperation by the majority of developing countries.
