Edit kind: I tried to upload a scan of a historical document that is in the public record. The document is a handwritten Deed of Sale for lands transferred in 1940 for the purpose of establishing a public park that is considered a heritage area. The file is in pdf format because it is a multipage document in cursive handwriting and not available in other formats. The abuse filter blocked the file with a message to the effect that "new users may no longer upload pdf files".
Comments: I believe that this historical document is within the scope of Wikimedia commons, and is not the subject of any copyright claim. The document is in the public domain and available from government websites in the Province of Quebec, Canada. It is not possible to link directly to a particular document in the government database, however. Phaseroll (talk) 18:31, 3 April 2024 (UTC)

There is a paywall associated with the record search and retrieval process, but the nominal fee of $1CAD per retrieval is not associated with the content. Thanks for catching that - it was an error on my end. I intended to upload just the minutes from a particular meeting of historic significance, but instead uploaded minutes spanning many years.

Hi Jeff - I've looked into it. The url indicated is indeed a link to a 396 page document. However, the file I attempted to upload was a brief excerpt of five pages for a specific meeting related to a particular topic.

Sorry I didn't answer your actual question.
There is actually only a single page I would like to cite in a Wikipedia entry. It is Page number 368 of the pdf file (stamped "No 2078" in blue at the top of the page).
If there is a way to link references directly to a specific page in a long pdf file what will be reliably available online, please let me know if that is preferable to uploading an excerpt to Wikimedia - thanks again. Phaseroll (talk) 13:51, 6 April 2024 (UTC)
