Ulkemizde 1937 ve 1956 yillarinda yururluge giren iki farkli orman kanunu araciligiyla ormancilik politika ve uygulamalarinda onemli yenilikler yapilmaya calisilmistir. Bu uygulamalarin Cumhuriyet donemi ormancilik politikalarinin temelini olusturdugu ve onemli yansimalarinin gunumuze kadar ulastigini soylemek mumkundur. Cumhuriyetin ilk yillarindaki ormancilik calismalarini anlatan cesitli arastirmalar vardir. Bu arastirmalar cogunlukla konuya genel bir bakis acisiyla yaklasmaktadir. Bu donemdeki ormancilik politika ve uygulamalarinin tasrada ne sekilde algilandigi ve degerlendirildigi hakkinda yeterince calisma yapilmamistir. Background and purpose: From the 1950s onwards the urban population in Turkey has been increasing... more Background and purpose: From the 1950s onwards the urban population in Turkey has been increasing. Today, 77% of the population is living in cities and urban conglomerates. Public expectations from forest resources have changed, together with the migration of people from rural to urban centers. Due to rapid urbanization, the expectations from green areas and forests in and near cities have increased and changed for people living in the vicinity of cities. Following the worldwide trend in providing special attention to urban forests and to meet the demand and expectations from urban forests, the General Directorate of Forestry (OGM) has begun to deal with urban forestry from 2003 onwards. There are 112 urban forests in Turkey as of 2012. Out of these 72 are in provinces and the other 40 are in counties. The aim of the study is to determine general characteristics of urban forests in Turkey, to identify similarities and differences among the urban forests and to evaluate their appropriateness for the discipline of urban forestry. Materials and methods: Studies were conducted from the beginning of May until the end of October 2010. This study was able to collect a sufficient amount of information for only 52 of the active urban forests. In total, 35 variables were derived by a literature study and interviews. Data was assembled from the Forest Regional Directorates through OGM. Frequency, minimum, maximum and mean values of the collected variables were calculated. Results and conclusions: In conclusion, the analyses have focused on the general characteristics and accessibility of urban forests, urban forest infrastructure, urban forest management and urban forest services. Consequently, it was found that a standard was not reached for establishing urban forests in Turkey. Urban forests showed significant differences from each other in terms of various characteristics such as distance, accessibility, plant and animal diversity, water surfaces, facilities and infrastructure circumstances. Population and urbanization ratio were not considered in establishing and planning the related urban forests. Urban forests were mostly used for picnic and entertainment. Urban forests were not managed based on scientific and technical principles. Finally, some recommendations were presented to create a management infrastructure for urban forests in Turkey.

The forest-public relationship is important as forests protect water resources, preserve the soil and increase its productivity, provide positive effects on climate and health in general, and can be used for recreation and tourist purposes. This study aims at assessing how the current rapid urbanization process in Turkey affects forests. Urban requirements such as biomass for heating, education facilities, settlements, recreation, tourism and employment exert various pressures on the forest. In this study we assessed these pressures and suggest that forest legislations should be developed to respond to expectations of urbanites from forests, new recreation areas should be developed and urbanites' interest in and knowledge of the forests should be increased, where all social groups including the forestry authority should work together.

The study was carried out with 71 forest cooperatives in the Kastamonu province, located in the Western Black Sea Region. By using a principal component analysis it was found that the most important factors affecting forest cooperative's participation in forestry are: (1) member involvement, (2) forest ownership and administration, and (3) harmony within cooperatives and between cooperatives and the state. These three factors explained 59% of participation within a cooperative. Regression analyses indicate that active members, sufficiency of work, use of published material, and the availability of capital and credit are important variables to explain variations in participation. A game theoretic model indicates a positive link between a cooperative's wood production (payoff) and levels of participation as derived from the principal component analysis, indicating that a productive forest goes hand in hand with high levels of forest cooperative's participation in forestry.

Participation is however quite a challenge for a country with a long tradition of top-down management and a strong bottom-up dependence on public provisioning. In such a setting, it may not be surprising that the experiences with public participation in forestry in Turkey are mixed. There are some positive initiatives like the creation of farmer's cooperatives and NGOs, but their role is quite limited and small of scale. This paper is bringing together different views based on existing studies in Turkish related to Turkey's experience with implementing public participation in forestry.

This study analyses women's participation in forestry. The study was carried out with 270 women i... more This study analyses women's participation in forestry. The study was carried out with 270 women in the Bartın province, located in the West Black Sea Region of Turkey. By employing a Principal Component Analysis it was found that the most important factors affecting women's participation are women's perception related to (1) forest dependence, (2) quality of cooperatives, (3) quality of Forest Organisation, and (4) forest quality. These four factors explained 58% of women's participation. These factors need to be taken into consideration to enhance women's participation in forestry and to achieve sustainable forestry in Turkey. Regression analyses indicate that age, marital status, the rate of population increase and wealth are important variables for explaining variation in levels of participation. The estimated game theoretic model on women's participation indicates that the sharing of forest benefits among women in Turkey is considerably harmonious, while there is scope for improving the Forest Organisation, namely by stimulating participation towards a more effective management of the Turkish forests.
