1. General Information about EVs

In EU
▪ Many EU countries have set the deadlines for stopping the sale or
register of ICE vehicles i.e. Sweden and the Netherlands 2030, Denmark
2035, France 2040…
▪ N
​ orway is a leading country decided to stop selling or registering ICE
vehicles by 2025.

In China
▪ In 2035 stop registration of ICE Vehicles,
▪ In 2023, BYD led the global EV market with sales of 3.02 million units, 3
increased 61.9%.

▪ In 2024 plans to replace about 1,000 diesel public buses with E-Buses

❑ Observing the current trend of


increasing the use of electric
vehicles in the world and in the
region, the Royal Government of
Cambodia has developed the
National Policy on Electric Vehicles
Development 2024-2030.
❑ The Policy was approved by
Samdech Thipadei PM with Decision
No: 101 in May 29, 2024.

2. Summary of the Policy

2.1. Introduction

• Cambodia is undergoing an economic structural transformation


towards higher value-added industries such as processing and
manufacturing of electronics, vehicles assembly, and industries using
more advanced technologies
• In this context, the Royal Government has identified the EV sector as
one of the sectors with high potential to contribute to the acceleration
of economic structural reform. Moreover, the development of the
electric vehicle sector is in line with the regional and global trends as
this sector does not only contributes to environmental protection but 7
also drives economic growth and strengthens energy security.
2.1. Introduction (Cont’)

In general, electric vehicles are classified


into three categories, including:

The Policy covers only NEW BEV (Cars, two and three wheelers)

2.1. Introduction (Cont’)

The Policy aims to promote the use and development of the entire
ecosystem, especially focusing on key aspects such as:
1. Development of supporting infrastructure, including
EVs charging stations and its connection leading to
the application of 5G technology,
2. Establishment of supply chains of EVs components,
including batteries,
3. Establishment of incentive mechanisms to promote
the EVs sector
4. EVs users’ awareness and 9
5. Waste management.
2.1. Introduction (Cont’)
Consistency with existing Policies and Legal Frameworks
1. Long Term Strategy for Carbon Neutrality 2050,
2. Roadmap for the Development of Automotives and Electronics, which
places a strong emphasis on supporting industries, particularly the
production of components for automotive and electronic,
3. Sub-decree #18 on the adjustment of the special tax from 30% to 10% for
BEVs import.
4. Tax incentives scheme for local vehicles assembly by reducing the import
tax including Custom Duty, Excise Tax and Value Added Tax, from 50% to
90% as well as reducing the import tax for the local electric motorcycles
and tricycles assembly from 60% to 100% for CKD, IKD, IKD1, and IKD210

❑ By October 2024 the total number of registered Evs is: 4.320


✔ Personal Cars: 2,513
✔ Three wheelers: 478
✔ Two wheelers: 1,329
❑ Comparing from October 2023 to October 2024, personal cars increased
710%, Two wheelers increased 307% and Three wheelers increased 15%
❑ Number of Charging Station at the beginning of 2024 is 21 locations with
total of 27 fast charging machines.

2.3. Policy Framework

❑ VISION: is to transform Cambodia into a country with optimal electric


vehicles to support and achieve sustainable development and and to
ensure the well-being of its citizen.

❑ OBJECTIVES: is to develop the ecosystem of the EVs sector effectively


and flexibly in line with the evolution of EVs technology.

❑ Set the target for 2030 to achieve the registration of:


✔ 30,000 EVs in total, of which 25,000 are private passenger vehicles
and 5,000 commercial vehicles.
✔ 720,000 Electric motorcycles and 12

✔ 20,000 Electric tricycles.

Implementation of the Policy, Cambodia should


take a proactive approach, analyzing risks and
identifying challenges that impact the promotion
of EV sector. Four considerable risks are as
follow:
• Risk of Technological Advancement and New
Energy Source
• Risk in the impact of Government Tax Revenue
• Risk of Long-term Environmental Impact
• Risk of Having Excessive Used ICE Vehicles 30

CEFP is responsible for strategically orient and reviews the overall
outcome of policy measures set out in this National Policy as well as
addressing inter-ministrial challenges at both political and policy level.

IMTC to is responsible for coordinating the formulation of legal


framework, drafting legal framwrork related to the EVs sector,
monitoring, and evaluation on action plans and key performance
indicators of each ministry and institution, and submits the report to
the CEFP, as well as addresses technical level challenges and
regulation aspects.

Relevant ministries and institutions have to participate in implementing each measure,


preparing detailed action plans and indicators to facilitate monitoring, and submitting
reports to IMTC for the overall consolidation of this National Policy's action plan 32
2.6. Conclusion

Through the introduction of the National Policy on the Electric


Vehicle Development 2024-2030, the RGC​​shows its strong
commitment and belief in development of EV ecosystem in
Cambodia to transform into a country that promote EV adoption
in the medium and long term to foster sustainable development
by balancing among economic, social, and environmental
aspects.
