Registration & Role of the Statutory
Bodies
WCPT
• World Confederation for Physical Therapy (WCPT) is an international
organisation for physiotherapy.
• Founded in 1951 by 11 national PT organizations.
• India became its member in 1967 via IAP.
• It is the sole international voice for physiotherapy.
• Represents more than 6,00,000 physiotherapists worldwide through its 128
members.
• World physiotherapy ( previously known as WCPT) is a non-profit organisation
and is registered as a charity in UK.
• It has been in official relations with the World Health Organization
(WHO) since 1952.
• Also it is a member of the World Health Professions Alliance.
WCPT
• It is committed to furthering the physical therapy profession and
improving global health through:

• Encouraging high standards of physical therapy research, education and


practice.
• Supporting the exchange of information between WCPT regions and
members organisation.
• Collaborating with national and international organisation.
WCPT- Vision and Mission

World Physiotherapy's vision is to move physiotherapy forward so the


profession is recognized globally for its significant role in improving health
and wellbeing.
World Physiotherapy's mission is to:
• unite the profession internationally
• represent physical therapy and physical therapists internationally
• promote high standards of physical therapy practice, education and research
• facilitate communication and information exchange among member organisations,
regions, subgroups and their members
• collaborate with national and international organisations
• contribute to the improvement of global health.
WCPT- Executive Committee
• The Executive Committee of the WCPT is elected by the
WCPT member organisations and
• Consists of :
• President
• Vice President
• A member of each region.
WCPT- Functions
1. Setting Standards : establishes international guidelines for physical
therapy practice and education, ensuring consistency and high
quality.
2. Advocacy : Represents physiotherapists in international health
forums, collaborating with WHO and other health orgnanizations to
advocate for the profession and public health.
3. Knowledge Exchange: organizes international congresses, webinars,
and forums for knowledge sharing and professional development.
4. Resources: Provides resources and toolkits for members
organizations to enhance their advocacy and practice.
WCPT- Membership
• Open to national physiotherapy associations, which in turn represents
individual physiotherapists in their countries.
State Council
• State Councils like the Maharashtra State Council for Occupational
Therapy and Physiotherapy regulate the profession at a state level.
• Functions:
1. Licensing and Registration: Issues licences to qualified physiotherapists,
maintaining an updated register of practitioners.
2. Standard Setting: Establishes educational and practice standards, ensuring
quality care and professional competency.
3. Disciplinary Actions: Investigates complaints and takes disciplinary actions
against practitioners violating standards or engaging in unethical practices.
4. Compliance and Enforcement: Ensures that physiotherapists comply with
state-specific laws and regulations, promoting safe and effective practice.
Central Council of Physiotherapy in
India
• The Central Council of Physiotherapy , India is the
statutory body constituted under the Physiotherapy
Central Council Bill No. 200 , 2017.
• It aims too standardize and regulate the practice of
physiotherapy across the country.
• Its establishment would ensure consistent educational
standards, professional conduct, and licensing protocols
for the physiotherapists in India
CENTRAL COUNCIL OF PHYSIOTHERAPY, INDIA- OBJECTIVES
The main objectives of the Central Council are :
• To prescribe minimum standards of education in Indian Systems of Physiotherapy.
• To recommend Central Government in matters relating to recognition
(inclusion/withdrawal) of Physiotherapy qualifications in/from Second Schedule
to Indian
• The Central Council of Physiotherapy, India
• To maintain a Central Register of Indian Physiotherapy and revise the Register
from time to time.
• To prescribe Standards of Professional Conduct, Etiquette and Code of Ethics to
be observed by the practitioners.
• To consider and furnish the recommendation to Government of India on proposal
received from various institutes from Government of India for establishment of
new colleges of Indian Systems of Physiotherapy, to increase intake capacity in
Under-graduate, Post-graduate and to start new or Post-graduate additional
subjects.

ROLE AND FUNCTIONS

1. Regulation and Standardization :


• Uniform Standards- Establish and enforce uniform standards for
physiotherapy education, practice, and professional conduct across
India.
• Accreditation- Accredit physiotherapy educational programs and
institutional programs and institutions to ensure they meet the
required standards.
• Licensing- implement a national licensing system to ensure that
only qualified individuals practice physiotherapy.

2. Educational Oversight
• Curriculum Development: Develop and update the curriculum for the
physiotherapy programs to ensure it aligns with current best practices and

professional conduct for physiotherapists.
• Disciplinary Actions- investigate complaints against physiotherapists and take
appropriate disciplinary actions to maintain professional standards.

IAP- Indian Association of
Physiotherapists
• The IAP is a professional organization representing physiotherapists
across India.
• It aims to promote the profession, advocate for its members, and
ensures the delivery of high-quality physiotherapy services.
IAP- Role and Function
1. Advocacy and Representation
• Government Relations: engages with the gov bodies to advocate for the
recognition, regulation, and development of physiotherapy profession in
India.
• Professional Representation: Represents the interests of PT in national and
international forums, ensuring their voices are heard in policy-making
processes.
2. Professional Development
• Organizes workshops, seminars, conferences, and online courses to provide
education and training opportunities for physiotherapists.
IAP- Role and Function
3. Standard Setting:
• Practice Guidelines- to ensure consistent and evidence-based patient care.
• Ethical Standards- establishes and promotes a code of ethics and professional
conduct.
4. Accreditation and certification
• Works towards the accreditation of physiotherapy educational programs.
• Offers certification for PT, recognizing their qualification and expertise in the
field.
5. Research and publication
• Encourages and supports research activities within the physiotherapy field.
• Publishes journals, newsletters, and other materials.
Professional Conduct and Ethics
Code of ethics
• Principles:
• Respect for Rights and Dignity: Treat all patients fairly and without
discrimination, respecting their autonomy and choices.
• Professional Competence : commit to lifelong learning to maintain and enhance
professional skills and knowledge.
• Integrity and Honesty: Provide accurate information, avoid conflicts of interest,
and act in the best interests of patients.
• Confidentiality: safeguard patient information, sharing it only with consent or
when legally required.
• Accountability: take responsibility for personal and professional actions and
decisions.
• Application:
• This code guides PT in their day-to-day interactions with patients, colleagues,
and the public, ensuring ethical and professional behaviour.
Professional Conduct
• Ethical Practice: adhering to the principles outlined in the code of ethics,
ensuring all actions are in the best interest of the patient.
• Record Keeping: Maintaining detailed, accurate, and up-to-date patient
records to ensure continuity of care and legal compliance.
• Effective Communication: engaging in clear, respectful and compassionate
communication with patients, their families,and other healthcare
professionals.
• Professionalism : demonstrating a professional demeanour through
appropriate dress, behaviour, and interaction.
• Peer Review and Quality Assurance: participating in peer review processes
and quality assurance programs to continually improve practice standards.
Education and the Physiotherapist
Undergraduate Education
• Curriculum: a typical BPT program includes-
• Basic Sciences: Anatomy, Physiology, Pathology, pharmacology, Biomechanics, etc
• Clinical Sciences: Neurology, Orthopaedics, Pediatrics, Geriatrics, cardiopulmonary physiotherapy.
• Practical Training

Postgraduate Education
• Focus on specialized areas and advanced clinical skills.
• Specializations: Musculoskeletal,Neurological,Cardiopulmonary,Sport, Pediatrics
Physiotherapy, etc
• Research and Evidence-based Practice: emphasis on conducting and applying research to
improve patient care and outcomes.
Continuing Professional Development (CPD)
• Importance: CPD is crucial for maintain competence, enhancing professional
practice, and staying updated with the latest advancements in physiotherapy.
• Methods: workshops and conferences; Online Courses; Self-Directed Learning
(Reading Journals,etc)
Conclusion
• WCPT, State Councils and the IAP play critical roles in regulating and
advancing the physiotherapy profession.
• Professional conduct and ethics are essential for maintain trust,
integrity, and quality in the profession.
• Education, from undergraduate to continuing professional
development, is fundamental in ensuring physiotherapists provide
high-quality care and stay abreast of advancements in the field.
