INTRODUCTION
 CSMIA has experienced unprecedented annual growth in past two
decades with annual average growth in demand at 9.2% (pre-COVID)
 CSMIA has undergone landside and airside expansion from 2006 to
2014 & be able to serve max of 55 / 60 MPPA post expansion (pre-covid
48.83 MPPA) due airfield constraints
 Passenger traffic in MMR is expected to increase to around 70-80
million passengers by FY2024
 NMIA is planned to cater to the growing needs of MMR with Phasing as

PROJECT DESCRIPTION

NMIA DEVELOPMENT SEQUENCE

1. Pre-Development Works (initiated by CIDCO) for the project started in


April 2017 which included cutting and filling in the Site up to 5.5 m
AMSL has been completed. Construction of Ulwe Recourse Channel (URC)
for diversion of then existing Ulwe River has been completed in June
2019. Shifting of EHVT lines is nearing completion.

2. Airport Development Works (to be undertaken by NMIAL -


Concessionaire of the Project) includes land development to cut hillock
on site and further fill and level the site upto + 8.0 m to + 9.5 m AMSL.
Construction and development of entire airport infrastructure inclusive
of airside, terminals, landside, cargo and utility infrastructure of airport,
within site area of 1160 ha. NMIAL shall implement airport development
in four phases.

AIR QUALITY MANAGEMENT MEASURES – OPERATION
PHASE
 Aircrafts will be operated in accordance with ICAO/USEPA standards to ensure aircraft
emissions are within specified standards;
 Allowing aircrafts with certified engines only to land and take-off, as far as possible;
 Shut down as many engines as possible during idling and taxing;
 Single engine taxiing and reduced taxiing to reduce emissions of HC and CO from
aircrafts;
 Encouraging to use larger aircrafts and increasing occupancy rate on aircrafts will reduce
the number of landings and takeoffs;
 Converting ground service equipment to use alternative fuels;
 The Double Annular Combustor (DAC) burns the fuel at lower temperature in two stages
to radically reduce NOx levels;
 Height of the stack for DG sets will be kept as per CPCB guidelines;
 Measures for vehicles and equipment with internal combustion engines will be taken in
the operational phase also;
 Providing adequate buffer zones where pollution concentrations is highest to reduce the
impact of emissions;
 Appropriate design of access roads to avoid traffic jams to reduce air pollution;
 Fixed Electric Ground Power (FEGP) for aircraft in place of auxiliary power units; and

NOISE IMPACT ASSESSMENT

 Noise Impact Assessment for aircraft operations has been carried out by using
Integrated Noise Model (Version 6.0).
 While predicting the noise levels due to the project, operation of two runways has been
considered. The parallel runway is proposed at a distance of 1580 m.
 The model is executed to estimate values of A-weighted exposure-based noise metrics

NOISE MANAGEMENT MEASURES
 Strict adherence to DGCA/ICAO prescribed environmental guidelines & circulars
on airport operations;
 Continuous descent approach profiles for landing aircraft;
 Restricted usage of ground engine run-ups to reduce noise;
 Restricted use of thrust reversal while landing of aircraft to minimize noise in
lateral direction;
 Aircrafts with certified engines only will be allowed to land and take-off to the
extent possible to reduce the noise impacts on the surroundings;
 Dual nozzle in the aircraft will reduce the noise levels;
 Proper scheduling of the aircrafts so as to minimize the noise levels;
 Switching off as many engines as possible during idling and taxing;
 Proper maintenance of ground servicing equipment;
 Use of damping materials such as thin rubber/ lead sheet for wrapping the
work places like compressor room, DG room etc;
 Maintenance of vehicles to reduce noise levels;
 Personnel working in noisy areas will be provided with ear plugs/mufflers to
reduce the noise impacts;
 The DG set will be provided with acoustic enclosures and exhaust mufflers for
effective noise reduction of 25 dB(A) each;
 Sources of intermittent noise generating equipment such as compressors will
be provided with appropriate acoustic barriers so that the noise level within
100 m of these facilities when in operation will be less than 70 dB(A); and
 Noise attenuating green belt / green cover will be developed for effective
reduction in noise wherever feasible.

EFFLUENT/SEWAGE TREATMENT
Wastewater generated from hangars, aircraft washings, Cargo & GSE workshop
will be passed through Screens, Oil-Water separator & Grit Chamber. Overflow
will be sent to STP for further treatment.

SBR treatment technology has been selected since, it is a batch process, it can
take variable flows of sewage and there is a better control over treated water
quality.

Same technology has been already implemented in CSMIA, Mumbai and the
quality of treated effluent is well below 5 mg/l BOD.

Sewage treatment plants will be modular based on the sewage load and shall be
augmented in each phase as per requirement. Currently, two STPs- one of 4.5
MLD and another of 1.0 MLD capacity are planned on West and East wing

ENERGY MANAGEMENT MEASURES

Energy consumption is optimized to 96 MVA (for 60 MPPA) against the


approved 190 MVA as per EC (2010). Energy Conservation Measures
proposed:

 Provision of skylights for Passenger Terminal Building - utilizes sunlight


throughout the day without use of artificial lighting;
 Provision of glass (double seal) façade – allows natural light into the
building and restricts heat entry;
 Provision of Variable Frequency Drives (VFDs) to HVAC secondary
pumps;
 Provision of VFDs to STP air blowers;
 Provision of dual lighting system for main access roads;
 Provision of metal halide bulbs instead of florescent lamps;
 Provision of Waste Heat Recovery (WHR) system to chillers; and
 Provision of energy efficient chilling system with non-CFC based
refrigerants.

STORM WATER MANAGEMENT
Objectives

 To provide safe discharge of flood water from the airport without flooding;
 To comply with EC & CWPRS guidelines for storm water run-off discharge;
 To provide cost effective and maintainable drainage system; and
 To harvest rainwater through rainwater harvesting ponds.

Proposed SW Drainage System is divided in Three Areas

 Airfield: The water generated from the runway, taxiway and areas in between
is led into the parallel drains and are supplemented by box/pipe culvert
wherever it crosses taxiways and roads;
 Apron: Slot drains and collector drains have been provided along with oil
water separator before it connects to the main drainage network; and
 Landside: Drains are provided below the foot path or open areas as per final
grading.
The drainage system is designed based on rainfall intensity 148.1 mm/hr for 1 in
100-year return period as per CWPRS & MOEF&CC recommendation
All SW outlets will be provided with Screen, Oil & Grease Trap

 NMIA drainage concept is based on storm runoff draining from south to north, and

north east within airport site.

 The Storm Water Drainage system for NMIA is designed for 100 Years return period

with Rainfall intensity 148 mm/hr as per earlier EC condition 2010. (condition no vi from
specific conditions).

The Drainage system is validated and approved by CWPRS (Central Water and Power Search48

flight operations due to birds attracted by vegetation.

NMIAL intends to plant about 14,000 trees on 50.620 ha of land


outside the project site on land provided by Forest Dept. near
Jite Village in Raigad District of Maharashtra.

 Landscape Development of NMIA is planned to go beyond aesthetics, to regenerate local

STATUS OF CRZ PERMISSIONS

 The CRZ notification S.O. 19 (E) dated 6 th January 2011 has been amended to
permit the development of NMIA in CRZ area by exempting the airport
development from the list of prohibited activities under clause 3(i)(d)

 The development of NMIA in CRZ-I is permitted under clause 8 (I)(i)(f)

 Similarly, the development of NMIA in NDZ and CRZ-II area are permitted under
clause 8 (III)(A)(III)(m) and 8(III)(B)(x) respectively

 Currently, the EC and CRZ Clearance of NMIA is valid up to 21 st November 2021


as per MoEF& CC notification dated 18 th January 2021

 The CRZ mapping of the Project Site (with super imposition of the CZMP area &
HTL/LTL identification) as per CRZ 2011 is prepared (by Institute of Remote
Sensing, Anna University, Chennai) based on the recommendation of MoEF&CC,
which is shown in subsequent slides 53

MANGROVES PLANTATION

 CIDCO has taken up compensatory Mangrove plantation at S. No. 27, village


Kolhekhar upstream of Panvel creek.
 In addition, as per EC condition 7 (I) (iv) requires the plantation and protection of
mangroves over an area of 615 ha (including Mangrove Park of 245 Ha at
Waghivali island + 310 Ha to the North East + 60 Ha on the west near Moha
creek.
 Area of 616.2 Ha has been earmarked in Modified DP approved GoM vide G.R. dt
12.03.12 in 4 NDZ pockets as Mangrove Patches.
 To comply above EC condition, CIDCO has taken up Mangrove afforestation
completed by CIDCO in 320 Ha + 60 Ha + 20 Ha area = 400 Ha area through
Forest Development Corporation of Maharashtra (FDCM).
 In addition, (245 Ha on Waghivali Island is protected as NDZ for the time being
and mangroves in the area are/will be retained in their natural state (since
Waghivali Island is not yet inhabited)
 Based on EC granted in 2010, and Forest clearance (Stage-I in Dec 2013 & Stage-II
in April 2017) as well as Bombay High Court passed Order dated 23th Oct 2013 in
Notice of Motion No. 419 of 2011 in PIL No. 87/2006 for clearing Mangroves at the
