 Itall started with 20 boys and an experimental
camp in 1907.
 Itwas held during August 1-9, 1907 located
at Brownsea Island near Poole in Dorset,
England.
 InJanuary 1908 Baden-Powell publish the first
edition of “Scouting for Boys”.
 Afterthe successful published of the book
“Scouting for Boys” produced a movement that
quickly adopted the name of The Boy Scouts.
 The first World Scout Jamboree was in
July 30,1920-August 8, 1920 at Kensington Olympia in
London.
 8,000 young people from different nations come together to
share common interests and ideals.
 The First World Scout Conference was held with 33 National
Scout Organizations represented, and also the World Scout
Bureau.
History of Scouting in the
Philippines
 Youth Scouting was founded in the Philippines
in 1910 in Manila by Elwood Stanley Brown (1883-
1924) of the YMCA.
 In 1913, troops were organized by Mark Thompson,
Antonio Torres, Domingo Ponce, and Francisco Varona.
 In 1914, the Lorillard Spencer Troop organized in
November in Zamboanga City by Lt. Sherman L. Kiser.
Why Lorillard Spencer Troop?
 From the influence of Ms. Caroline S. Spencer the
mother of Lorillard Spencer Jr. he also member of Boy
Scouts of America. She said that scouting will be good
to the youth of Sulu.
History of Scouting in the
Philippines
 The
Boy Scouts of America Philippine Island
s Council No. 545
was founded in October 5,1923 in Manila
by the Rotary Club of Manila.
 TheBoy Scouts of the Philippines was legally
established in October 31,1936 through
Commonwealth Act 111 in Manila through
the work of three men:
Josephus Emile Hamilton Stevenot,
Tomás Confesór y Valenzuela, and
Manuél Luís Quezon y Molina, and the

 Rover Scouting began in England sometime in November 1919, twelve
years after Scouting has taken roots in Brown Sea Island after a
successful camp organized by Baden Powell in 1907. at that time, the
main focus in scouting was only for boys, little thought was given for
the next stage in their development.
 “The term Senior Scouts was generally objected and disappears, and is
replaced by the ‘Senior division of the Scouts’ and called Rovers. The
word Rover suggests adventure and freedom, which are characteristic
of young men, and the final stage in the evolution of his development.
 By November 1919, the Rover Scout section was established.
 B.-P. also thought of a term to call the gathering of Rover Scouts after
the Anglo-Saxon word “Moot” which means deliberative assembly.

 The Rover Scouting Program was first
introduced in the Philippines in 1934.

 In 1939, the first National Rover Moot was held


in Fort San Antonio Abad, Manila. However,
the second World War from 1941-1944
disrupted Rover Scouting in the Philippines.
Boy Scouts Emergency Corps were formed and
activated.

 The 6th National Rover Moot was held in the Pasonanca
Park, Zamboanga City on April 24-30, 1960 while the 2nd
National Jamboree was held from may 2-8, in the same
park in 1961. This records shows that more Rover Moots
were held than Boy Scouts Jamborees. The same year saw
the launching of the Revitalized Rover Scouting Program on
St. George’s Day on April 23rd.
 On February 1972, the National Executive Board approved
the Auxiliary Program for Rover Scouting, otherwise known
as the Roverette Program, which aims to develop
fellowship and offer service programs for women who are
at least 17 years of age.

 Thepopularity and development of Rover Scouting,
however, took a standstill with Presidential Decree 460,
which changed the democratic character of Boy Scouts of
the Philippines and finally dropping the Rover Program in
1975 because it was attracting more adults than youths.
 Rover scouting Program Guidebook was published in 1992
formally signaling the implementation of a program, which
is essentially co-educational; to provide opportunities for
the Scouts who have reached the age of 17 ½ to continue
in Scouting.

 Theprogram also allows young men aged 17-23 to become
Rovers and young women aged 18-24 to become
Roverettes with the option for both to join the Rover Per
Division upon reaching the age of 23.
