INTRODUCTION

 WHAT IS SAFTY ?
It refers to the condition of being
protected from harm or non
desirable outcomes.
EXAMPLE:- USE OF PERSONAL PROTECTIVE
EQUIPMENT(PPE).
INTRODUCTION
 OBJECTTIVE OF OUR VISIT:-

 To gain practical insights into industrial safety practices and procedures


in refinery.
 To observe the use of safety equipment and tools in a real world setting.
 To understanding the processes involved in refining crude oil into various
petroleum products.
 To identify potential hazard and risks in a manufacturing environment
and how they are mitigated.
BRIEF DESCRIPTION OF GUWAHATI
REFINERY

 It is the country’s 1stPublic Sector Refinery as well as

Indian Oil’s, serving the nation since 1962.

 It is situated at Noonmati, Guwahati

 Built with Rumanian technology available in the late 50s.

 It process mixed crude obtain from OIL & ONGC.


 Initial crude processing capacity of the Refinery was 0.75

Million Metric Tons Per Annum (MMTPA)

 Subsequently capacity of the refinery was enhanced to 1.0

MMTPA in 1986.

 Major product of Guwahati refinery are LPG, Motor Spirit,

Aviation turbine fuel, kerosene, High Speed Diesel, Light

Diesel oil and Raw Petroleum Coke.

HSE SYSTEM

 HSE stand for Health, Safety and Environment


 An HSE system refers to the framework of policies,
procedures and procedure put in place by an
organization to manage health, safety, and
environmental risks in its operations.
 Aim of HSE System

1.Protect the well being of employees,


contractor, victors
2. Protect environment.

3.Identify hazard and risk assessment.

4. Increased Operational efficiency reducing


downtime.
PERSONAL

 Fire and safety department consist of proper safety


management system having safety coordinator,
safety officer, safety supervisor, firefighter.

 There is emergency response team which are


trained to firefighting and immediate response to
emergencies.

 They also have Health professionals to provide


medical support and assistance.
Equipment
 SAFETY DEVICE

1. Pressure relief valves

3. Fire suppression system like sprinkler system, water spray system

4. Smoke, flame , heat detector.

5. Fire alarm system

6. All type of extinguisher like foam, DCP, CO2, water type.

7. Hydrant system

8. Portable foam monitor, Short range monitor

10. All type of Personal Protective Equipment likes

safety helmets, shoes, suit, gloves, respirators etc.


Aluminized fire proximity suit and fire retardant suit for firefighting.

11. First Aid Kits and medical equipment.

 Monitoring and Control Systems:- Proper monitoring and control


system have been implemented to detect abnormalities in equipment
operation and take corrective actions promptly.

 Emergency Preparedness:- They develop and practice emergency


response plans to deal with equipment failures or accidents
effectively.
Policies
The following salient features of the policy are :

 Conduct regular assessments to identify and mitigate potential

hazards.

 More comprehensive with emphasis on zero tolerance.

 Involvement of all employees and stakeholders in HSE management.

 All employees shall be responsible for maintaining HSE standards.

 To adhere to laid down procedures (SOPs).

 To ensure usage of PPE by personnel

 Incident investigation and taking corrective measures


GOOD PRACTICES

 Availability of all firefighting facilities. The facility consists of 7 fully


equipped fire tenders.

 All the pumps are well maintained and are warmed up daily.

 They recycle ETP water and use it for firefighting purposes.

 Different water hydrants and monitors are present, including remote


controlled monitors. HVLRM around all storage tanks.
 Proper HSE and firefighting training for all personnel including
advanced VR training facility.

 Proper barricading of equipment.

 Lightning arrestors in maximum tanks.

 Safety drills are conducted every month and half yearly.


Disaster drill conducted every year..

 Graphical representation and warning on the walls all over the


refinery.
CONCLUSION

 Our visit to Guwahati Refinery was an enriching experience that


provided us with a deeper understanding to refiner safety practice.

 More gives us a lot of information about how occupational Safety,


Health and Environment policy implement in an industry and how it
help to make safer workplace

 In conclusion, the industrial visit provided valuable insights into


OHSE practices within the refinery
