Mining conducted in the offshore of Lingayen Gulf in 1985-1990 which resulted to flooding & reclaiming by the sea of lands especially in Sto. Tomas & Agoo, in La Union. In Brgy. Bacsil, Paoay sand dunes are slowly being leveled exposing the community to tidal surges and flooding destroying some of the crops and shortening the distance between the community and the shoreline.
