Ramon Cabanos Barba
A National Scientist (3rd Place)
Ramon Cabanos Barba

A
Dr. Ramon C. Barba is recognized for his significant
contributions to Philippine Agriculture through horticulture.
He developed a process that caused the flowering and
fruiting of mango trees three times a year, instead on once a
year, so dramatically improving yields. His work found
applications in advancing the mango export industry. His
research on tissue culture of many horticultural crops,
bananas, cassava, and sugarcane among others, enabled the
development of methodologies in physiology and plant
breeding. In 2013 Ramon Barba became National Scientist
in the Philippines for his “distinguished achievements in the
field of plant physiology, focusing on induction of flowering
of mango and on micro propagation of important crop
species.”

Nelly S. Aggangan
A National Scientist
Nelly S. Aggangan
Dr. Nelly S. Aggangan has been a researcher of the National Institute of
Molecular Biology and Biotechnology (BIOTECH), University of the
Philippines Los Baños, College, Laguna, Philippines since 1980. She is
Scientist 1 under the Science Career Service of the Department of Science
and Technology. She holds a PhD degree in Forest Biotechnology from
Murdoch University, Perth, Western Australia; MS and BS degrees in
Forestry from UPLB. She also had a two year Postdoctoral Fellowship at
the National Institute of Forest Sciences (NIFoS, formerly Korea Forest
Research Institute) in Suwon, South Korea where she developed protocol
on mycorrhizal inoculation of somatic embryogenesis derived microplants.
Currently, she is doing similar researches on the application of selected
mycorrhizal fungi in combination with other beneficial microorganisms on
micro and macropropagated plants (fruit crops and reforestation species)
and on raised seedlings. Dr. Aggangan’s research activities address
ecosystem renewal and sustainable productivity through the development
and commercialization of various microbial-based (bio)fertilizers and
related studies. She worked mainly on producing and commercializing
mycorrhizal fungi that are effective in promoting plant growth, survival and

Angel C. Alcala
A National Scientist (7th Place)
Angel C. Alcala
During his 30 years of experience as a biologist, Alcala made major
contributions to marine biology research efforts in the Philippines and
authored over 160 scientific papers as well as books. Alcala was the
first Filipino scientist to engage in comprehensive studies concerning
Philippine reptiles and amphibians. He also made contributions for
mammals and birds. From the 400 already known species of reptiles
and amphibians, 50 more species were identified due to his efforts.
Because of his work, conservation programs in the Philippines are
now well established. In 1977 Acala set up the first artificial reef in
the Philippines in Dumaguette in 1977 when he worked for the
Philippine government as Secretary of Environment and National
Resources. In 1994, he was given the Field Museum Founders’
Council Award of Merit for contributions to environmental biology.
He is a recipient of the Magsaysay Award for Public Service. In 2014,
he was named a National Scientist of the Philippines. Alcala is
currently Trustee of Silliman University and is also Professor

and two years later, he became an associate professor of Silliman
University. Around that time, he gained recognition for his herpetology
work. In 1988, having reached the position of vice president for research,
Alcala resigned from his post at Silliman University. Three years later, he
returned to the university as their president. In the intervening years, he
had served as the Philippine Council for Aquatic and Marine Research
and Development or PCARMD as an executive director.

Edgardo Gomez
A National Scientist (9th Place)
Edgardo Gomez
NS Gomez was a known researcher, scientist, conservation advocate,
and mentor in invertebrate biology and ecology, giant clam culture
and restoration, and coral reef assessment and conservation. He was
also recognized for his outstanding contributions and researches on
marine ecosystems which became the bases for management of and
the conservation programs for the country’s marine resources. The
DOST said worldwide conservation initiatives, such as the Global
Reefs and Risk Analysis, Global Coral Reef Monitoring Network, and
the International Coral Reef Action, were launched through his
pioneering research. Gomez was able to steer the world’s first
national-scale assessment of damage to coral reefs that led to the
widespread concern over the status of coral reefs. He served as a
member of the American Association for the Advancement of Science,
Western Society of Naturalist, World Mariculture Society, National
Research Council of the Philippines, and the International Society for
Reef Studies.

Alfredo Mahar Francisco A. Lagmay
A National Scientist (10th Place)
Alfredo Mahar Lagmay
Dr. Alfredo Mahar Francisco A. Lagmay was recognized for his
significant and pioneering research contributions toward
understanding the multi-faceted aspects of natural hazards, including
volcanic hazards, tectonics, persistent scatter interferometry of faulted
regions, and natural hazards management, particularly as they apply
to the Philippines. For his research on the relationship of strike-slip
faults and deformation of volcanoes that made volcanologists around
the world realize that underlying faults contribute to the evolution and
behavior of stratovolcanoes; for his research that led to the
understanding that the eruptive behavior of volcanoes and the
character of the land where they have grown are interconnected; and
for his published articles on the Philippine plate boundaries which
have served as technical basis for the Philippine claim in the Benham
Rise region, a sea bed territory equivalent to nearly half the size of the
archipelago, approved by the UN Commission on the Law of the Sea.
