 FACTS:
 3 out of every 10 Filipinos who need blood do not get it.
 7 out of every 10 units of blood transfused come from a paid
donor.
 A paid donor is 3 times more likely to have any of the 4 blood
transmissible diseases (malaria, Hepa B, syphilis, HIV) than a
voluntary donor.
 Only 1 out of every 500 Filipinos voluntarily donates blood.

Mission
A nationally coordinated and efficient networking of BSF based on
voluntary blood donation that will ensure safe, adequate, timely and
accessible blood supply and the rational use of blood in the Philippines
through advocacy, professional education and research.

Educate, motivate, recruit and retain low risk
blood donors

Priority should be given to the elimination of

family/replacement (“hidden paid blood donors”)
and paid donor systems, which are associated
with higher prevalence of (Transfusion
Transmissible Infection)TTIs.

Voluntary non-remunerated blood donors from

low risk population who give blood regularly are
the foundation of a safe and adequate blood
supply.

 Safest Blood Donor:
A person who:
Gives blood at least twice a year without receiving money or
goods; (repeat/regular volunteer blood donors

Understands the principle of altruism/voluntarism; (true

volunteer blood donors)

Answers questions for donor selection honestly; (honest

volunteer blood donors)

Defers or excludes him/herself from donation if there is any

risk to the recipient.

 Regional Blood Services Network

The Regional Blood Services Network has been

modified in that there will not be a Regional
Blood Center solely responsible for the
collection, testing and processing of Blood. The
NVBSP has designated Lead Blood Service
Facilities which share the above responsibilities
with Hospital Blood Banks with authorized
additional functions, Philippine Red Cross or LGU
Blood Centers, if existing in the Region.

V. GENERAL GUIDELINES

1. The LGUs are enjoined in the existing Voluntary Blood Donation Program including the Convalescent
Plasma donation program through:

a. Promotion of the Voluntary Blood Donation Program including the CP Donation Program;
b. Assistance in donor advocacy, recruitment, retention and donor care programs
c. Referral of Voluntary Blood Donors and Voluntary CP Donors to BSF and Convalescent Plasma
Facilities Network;
d. Updating/establishment of Blood Donor Registry and Registration of Convalescent
Plasma Volunteer Donors; and
e. Reiteration of the implementation of the DOH AO 2010-0002.
