DEFINITION AND NATURE OF POLICY/ PUBLIC POLICY

The world is
full of policies
• Families make policies like “No TV
until homework is done”.
• Agencies and organizations make
policies that guide the way they
operate.
• Stores have return policies.
• Workplaces have policies about
things like sick days. Schools have
policies that describe the way they
expect children to behave.

By virtue of City Ordinance No. 2015, s.
2001, entitled: “An Ordinance
Authorizing the City Government of
Lucena to Establish and Operate the City
College of Lucena (Dalubhasaan ng
Lucena) and Other Purposes,” the
College was formally established.
• In November 29, 2012, the new City Mayor, Hon. Roderick A.
Alcala was sworn into office and became the Chairman of the
Board of Trustees.

• Under the leadership of the new City Mayor, the Board of


Trustees enacted Board Resolution No. 13-01, implementing
Zero Payment or Full Scholarship Program for all DLL
students.

• Following the implementation of the “No Collection Policy,”


stricter admission policies were implemented to select truly
qualifies and deserving scholars of the College.

1. A plan of action, way of management
2. It can be guidelines, rules, regulations,
laws, principles, or directions.

• They say what is to be done, who is
to do it, how it is to be done and for
(or to) whom it is to be done.

• Outline rules.
• Provide principles that guide

• Reflect values and beliefs.
• State an intention to do

Why a policy may have to be developed or changed:

• Basic needs are not being met.


• People have been treated unfairly.
• Current policies or laws are not enforced or
effective.
• Existing or emerging conditions pose a
threat to public health, safety, education or
well-being.

What is Public Policy?
• A Constitutional provision.
Ex. Sec. 1, Article 3
• A government program.
• A government project or
particular set of activities.
Key Attributes of Public Policy
• Policy is made in response to some sort of issue or
problem that requires attention.
Ex. Ordinance No. 2367, authored by Councilor Benito
Brizuela, regulates the use and sale of all plastic bags, bottles,
wrappers, containers and styrofoam in department stores, malls,
groceries, bakeries, restaurants, eateries and other establishments
in the city.
Key Attributes of Public Policy
• Policy is what the government chooses to do
(actual) or not do (implied) about a particular
issue or problem.
• Policy might take the form of law, or regulation,
or the set of all the laws and regulations that
govern a particular issue or problem.

Key Attributes of Public Policy
• Policy is made on behalf of the "public."
• Policy is oriented toward a goal or desired state, such
as the solution of a problem.
• Policy is ultimately made by governments, even if the
ideas come from outside government or through the
interaction of government and the public.
What is pubic policy?
• Public policy is an attempt by a government to address
a public issue by instituting laws, regulations,
decisions, or actions pertinent to the problem at hand.
• Numerous issues can be addressed by public policy
including crime, education, foreign policy, health,
and social welfare.

• Public policy is whatever government chooses to
do or not to do (Thomas R. Dye).
• Public policy is developed by government bodies.
In other words it is formulated by authorities in a
political systems.
Three Key Things Involved in
the Policy Process
• When new public policies are created, there are generally three
key things involved in the process: the problem, the player, and
the policy.
• Problem is the issue that needs to be addressed
• Player is the individual or group that is influential in forming a plan to
address the problem in question
• Policy is the finalized course of action decided upon by the
government.

Policy Process
• Typically the general public will make the
government aware of an issue through writing
letters and emails, or making phone calls, to local
government leaders; the issue is then brought
forward during government meetings and the
process for creating new public policies begins.
IMPLICATIONS OF PUBLIC
POLICY
1. Public policy is purposive or goal-oriented
action rather than random behavior.
2. Public policy consists of courses or patterns of
action by government officials rather than their
separate discrete decisions.

3. Public policy is what government actually do in
regulating, controlling, and promoting, not what
they intend to do, or are going to do.
4. Public policy may either be positive or negative.
5. Public policy is based on law and is authoritative.
CATEGORIES OF POLICY
ACTIONS
1. Policy demands – demands made upon public
officials by other actors, or private, in the political
system, for action or inaction on some perceived
problems.
2. Policy decisions – are decisions made by public
officials that authorize or give direction and content to
public policy actions.

3. Policy statements – are the formal
expressions or articulations of public policy.
4. Policy outputs – are what government
does, as distinguished from what it says it is
going to do.

5. Policy outcomes – are the
consequences, intended or
unintended, of government actions or
inactions.
