engineering. It provides a central
database for the entire organization,
connecting multiple groups with a
single source of information that
everyone can access. Along with

efficiency, key benefits include real-
time information that allows teams to
make better decisions, faster

commitment;
• An Investment, with payback period and ROI – thus the need
for metrics – implementation, performance, benefits;
• A Project, requires an approach – Project charter;
• It is less about technology and more about people thus, change
management is key; indeed….. transformational change;
• An ERP system allows an organization to establish a completely
synchronized configuration that connects “all” the business
processes together

Challenges in Implementing ERPs in PS
• Complexity of existing working structure (i.e. protocols, bureaucracy, etc.) in
meeting ERP requirements;
• Change Management, adopting the “new ways” people work after ERP
implementation;
• Lack of requisite competencies, experience and skills for implementing ERP –
Client and integration staff;
• Insufficient ICT infrastructure to implement ERP in the local authority;
• Demand for integration of incongruent legacy systems to the new system;
• Lack of technical support from appointed ERP consultants;
• The curse of choice – Broad, deep, diverse and variable choice of solutions;
• Client-Provider dissonance – Goals, Understanding, Expectations, metrics, etc
• Inadequate budget for ERP project.

Conclusion and Recommendations

• Build and communicate the business case for the ERP project indetifying the key
performance measurement parameters;
• Aval adequate resources for solution identification, implementation (ibcluding
knowledge transfer and orgaonisational change management) and operational
sustainability;
• Manage expectation in all project phases;
• Undertake organizations’ readiness capacity in the aspect
of technical, management and financial terms. ERP adoption agendas should be
realistic and subtly balanced in order to reduce
the unavoidable disturbance and to ensure the
implementation will be sustainable.
• Rigorous training and education to staff and system users
are important and critical to succeesful implementation in addition to assisting the
staffs to adapt to the current system smoothly and more speedily. In addition, it
facilitates the staffs to understand the comprehensive nature of the ERP system and
to ensure their acceptance and readiness towards the new system
