Did you know that Santiago was a
village originally called Carig from
the Carig River that is now Diadi
River? On May 4, 1743, Spanish
missionaries founded a settlement
which they called Pueblo Santiago
Apostol de Carig in honor of Saint
James the Apostle. It was only in the
1950s that the name was shortened
to just Santiago. Santiago was
converted into a city after Republic
Act 772 held on May 5, 1994,
becoming the first city in Cagayan
Valley.
HISTORY S E C O N D D E S T I N AT I O N

Santiago remained a municipality for

84 years. Santiago was originally a
part of the province Cagayan
(comprising the whole Cagayan
Valley region), which was
reorganized as a political subdivision
in 1583 with Nueva Segovia as its
capital. Santiago survived through
world wars, although badly damaged,
and from then on developed to
become the leading commercial and
industrial city in Cagayan Valley.

WE'RE HOW DID SANTIAGO BECOME
WITH YOU AN INDEPENDENT CITY?
E V E RY S T E P
O F T H E WAY On December 17, 1993, the Lower House passed a bill changing
Santiago into an independent component city, which was sponsored by
then-Mayor Jose "Pempe" Miranda. The next year, on February 23, 1994,
the Senate Committee on Local Government held another public hearing.

Republic Act 7720 was signed by President Fidel V. Ramos on May 5,

1994, establishing Santiago as the first city in the Cagayan Valley and the
sixth independent component city after Cotabato City, Dagupan, Naga,
and Ormoc. A plebiscite was held on July 6, 1994, and the results
revealed that people supported the move.

BTT On February 14, 1998, Republic Act 8528 overturned this act, making it
2020
a component city. The Supreme Court did not examine the
constitutionality of the latter verdict until December 29, 1999, when it
favored Santiago as a separate city once more.
