Qualification Requirements
Qualification Requirements
 Pre-qualification and Post-qualification requirements are the
same. It is just a matter of when to apply them
 Checking the qualification requirements is a must in all works
contracts
 The Bidding Document shall clearly define the qualification
requirements
 Setting the qualification requirements determines the outcome of
the Procurement process:
 if too high it will reduce competition

 If too low it will risk awarding the contract to a non-qualified


contractor
 Therefore, they should be set by qualified engineers

Pre-qualification

 First step in procurement process


 Applicable to large and complex contracts in:
 Civil works (e.g. Dams, hydropower stations, power
transmission lines, pipelines, roads, railways, ports,
airports, water treatment plants, etc.)
 Information systems (hardware + software)
 Private sector participation (e.g. Management
contracts, BOT-BOO-BOOT, concession)
 All pre-qualified contractors are invited to bid

 Applicable to all goods and works contracts
 Award of contract to qualified bidder with
lowest evaluated responsive bid

Short listing

 First step in consultants’ selection process


 Applicable to intellectual services contracts
(e.g. consultants, training)
 Only short listed firms or associations
(usually not less than three) are invited to
submit proposals

Post-Qualification Smmary
 The PE shall determine to its satisfaction that the Bidder
who has submitted the lowest evaluated and
substantially responsive bid has the required minimum
qualification expertise, experience, capacity and
resources available to execute contract
 Determination shall be based only upon the documentary
evidence submitted by the Bidder in accordance with the
bidding document
 Criteria in the bidding document include:
 Experience and past performance on similar projects:
 Minimum number of years of general experience
 Specific experience: minimum number of similar
contracts of similar nature, complexity construction
method, current commitments/ works in progress
