Implementing the
TESDA Act of
1994
“Rules and Regulations Implementing the Tesda
Act of 1994”
-An Act Creating the Technical Education
and Skills Development Authority,
Providing for its Powers, Structure and for
Other Purposes.
TESDA established under R. A 7796
Otherwise known as the “Technical Education and
Skills Development Act of 1994” (TESDA Act of
1994).
Signed into law by President Fidel V. Ramos on
August 25, 1994
 This Act aims to encourage the full participation
of and mobilize the industry, labor, local
government units and technical-vocational
institutions in the skills development of the
country's human resources.
DECLARATION OF POLICY

It is hereby declared the policy of the State to


provide relevant, accessible, high quality and
efficient technical education and skills
development in support of the development of
high quality Filipino middle-level manpower
responsive to and in accordance with Philippine
development goals and priorities.

The State shall encourage active participation


of various concerned sectors, particularly private
enterprises, being direct participants in and
immediate beneficiaries of a trained and skilled
work force, in providing technical education and
skills development opportunities.
Section 3: GOALS AND OBJECTIVES

1.)Promote and strengthen the quality of technical education and


skills development programs to attain international
competitiveness;

2.) Focus technical education and skills development on meeting


the changing demands for quality middle-level manpower;

3.) Encourage critical and creative thinking by disseminating the


scientific and technical knowledge base of middle
level manpower development
programs;

4.) Recognize and encourage the complementary roles of public and


private institutions in technical education and skills development
and training systems; and

5.)Inculcate desirable values through the development of moral


character with emphasis on work ethic, self-discipline, self-reliance
and nationalism
Under Section 3
Mandated by Republic Act No. 7796 to serve as the members
of TESDA Board, the TESDA Board shall be composed of the
following;

•The Secretary of Labour and Employment ---------Chairperson


•Secretary of Education, Culture and Sports ----Co- Chairperson
•Secretary of Trade and Industry --------------- Co- Chairperson
•Secretary of Agriculture -----------------------------------Member
•Secretary of Interior and Local Government -----------Member
•Director- General of the TESDA Secretariat ------------Member
Functions of the Board
The authority shall primarily be responsible for
formulating, continuing, coordinated and fully
integrated technical education and skills
development policies, plans and programs taking
into consideration the following;

a.) Giving new direction and thrusts to efforts


in developing the quality of Filipino human
resource through technical education and
skills development;

b.) Coordination and cooperation of policies


and plans, and programs of different
concerned sectors of the Philippine society;
c.) equal participation of representatives of
industry groups, trade associations,
employers, workers and government shall be
made the rule in order to ensure that urgent
needs and recommendations are readily
addressed;
d.) improved linkages between industry,
labour and government shall be given
priority in the formulation of any national
level plan.
Powers of the Board
Promulgate, after due consultation with industry
groups, trade associations, employers, workers,
policies, plans, programs and guidelines as may
be necessary for the effective implementation of
this act;

 organize and constitute various standing


committees, subsidiary groups, or technical
working groups for efficient integration,
coordination and monitoring technical education
and skills development programs at the national,
regional, and local levels;

 enter into, make, execute, perform and carry-


out domestic and foreign contracts subject to
existing laws, rules and regulations;
Graduating from the programs given by TESDA will ensure
the trainee a National Certificate from TESDA Assessment
that comes with benefits that include a quality assurance that
the graduate has acquired proper knowledge and an
understanding of the task at hand from undergoing a series
of practical and hands-on demonstrations, positive attitudes
from interviews with people who contribute to the job and
work projects. Not only that, but the certificate will also
guarantee that the graduate has acquired the values that can
help his/her skills needed for the said occupation and for
future opportunities that can follow from the success of the
current project.
TESDA formulates manpower and skills plans,
sets appropriate skills standards and tests,
coordinates and monitors manpower policies
and programs, and provides policy directions
and guidelines for resource allocation for the
TVET institutions in both the private and public
sectors.

Today, TESDA has evolved into an organization


that is responsive, effective and efficient in
delivering myriad services to its clients. To
accomplish its multi-pronged mission, the
TESDA Board has been formulating strategies
and programs geared towards yielding the
highest impact on manpower development in
various areas, industry sectors and institutions.
