Introduction
• Also known as Malaysian Educational Development Master
Plan (2006 – 2010).
• Launched on 16 January 2007.
• Aims to provide high quality education and equity access to it.
• This is so that every one may be able to develop their potential
to produce a visionary and patriotic generation.
• It is an essential step to human capital development that will
become a catalyst to creating a successful nation-state that
may lead to the realisation of the 2020 vision.
Objectives
1. To ensure the nation is knowledgeable and skillful to be used
as ‘resource’ in variety of workforce areas.
2. Developing human capital that have their own principles in
life, patriotism and tolerance.

Focus 1: Provide variety of choice in education for pupils.

Nation Building
• Focusing to build Malaysian nation for strengthening the unity,
develop national identity and patriotism also developing human
resources based on country needs.
Developing human capital
• Focusing to developing human capital with high knowledge and
skills, appreciates values, at the same time, be able to increase
knowledge, skills, competence, practices moral values, positive
attitudes and finally discipline.
Enhancing national school
• Focuses for making national schools the school of choice
whereas unity could be develop among nation in early age in
the school without restriction control to other ethnic.
Narrowing educational gaps
• Focusing to bridge the rural-urban gap in education, social
economic level and to increase access, equity, and quality by
providing adequate educational infrastructure and facilities to
ensure students had an opportunities for excellence.
Enhancing the teaching profession
• Focusing to provide more qualified and trained teachers to
school, also promoted national educational system for
prolonged effect.
Accelerating attainment of the excellence
of educational institutions
• Focusing to accelerate excellence at educational institutions by
creating excellence cluster according to niche areas.
• The school that had been chosen from this cluster become a
benchmark and showcase at international level in term of effort
to develop high quality educational system and world class.
Conclusion
• Strong human capital attracts and encourages economic
growth, not the other way around.
• An educated population also leaves an enduring effect
economically with a larger tax base and socially through
increased political involvement.
• An achievement of National mission and Vision 2020 are
influenced by human capital that is produced by the national
education system.
