Introduction
WM Link Construction Sdn Bhd

Involves in construction works at Nestle, Toyota, Pure Circle & etc

Workplace: Nestle Manufacturing (M) Sdn Bhd

Work activity: New sewer line and manhole construction

(Focus on excavation activity)
Objective
•Identify at least 4 safety and 2 health hazards that occur at
workplace during the excavation work
•Explain in detail about hazard identification method and risk
assessment
•To carry out risk assessment on the hazards that have been
identified, prioritize these hazards based on risk rating and
determine the most critical safety and health hazards in the
construction work
•To suggest and discuss the control measures to eliminate or
reduce the risk of both critical hazards.
•To review the effectiveness of the recommended control
measures
Methodology

Hazard Identification

•Observation and inspection

•Document review
•Discussion or interview with workers and staff
Risk = Likelihood x Severity

LIKELIHOOD (L) EXAMPLE RATING

Most likely The most likely result of the hazard / event being 5
realized
Possible Has a good chance of occurring and is not unusual 4

Conceivable Might be occur at sometime in future 3

Remote Has not been known to occur after many years 2

Inconceivable Is practically impossible and has never occurred 1

(Cited from Guidelines for HIRARC, DOSH)

SEVERITY (S) EXAMPLE RATING
Catastrophic Numerous fatalities, irrecoverable property damage 5
and productivity
Fatal Approximately one single fatality major property 4
damage if hazard is realized
Serious Non-fatal injury, permanent disability 3
Minor Disabling but not permanent injury 2
Negligible Minor abrasions, bruises, cuts, first aid type injury 1

(Cited from Guidelines for HIRARC, DOSH)

4 4 8 12 16 20
3 3 6 9 12 15
2 2 4 6 8 10
1 1 2 3 4 5

High Need immediate action to control the hazard

A planned approach to control the hazard and temporary measure

Medium if required

Low Low may considered as acceptable and future reduction may not
necessary

RECOMMENDATION ON CRITICAL SAFETY
HAZARD
Hazard Recommendation

Workers falling Engineering Control

into excavation
•Suitably designed and construct physical barriers (safety fences /
covers)
•Benching or shoring the sides of the excavation to reduce the risk of
ground collapse
RECOMMENDATION ON CRITICAL SAFETY HAZARD

Hazard Recommendation

Workers falling into Administrative Control

excavation
•Manage traffic while the work takes place with a temporary
traffic management plan
•Educate workers by providing training on safe work procedures
•Workers can be required to use standardized safety practices
•Adequate signage to warn of hazards
•Provide safe access and egress into the pit
•Construction work only allowed during day time

PPE

•Provision and implementation of compulsory PPE such as hard

hat, safety shoes, goggles, hearing protections and high visibility
vests
RECOMMENDATION ON CRITICAL HEALTH HAZARD

Hazard Recommendation

Heat stress Engineering Control

•Reduce manual handling by providing mechanical aids for

workers to minimize physical demand on them.
RECOMMENDATION ON CRITICAL HEALTH HAZARD
Hazard Recommendation

Heat stress Administrative Control

•Implement buddy system and avoid working alone

•Allowing time for acclimatization starting with a lower workload / shorter
working duration and gradually increases the workload or duration of work
•Advise workers to drink more water and eat more rich fiber fruits like
watermelon
•Setup shelter or sunshade over the working place where applicable
•Inform workers about the symptoms of heat related illnesses and advise to
inform to supervisor if they have any symptoms or inform to supervisor if they
notice any symptoms in another worker

PPE

•Recommend use of light-colored safety helmet, wear wide-brimmed hat to block

away sunlight on the face and neck
Review Program
Control measure can be reviewed periodically including the activities arising from:

Workplace inspection
Routine maintenance
Safety and health committee meeting
Safety and health campaign
Employee feedback through interviews, and suggestion box
Analysis of accident record

Benefit to the company:

Reduction in loss time injury

Increase of health and safety awareness among employees
Reduce property damage cost
Reduce risk at work place
Reduce accident cost
