declared our freedom and stated
our human rights. The DOI did not
set up a plan of government. Write
an explanation of how our first
government was established.

In the first column, list the basic problems
and structures of the Articles of
Confederation in your own words.
In the second column, we will suggest how
each of the items weakened the new

Delegates soon became convinced that changing
the Articles of Confederation was not enough
Decided to create a new plan of government
Meeting became known as the Constitutional

Delegates wanted American people to enjoy
the rights the English had fought for
