GENERAL Scope: This specification defines the responsibility of the supplier and covers supplementary requirements relating to manufacturing, fabrication, inspection, testing, painting, packing and dispatch etc. This specification shall be read in conjunction with code and enquiry documents. The vendor must contact PDIL for clarification. As a general rule the most stringent requirement shall govern and PDILs option shall be binding. Vendor shall supply valves in accordance with the valve specification sheets along with auxiliaries, if any, such as gear operator, bypasses, drains etc. wherever specified in the specification sheets, subject notes and all other enclosures of the ENQ. documents. Vendor shall quote in strict accordance with the valve data / specification sheet subject technical specification & notes and all other enclosures of the ENQ. documents. All the standards referred shall be of latest edition. In case of conflict between different specification and general condition of supply, the vendor shall contact PDIL for any clarifications/confirmation; otherwise it shall be assumed that all clauses are clear to the vendors. The quantities mentioned are tentative, may vary + 25% and will be decided at the time of placement of order. The quantity of individual item may vary more than 100%. The price shall be firm for these variations. Sub-orders of castings/forgings shall be placed on foundries approved by PDIL inspection department for Indian vendors. GENERAL INSTRUCTIONS FOR BIDDING PURPOSE ONLY Each sheet of technical specification & notes for supply and valve data sheet /specification sheet shall be duly signed and stamped by competent authority and shall be enclosed along with offer without which the offer shall be considered incomplete and rejected without any reference. The price shall be quoted on the zerox copy of the same sheet of the Bill of Material attached with the enquiry specification and any deviation from the required specification shall be marked therein. Prices typed on other format shall not be considered for evaluation and rejected without any reference. Any deviations from the clause stipulated here, in the code and other enquiry documents shall be clearly mentioned in a separate Deviation List with proper ref. no. In the absence of any such indications, it shall be assumed that the offer

complies with all the requirements in totality and such assumptions shall be strictly binding on the supplier.

All testing charges shall be included in individual prices of the items. If third party inspection charges are not indicated, it shall be assumed that it is included in the offer. If third party inspection charges are extra, it shall be indicated as percentage basis of individual item. In no case third party inspection charges shall be indicated as lump-sum amount. MATERIALS Copper and copper alloys are not permitted for construction of any parts of the valves. This is to be specifically confirmed by the vendor in the offer. All materials, whatsoever, required to complete the supply shall be procured by the supplier and all such materials shall be covered with due identifiable material test certificates. DESIGN AND CONSTRUCTION Valve shall be designed, manufactured, tested, inspected and marked as per the manufacturer standards, design codes and standards (latest editions) Indicated in the respective valve specification sheets. Any conflict between the requisition, enclosures, specification sheets and referred standard codes shall be brought to the notice of the purchaser for clarifications, but generally, specification sheets and enclosures of the requisition including subject notes shall govern. After issue of the purchase requisition (PR)/P.O, no deviation to specification/ standards shall be permitted through vendor drawing approval. Approval of drawings shall be valid only for design/ constructional features. All flanged valves shall-have flanges integral (except forged valves) with the valve body. Flange face finish shall be normally specified in the valve specification sheet as serrated finish, 125 AARH etc. The interpretation for range of face finish shall be as follows: Stock Finish Serrated Finish / Smooth Finish / 125 AARH 1000 in AARH max. Serrations with 125 to 250 in AARH Extra Smooth Finish / 63 AARH 32 to 63 in AARH

Following requirements for check valves shall be met over and above the valve spec sheet requirements:
4.5.1 Unless specified otherwise in the data sheet all check valves 3 & above (except in 900#, I500# & 2500# rating) shall have a drain boss at location "G" (Refer Fig no. 1of ASME B16.34). A tapped drain hole with plug shall be provided as per ASME B16.34. Threads shall be as per ASME B1.20.1 (Taper) NPT. 4.5.2 Wherever check valve disc assembly is supported from the cover of the check valves the following shall be ascertained. i) ii) Positive location / positioning of cover must be provided to ensure correct alignment of the valve disc. Hinge pin design must permit accurate alignment of the disc and valve seat.
4.5.3 For heavy check valves, provisions shall be available for lifting by way of lugs, eye bolts and other such standard devices. 4.6 If an overlay weld deposit is used for the body seat ring seating surface, the corrosion resistance of the seat ring base material shall be at least equal to the corrosion resistance of the material of the shell. Following bypass requirement shall be met.

4.7.2 The by pass piping arrangement shall be such that clearance between main valve body and by-pass assembly shall be the minimum possible for layout reasons. Vendor shall follow the sketch given in clause 14.0 4.7.3 By-pass valve shall be a globe valve. 4.7.4 Vendor shall supply the by-pass valve duly tested and fitted to the main valve. Valves with by-pass shall have the direction of flow marked on the main valve. By pass attachment to the main valve body shall not be screwed. All fillet welds for by pass installation shall be 100% examined by DP/MP test. 4.8 4.9 4.10 4.11 Valve body /bonnet shall be forged / cast as specified. Forgings are acceptable in place of casting but not vice-versa. Material of construction of yoke shall be minimum equivalent to body /bonnet material. Stem shall be forged or machined from forged /rolled bar. No casting is permitted. However integral stem of cast stainless steel ball valve is acceptable. Stelling / hard facing by deposition shall be minimum 1.6 mm renewable seat ring shall be seat welded. 4.12.1 ASTM A262 Practice "B" with acceptance criteria of "60 mils/year (max.)" for materials - forged, rolled, wrought and casting.
Or ASTM A262 practices "E" with acceptance criteria of No cracks as observed from 20X magnification for all materials other than castings. Microscopic structures to be observed from 250 X magnification in addition. 4.12.2 When specifically asked for in the Enquiry documents for high temperature application of some grades of austenitic stainless steel (e.g. SS309, 310, 316, 316H etc.)ASTM A262 Practice "C" with acceptance criteria of 15 mils/year (max) shall be conducted. 4.12.3 For the IGC test as described in Clauses 4.12.1 & 4.12.2, two sets of samples shall be drawn from each solution annealing lot. One set shall correspond to the highest Carbon content and the other to the highest pressure rating. When testing

is conducted as per practice "E", photograph of the microscopic structure shall be submitted for record. 4.13 All types of 321 or 347 stainless steel valves shall be in a stabilised heat treated condition. Stabilising heat treatment shall be carried out subsequent to the normal solution annealing. Soaking temperature and holding time for stabilizing heat treatment shall be 900C and 4 hours respectively. Spiral wound bonnet gaskets are to be provided with inner/outer ring except when capsulated gaskets type body-bonnet joints are employed, Outer ring may be avoided in case of non-circular spiral wound gasket used in 150# valve provided the outermost layer of spiral touches the bolts ascertaining the centring. 4.15.1 As per qualification, fire safe test as per API 607 / API6FA / BS6755 Part II shall be carried out on soft seated ball, plug & butterfly valves and also on lubricated plug valves. The test shall be witnessed and certified by a third party inspection agency like Lloyds, BVIS, DNV or PDIL. The vendor has to submit test certificate for the particular design of the valve offered. 4.15.2 Each valve shall be supplied with a lever/wrench except for gear operated/motor operated valves. 4.15.3 Soft-seated ball, plug & butterfly valve shall be supplied with antistatic device. 4.15.4 Soft seated BW/SW end ball valves shall have a 100 mm long seamless pipe nipple welded to each end of the valve. Nipples are to be welded prior to assembling Teflon seal/seats. Specifications of the nipples shall be as indicated in the ENQ. documents 4.1.5 The face to face dimensions of all ball valves shall be same as those of gate valves of the corresponding ANSI class (except 10 onwards in class 150 where the face to face dimensions shall be as per API 6D long patterns).

4.16.8 Unless otherwise specified in the data sheets, bore of all reduced bore ball valves shall be limited to one size lower than the nominal bore. 4.17 The MOVs are to be installed in an open area and the actuators shall be suitable for all weather conditions. The testing of complete assemblies of MOVs along with the actuators shall be done by the supplier at his Works. Torque details for MOVs shall be furnished by the bidder / supplier in the suitable format approved by consultant.

For sizes lower than these ranges, hand wheel/lever/ wrench shall be provided. (Limit stops are not applicable for gate and globe valve)

Where gear operator is not called for as per Clause 5.1 but vendor recommends a gear operator, he shall highlight such case(s). Gear operator shall be so designed as to operate effectively with the differential pressure across the closed valve equal to the cold non-shock pressure rating. Ball plug and butterfly valves, even with wrench or lever operators shall have "Open" position indicators with limit stops. Hand wheel diameter shall not exceed 750 mm and lever length shall not exceed 500 mm on either side. Effort to operate shall not exceed 35 kg at hand wheel periphery. However failing to meet the above requirement, vendor shall offer gear operated valve and quote as per clause 5.3.

TESTING C.S. Butterfly valves to AWWA C-504 shall be designed and tested according to: I) Maximum shut-off pressure : 6 kg/cm2g at 70oC II) III) Tests are to be conducted as specified under sec. 4.3 and 12 of AWWA C-504 and records of these tests are to be submitted. Type of installation in plant.

Butt welded ends of valves of all ratings shall be 100% radiographed. Radiography films shall be supplied along with delivery of valves. 6.3 Stellited valves shall be subjected to 100% D.P. test of stellite facing and 10% hardness test for the hard facing.

INSPECTION Inspection authority means PDIL /Owner / the Inspection Agencies approved by the Owner/PDIL. Approved inspection agencies in addition to PDIL/Owner are M/s Lloyds/TUV/BVIS/Japan Inspection Agency etc. for overseas vendors for both IBR & Non-IBR items. However PDIL will be inspection agency for IBR & Non-IBR items & Chief Inspector of Boilers for IBR items for Indian vendors. Valves meant for steam service are marked IBR in piping bill of materials. These valves shall be tested in accordance with the requirements of IBR and certified in form IIIC by authorized inspection agency for the steam conditions as per data sheets. The inspecting authority shall be provided free access at all reasonable time to those parts of suppliers work engaged in production and testing of materials ordered. The inspecting authority shall have the right to select random samples for check test and reject materials, if samples furnished as above and tested as per the specifications fail to meet the requirement specified. Quality assurance plan shall be approved by concerned PDIL inspection department before starting of assembly & testing of valves. All valves shall be inspected during various stages of manufacturing starting from identification of raw materials to completion. Valves shall be considered acceptable for dispatch only after final certificate of acceptance is issued by the inspector. The various stages of inspection of valves include inspection of valve casting, forging, spindle and trim materials received from sub-supplier by co-relating test certificates and check analysis wherever required. Parts assembled in valves such as bonnet, wedge, seats, gland packing etc. shall be inspected prior to assembly of valves for workmanship and long life. After the assembly of valves, the hydrotest with water or air test for body & seat shall be carried out for each valve as per specified standard and test pressures. Finally all valves are to be cleaned, dried and painted only after final acceptance certificate is issued by inspector. The vendors who are having ISO 9001 certification shall not be relaxed for any of the stages of inspection mentioned above. They may give 15 days notice to the concerned inspector for every stage of inspection so that their production schedule is not affected.

Valves Castings shall undergo radiographic examination as specified below. However, for sizes 24 & below in 150# and 16 & below in 300#, radiography percentage specifically mentioned in individual valve material spec. sheet shall govern.

No radiography is required for valves of sizes 26 in cooling water service (A3A) Radiography specified as random 10% or 20% etc. in the respective valve data sheet implies 10% or 20% etc of number of valves ordered against each item number with a minimum of one valve against each item. 8.2 Radiography procedure, areas of casting to be radiographed shall be as per ASME B16.34 and acceptance criteria shall be as per ASME B16.34 Annexure-B. However for areas of casting to be radiographed for types of valves not covered in ASME B16.34, vendor shall enclose details of areas to be radiographed in line with ASME B 16.34. For random radiography wherever specified in individual data sheets, the sampling shall be as per size of the quantity ordered for each foundry. Radiography wherever specified in the data sheets or as per clause 8.1 shall be done by Gamma Rays to get the required sensitivity. over and above the stipulations laid down in clause 8.1, 8.2, 8.3& 8.4 all valve castings when sourced indigenously shall only be procured from foundries approved by Consultant. A list of such foundries is available with Consultant regional inspection office.

IBR CERTIFICATION For valves described IBR valves shall be in accordance with the latest IBR (Indian Boiler Regulation) including the requirements specified in the specifications.

For SW/BW end carbon steel valves under the chemical composition shall conform to the following: Carbon (Max.) : 25% Others (S, P, Mn) : As per IBR regulations. The above composition is not valid for non-IBR valves. Valves coming under the purview of IBR (Indian Boiler Regulation) shall each be individually accompanied by IBR certificate original in form III-C duly approved by IBR authority /local authority empowered by the central Boiler Board of India. Photocopy of original certificates duly attested by the local boiler inspector where the supplier is located is the minimum requirement for acceptance. All IBR valves shall be painted red in bodybonnet / bodycover joint. DOCUMENTATION The manufacturer shall submit the following with the offer: i. ii. Complete descriptive and illustrative catalogue/literature. Detailed cross section drawing with pacts / material lists, weight etc. the ball valves, plug valves, butterfly valves, diaphragm valves and valves to manufacturers standard. Drawings for valves with accessories like gear operator, hydraulic /pneumatic operator, motor, extension bound; extended stems with stands, bypass etc. giving major dimensions. One copy of the valve specification sheet signed as Accepted by the manufacturer with all deviations marked clearly. If the valve is regretted or has no deviations the manufacturer shall write clearly on valve specification sheet as REGRET or NO DEVIATION For subject notes if there is any deviation, the same shall be listed clause wise. Even clauses which are acceptable shall be categorically confirmed as accepted. On failure to submit documents as specified in from points (i) to (vi) the offer is likely to be rejected.

Manufacturer is required to keep proper records of all the certificates such as foundries/forged shop certificates and the check analysis carried out for raw materials. MARKING AND PRESERVATION Valve marking, symbols abbreviations etc. shall be in accordance with MSS-SP 25 or ANSI B 16.34 or API 6D Sec.7 or the standard referred in specification sheet as applicable. For valves with butt-welding ends, Schedule number is also to be marked. In addition tag no. shall be marked on all the valves. Paint or ink marking shall not contain any harmful metal or metal salt such as zinc, lead or copper which cause corrosive attack on heating. Carbon steel /Alloy steel valves shall be painted with one coat of inorganic zinc silicate (minimum DFT 65 to 75 microns).

PACKING AND DISPATCH All valves when offered for inspection or when prepared for dispatch to the site shall be free of sand, rust, scale, swarf or any other harmful material. Flanged and B.W. ends of all valves shall be protected by means of metal/wooden plates or caps securely fastened to the valve. A joint composed of plastic, rubber and other non-absorbent material shall be placed between the flanges and the plates. Plastic caps are acceptable for small bore valves.

Threaded or exposed machined parts shall be uniformly coated with suitable rust preventive. Un-machined exterior surface shall be painted with one coat of black or grey finish. However stainless steel valves shall not be painted. Valves shall be painted only after inspection is complete in all respects. Valves shall be packed for dispatch in such a way as to minimize the possibility of damage during transit. All valves shall be suitably boxed before dispatch. Valves shall be dispatched with packing installed. Hand wheels of valves of size 4 and smaller shall be attached to them. In larger sizes, hand wheels shall be removed and wired to the valves. The packing case shall be marked with purchase order no. and shall include complete packing list of all the items contained in the case. GUARANTEE All valves shall be guaranteed against poor workmanship and defective material as per the Warranties and Guaranties clauses mentioned in the commercial terms and conditions of ITB.

Firm CIF values of imported components and raw materials if any, must be mentioned in Column-21 in applicable foreign currency against each quoted item. Description of goods and quantities to be imported against each item are to be furnished as a separate attachment to price schedule. In case of any discrepancy between unit and total prices, Article-32 of Instructions to Bidders shall apply. Discounts if any must be offered item wise only. All /personal/incidental expenses including boarding, lodging, tickets and travel expenses etc. of Inspectors shall be born by the purchaser. The quoted prices shall be inclusive of all testing charges as called for in the Material Requisition. Bidders to ensure that no test charges shall be quoted extra/outside the unit rates. Test charges as applicable shall be included in the item wise unit prices Terminal Excise Duty as quoted above shall be the ED as applicable on finished goods which are manufactured /despatched from bidders works alone. Bidders to provide CENVAT invoice to enable GAIL to avail CENVAT benefit for the excise duty amount shown in the price schedule. Sales Tax as quoted above shall be Sales Tax as applicable on the finished goods and shall be with/without considering availability of any concessional form (both for central and/or State Sales Tax). The rate of Terminal Excise Duty and Sales Tax as applicable and considered in the offer shall be mentioned in the relevant place of the price schedule. a) The rate of terminal ED & ST as stipulated in Offer/Price Schedule shall be considered as the prevailing present applicable rates on the due date of submission of the bid and same shall be considered for price comparison as well as for ordering. Any error of judgment on part of the Bidder in identifying the present applicable rates shall not be admitted by Owner. The present rate of ED & ST as indicated by the bidders shall be considered as the maximum payable by Owner in the event when no statutory variations take place and any remainder/balance ED/ST if payable beyond that indicated rates shall be born by the Bidder. b) However in the event of any statutory variations in the rate of ED & ST, if the quoted rates are found erroneous then the base rates for calculation of statutory variations for the purpose of reimbursement of ED & ST shall take into account either the rates actually prevalent on the due date of submission of bid or the erroneous rates indicated by the Bidders which ever is beneficial to Owner. Consequently, any difference in ED & ST if it becomes payable to the tax authorities shall be born by the Bidder.
Bidders shall quote firm road freight charges separately for each item, as asked for in the price schedule, considering that the complete requirements of materials are to be delivered to the designated site(s). Bidders shall quote for all the items as listed in the price schedule Copy of the price schedule/price attachments, shall be made available in the unpriced offer, with prices blanked out. Domestic Bidders shall quote firm road freight charges separately for each item considering that the complete requirements is to be delivered to the designated site at GAIL, Pata (Uttar Pradesh).
