z Venue and Dates
The conference will be held at Fragrant Hill Hotel located at Fragrant Hill Park, Hai Dian
District, Beijing, China on April 2-3, 2008. The meeting room is located in Banquet Hall on the
first floor, and the 3 tracks is located in the Banquet Hall on the first floor, Fragrance Containing
Hall on the first floor, and the Multi-Functional Hall on the second floor respectively. The Mini-
expo and trade forum will be made available at the corridor outside the meeting room/Banquet
Hall during the conference time.
z Registration
On site registration will be available 08:00-18:00 April 1st and between 08:00-9:30 a.m. on April
2nd in the lobby of Fragrant Hill Hotel. Please contact with conference secretariat directly at
room 3208 or go to the conference room directly for any other time.
z Conference Documents
Each Participant will have a set of conference documents and your name tag/conference
certificate when registered.
z Name Tag/Meeting Certificate
During the conference, all attendees and service staff are kindly requested to wear your name
tag (meeting certificate). You will need this to inside and outside the meeting hall, as well as for
meals. No one will be allowed into the conference without one.
z Rules of the Conference
In order to have the meeting start on time, attendees are asked to arrive at the meeting hall 10
minutes early. Please remember to switch off your mobile telephones!
z Working Languages and Simultaneous Interpretation
The working languages of the conference are English and Chinese. During the conference,
simultaneous interpretation and earphones are available. Attendees may borrow earphones with
a name tag/meeting certificate. Please handle the earphones with care.
z Arrival Service
The conference secretariat wont provide arrival and see off service at the airport and railway
stations. Please arrange the transportation with the business center of the hotel yourself. If you
need any support on this, please kindly contact with conference secretariat (Sissi and Angela).

The civil voltage in China is 220V, 50Hz. If you will need to check your email, internet access is

The official currency of China is the RMB. The current exchange rate is approximately 7.1 RMB
= 1 USD and it is easy to exchange cash at airports, banks and hotels in the city. Major credit
cards (Visa, MasterCard) are also accepted at the hotel. If you pay for your hotel room by credit
card, you will be charged a 4% fee on top of the regular rate.

Forest certification emerged in the 1990s in the context of growing international
concern about tropical forest loss and degradation in the run up to the 1992 Rio
Conference on Environment and Sustainable Development. Successive Global Forest
Assessments published by the FAO had recorded high levels of tropical deforestation
and, in 1989, the International tropical Timber Organization (ITTO) released its first
global assessment of the state of tropical forest management which found that less
than 1% of the worlds topical forest were ebbing sustainably managed. Furthermore,
while organizations like the ITTO were making considerable progress with the
development of guidelines and criteria and indicators for sustainable tropical forest
management, there was little sign of tangible progress with improved forest
management on the ground.
In this context, many advocacy NGOs began to argue for the instigation of trade bans
in consumer countries to block the import of tropical timbers because they were almost
universally thought to be contributing to deforestation or, at the very least, be coming
from unsustainable sources. Other Environmental NGOs most notably WWF argued
that such action would be counter productive as it would take value away from tropical
forest and further encourage conversion of forest to alternative land uses.
Forest certification emerged as a voluntary market instrument that provided an
alternative to the blunt and, in all likelihood, ineffective use of import bans. In the spirit
of the RIO Forest Outcomes, its concern shifted from just trade from tropical forests to
the trade from all forests in all countries. From small beginnings in the mid 1990s,
forest certification has grown as a major market force and a significant force for
improved forest management and governance. Today, as much as 20% of the worlds
industrial forests and more that 10 % of the worlds trade in forest products is currently
covered by some form of independent certification.
Some researchers have suggested that eco-labels rarely capture more than 20% of a
particular sector market. However, it is argued that there are number of factor s that
will see much higher market penetration for certified forest products. These include the
growing demand for ;legally verified forest products given perceptions of the
widespread presence of illegal timber or timber of suspicious origin in international
trade flows; the need for major timber wholesalers and retailers to manage risk through
credible due diligence systems for their timber supply chains; the growing pressure for
public procurement policies that favour legal and sustainable timber; and the emerging
importance of reduced emissions from deforestation and forest degradation (REDD) in a
carbon constrained world.

The Forest Stewardship Council standards have been successfully met by forestry
operations representing the equivalent of approximately 10% of the worlds working
forests. This success in the forests of the world is now spreading quickly throughout
global supply chains with unprecedented amounts of labelled products reaching the
marketplace today.
Complex supply chains are successfully integrating delivery of FSC certified material
through their manufacturing, production and distribution networks. An ever growing
number of companies are realizing benefits from delivery of FSC certified and labelled
products. Products from FSC certified forests are moving beyond the paradigm of
niche markets with niche premiums and companies are now gaining increased market
demand, lower cost of gaining new clients, expanded sales opportunities with existing
clients and compelling customer retention dynamics. These are all strong indications of
robust demand and core market benefits of participation in the FSC system.
Growing recognition of the FSC brand and preference for FSC products in sectors as
varied as publishing, home building, furniture making and packaging is driving a new
wave of recognition. This presentation will provide a review of the status of FSC
globally with a focus on the opportunities for continued and new successes in supplying
products to the global marketplace, as well as factors affecting internal consumption in
China by integration of FSC into supply chains.

The Outlook of Sustainable Forestry in the World
Based on the Development of Wood Markets
and Forestry in China

China is one of the largest wood production and consumption countries in the world, as
well as the largest importer of logs and wood exporter.
The wood consumption reaches 337 million cubic meters in China, of which one third
come from imports. The imports of pulp and waste paper accounted for about 60% of
the total imports. China imported 37.09 million cubic meters of logs in 2007, a year on
year increase of 15.4%, of which 8.4 million cubic meters are tropical logs which
increase 8.1% than last year. China imported 6.49 million cubic meters of sawnwood in
2007, a year on year increase of 7%, of which 2.15 million cubic meters are tropical
sawnwood which decrease 13.1% than last year.
It is impossible for a country to develop economy without trade with other countries in
the context of global economic integration. In some developed countries, economic
development is on the top of the world although a great deal of material are imported
from other countries.
It is unnecessary and impossible for China to meet wood demand through domestic
supply. There are rich forest resources in Russia. It will make against to ecology if some
mature trees cant be utilized as soon as possible. Therefore, it is beneficial to each
other that China imports wood from Russia.
It is also necessary for China to import tropical wood under effective management.
China has not imported illegal wood and shouldnt be criticized for importing wood and
exporting wood products.
China exported 21.5 billion USD dollars of wood products in 2007, a year on year
increase of 28%, which is the lowest in recent six years. Export of some low value
added products such as plywood started to decrease because of stagnant international
economy (mainly in USA) and domestic policies as well as increasing cost.
Market demands for wood promote sustainable development of forestry.
z Wood is a kind of renewable material with the characteristics of environment sound
and energy saving. It should be encouraged to use wood, which is not against
forest protection. Contrarily demands for wood will promote forestry development.
z In the forest industry policy issued together by seven ministries including SFA, it
was pointed out that renewable resources substituting for un-renewable resources

will be strategic trend in future.
z Owing to limited utilization of wood, construction depends on cement too much in
China. Cement consumption reaches one ton per capita in China which is four times
of the average of the world. Excessive utilization of concrete not only consume
much more energy but also pollute the environment.
In Jiangsu province of China, forest coverage was less 2% in 1980s but reached more
than 30% in 1990s because of the rapid development of plywood industry which
promote the development of forestry locally. Forestry development in European and
America also demonstrates the important role of market demands for wood in forestry
development.
The main reasons for tropical rainforest deterioration are deforestation for agriculture
and fuel demand, not wood utilization demand. Ultimately, prevention of tropical
rainforest deterioration will depend on increasing investment to alleviate poverty. Global
tropical rainforest can be protected by mean of Natural Protection program carried out
in China, instead of forbidding to import wood from rainforest countries which had been
considered as dangerous countries.
Forest certification aims to ensure sustainable forest management. It is necessary for
different certification systems to recognize each other, so as to avoid forest certification
becoming a new kind of trade barrier.
The management system of cutting license and transportation certificate plays an
important role in sustainable development of forestry in China, which can be used for
reference by other countries. Certainly, forest certification is a good way to promote
sustainable development of forestry, it is necessary to develop forest certification in
China. However, forest certification shouldnt be the only mode to achieve sustainable
forestry, at the same time, forest enterprises shouldnt pay high cost to carried forest
certification.
According to the requirements made by National Lead Group of Regulating Market
Economic Order, National Timber Distribution Association carried out the assessment of
enterprise credit rank, legal wood origin is one of requirements. We combat illegal
cutting. It is our responsibility to protect forest against deterioration.

Trade Flows and Distribution of Tropical Forest Products

Driven by the rapid development of the national economy, Chinas timber imports are
growing rapidly. Encouraged by changes in licensing procedures and the opportunity to
generate profits from import trading, many medium and small sized enterprises have
entered the import business. However, due to a lack of timely and accurate information
on demand levels consumption and distribution channels the presence of inexperienced
traders is resulting in a chaotic market situation. There are severe imbalances in trade
flows and distribution channels go from being completely congested to being under
utilized leading to financial losses and resource waste.
Fund by ITTO (International Tropical Timber Organization), the project Trade Flows and
Distribution of Tropical Wood Products in China has been carried out since 2004-2007
by Research Institute of Forestry Policy and Information (RIFPI), Chinese Academy of
Forestry. The project systematically describes and analyses the production,
consumption and trade of Chinas forest products with focus on tropical ones as well as
their flow patterns. This project aims to increase transparency in the supply stocking
and distribution of tropical forest products in China. It will provide information to
domestic and foreign traders on tropical wood product flows and information on
development of distribution channels.
As one of the important achievements of the project, the report Trade Flows and
Distribution of Tropical Wood Products in China has been translated by English, French
and Spain. Directories, such as Chinas Major Tropical Forest Product Trading
Companies, Chinas Major Tropical Forest Product Producing Enterprises and Brief
Description of Chinas Major Tropical Forest Product Transaction Markets and Trading

Forest Certification in China

China, as the biggest developing country in the world, has always been dedicating for
sustainable forest management and making its active contribution for world
environment. China has joined a number of international conventions such as United
Nations Framework Convention on Climate Change (UNFCCC), Convention on Biological
Diversity (CBD), and United Nations Convention to Combat Desertification (UNCCD).
The Chinese government also considers the promotion of sustainable forest
management and forest certification as the concrete action to take its responsibilities
and fulfil its commitments.
The guiding principles for forest certification in China is to establish a forest certification
scheme that are both adaptive to national forest development and international
practices, aiming at enhancing sustainable forest management and compatibility of
forest products. By government support and market promotion, trials will be selected
and steady progress is to be made as so to lay a sound foundation for steady
development.
Compared to many developed countries, forest certification started rather late in China.
After the 12 session of Montreal Process held in Beijing in November 2000, the State
Forestry Administration started working on forest certification and established China
forest certification working group in July 2001, then a forest certification division was
set up within Science and Technology Development Centre of the State Forestry
Administration. After several years effort, the Criteria and Indicator for Sustainable
Forest Management in China, Forest Certification Standards and Chain of Custody
Standards have been issued. And more than 10 pilot area on forest certification have
been established in China.
Recently, according to international practices, certification body and training institution
for forest certification is being established, and we are going to accelerate the
completion of criteria, publish the National Regulation on Forest Certification
Management jointly with National Certification and Accreditation Committee, and speed
up the process of forest certification in China. Meanwhile, we will further strengthen
international cooperation on forest certification, pay close attention to the updated
development of international certification schemes, learn from international
communities their advanced theories and experiences, and enhance regional
cooperation with neighbouring countries and other developing countries in the field of
forest certification.

WWF launched the Global Forest and Trade Network (GFTN) to promote responsible
forest management and trade. The GFTN works to increase market demand for
responsible forest products by facilitating trade links between participants in Buyer
Groups and Producer Groups. By July 2005, the global network included 23 FTNs in
nearly 30 producer and consumer nations throughout Europe, Asia, Africa, and the
Americas. In all, approximately 400 companies have committed to responsible forest
management and responsible purchasing of forest products.
The China Forest & Trade Network (CFTN) is the Chinese chapter of GFTN. CFTN works
with companies in China that trade with markets such as Western Europe, North
America, and Japan where GFTN has strong networks of buyers who have made firm
commitments to purchase responsibly. CFTN provides a highly visible forum for Chinese
companies to demonstrate their commitment to the responsible production and
purchasing of forest products. CFTN has done various activities to encourage more
companies to join CFTN with strong commitment to legal sources and FSC. To date, 21
companies have become CFTN members, from flooring, furniture, and plywood to forest
management.

As the private sector arm of the World Bank Group, IFC promotes sustainable private
sector development. IFC is a development bank and our investment strategy is driven
by both principles: strong, credit worthy investments (to signal other banks to follow
suit) and high development impact economic growth, social inclusion and
environmental conservation. We see the forest products sector as one of high potential,
but one which is complex and with considerable reputational risk. What mechanisms
help us identify bankable projects?
Certification is a cornerstone of IFCs Performance Standard on Biodiversity
Conservation and Sustainable Natural Resource Management, one of eight Performance
Standards which IFC adopted in April 2006 and which also provide the basis for the
Revised Equator Principles. Over 50 banks have adopted the Equator Principles,
representing approximately 90% of the total project finance market.
With a significant number of financiers therefore looking for certification to
internationally recognized criteria for sustainable forest management, what are the
opportunities? IFC tries to view these from the perspective of our clients is there a
business case to compel them? Our experience to date is mixed:
z Certified wood typically trades at a premium (good if you supply, not good if you
consume)
z Some markets can support a premium (good if your market does, not good if your
market is more commodity driven)
z Certification programs are not available in all countries (good if your wood origin is
covered, not good if your wood origin lacks the basic legal frameworks to allow for
certification)
z Certification can help offset reputational and operational risks associated with wood
sourcing and products but doesnt make you immune from such risks
z There are a number of certification options good that there is choice, not good if
the choice leaves you confused.
If certification is ultimately an access to finance issue, then one can argue that the
business cases arguments are secondary. But long term sustainable development of
the forest products sector requires incentives as well as hurdles, and IFC is looking to
develop products and financing models which provide such incentives. If we can help
transform markets to recognize the business benefits from certification and the
sustainable forest management principles which underpin it, then we will fulfil our
development mandate.

In the last twenty years, the reducing of forest, which is caused by humans
indiscriminate cutting and poor management, results in lacking of world forest. It not
only leads to the worsening of the ecological environment but also pushes the forest
industry into narrow development track. Nature keeps an insight that promoting the
sustainable management of forest can promote the sustainable development of forest
industry and widen the forest industrys development track. As a manufacturing
company based on wood materials and a part of forest industry, we hope all the

Tembec is a leading integrated forest products company, with operations in North
America and France. With sales of approximately $3 billion and some 8,000 employees,
it operates 50 market pulp, paper and wood product manufacturing units, and produces
silvichemicals from by-products of its pulping process and specialty chemicals. Tembec
markets its products worldwide and has sales offices in Canada, China, Korea, Japan,
the United States, the United Kingdom, Switzerland, Spain, Italy and Chile. In
November 2007, Tembec achieved its goal set in 2001 of certifying all forest lands
under its ownership and management according to FSC standards. Tembec is now the
largest holder of FSC certified forest area in the world. The company holds a total of 9.7
million hectares or 24 million acres of FSC certified lands. All of the companys pulp,
paper and building products facilities are FSC chain of custody certified.
With a pulp capacity of 2 million tonnes per year, Tembec is the 6

market pulp producer. FSC is a key element in the Pulp Groups strategy. An increasing
number of Tembecs customers in all regions are looking to buy from producers with a
commitment to sustainable forest management, in particular FSC. End customers are
increasingly recognizing the FSC logo, driving papermakers to purchase FSC certified
pulp in order to make FSC labeled products. At Tembec, sustainability extends beyond

The failure of forest governance, driven by and causing illegal logging and other
predatory practices, is a significant problem for timber producing countries as well as
consumer countries. Forest Law Enforcement and Governance, know as FLEG, refers to
a series of processes aimed at curbing illegal logging and associated trade, and
promoting sustainable forest management.
The G8 Action Programme of the late 1990s motivated a partnership on FLEG between
the World Bank, UK, US and others. This led to a series of first regional Ministerial FLEG
conferences, the first taking place in the East Asia-Pacific region in September 2001.
This was followed by the Africa-FLEG Ministerial Conference in October 2003, in
Yaounde, Cameroon, resulting in the AFLEG Declaration and Action Plan. The Europe
and North Asia-FLEG (ENA-FLEG) Ministerial Conference was organized in St.
Petersburg in November 2005. A commitment by 44 governments to address illegal

The FLEGT Action Plan refers to a European Union (EU) process to combat illegal
logging, adopted by the EU in October 2003. The Plan targets key regions and countries
that together contain nearly 60% of the worlds forest and supply a large proportion of
internationally traded timber - Central Africa, Russia, South America and Southeast Asia.
Through mechanisms such as Voluntary Partnership Agreements, the Plan aims to
promote sustainable forest management in partner countries and prevent illegally
harvested timber from entering the EU.
The implementation of FLEG reforms and other national and private sector initiatives
will influence the way forestry and logging operations do business in a number of
countries around the world. As a key forest products consumer, China is also
increasingly engaged in efforts to address illegal logging and associated trade. How
China and Chinese enterprises respond to these reforms will have implications for
sustainable forest management around the world. IUCN is supporting Chinas
engagement on these issues.

Forest certification is the market-based instrument to promote sustainable forest
management. However, the effectiveness is quite limited if only by such market-based
instrument, especially in developing countries where public environmental awareness is
still weak. Only by combining both the market-based instruments and policy oriented
instruments of government timber procurement policy can forest certification be more
effectively promoted, thus conducive to sustainable forest management. The
presentation introduced the background and implementation status of government
timber procurement policies in some countries especially those key importers of Chinas
forest products, analyzed the implication of government timber procurement policies of
other countries on the export of Chinas forest products, and explored the perspective
of government timber procurement policy in China and its implications on Chinas
import of forest products.

The rampant illegal logging and associated trade has already been the key factor of
global deforestation. It also breaks the natural balance of the global timber market and
damages the interests of relevant governments and corporations who are
environmental responsible. There are a series of questions need stakeholders to figure
out during any related international political process and corporation strategic planning
for development. E.g How to eliminate the impacts of illegal timber to global legal
timber markets and protect the stakeholders interests? And, how to encourage and
develop a Green Timber market and make the market rule of survival of the fittest
to be applicable? Based on our expertise and perspectives of global forest campaign,
Greenpeace recognizes that A Creditable Forest Certification will be a key step to realize

The production of wood based panels reach 85 million cubic meters in 2006, the
wooden floor production reach 361 million square meters in 2007 which meet the
requirement of the international market. It has become the biggest producer on
wooden products as well as the import of timber and export of its products.
China become a leading manufacture on woodworking industry, since China economic
developed steady and Local market booming with its tradition, the world market volume
still getting increase, plantation forest recently in China is booming esp. the species like
Poplar & Pine & Eucalyptus & Fur etc. The Chinese farmers planting spirit getting higher
and higher, so the plantation resource is increasing steadily year by year.
China owns the labor force advantages, the new type product like fancy, combi products
with new processing methods could only be found in China. The construction industry
becomes key sector in China which shear 3.8% in 1978 and 4.7% in 1991 and 6.7% in
2003 and more then 7% last year. The finished construction is 14.9 billion sqm in 2004,
and the residential house 9.616 billion sqm which shears 64.51%, the average area per
townfolk is 24.97 sqm. The yearly increase on construction and investment is more
then 20%.
China is a developing country with 1.3billion people and its market, the average income
is relatively low. After 2000, the build house exceed 1 billion sqm/y, the new ready
house in next 10 years will be around 1.1-1.2 billion sqm/y, during the 10th 5 years
plan, the average residential area for the cities will be increased from 13.1 to 22
sqm/person. So the new house for which is 769 million sqm/y, during the 10th 5 years
plan, the rural area farmers will move into the new cities with speed of 1% yearly, so
the new citizens house will yearly increased 264 million square meters/year.

management both on nature and plantation forests. The Chinese Forestry Certification
standard as well as the chain of custody standard has published in 2007. The recourses

Challenges and Prospects for Forest Certification in China:

The concept that sustainable forestry development is achieved through application of
forest certification has widely been accepted and extended in the developed countries.
As a country with relative poor forest resources, general management level, forest yield
and quality, and environmental condition, China has been struggling in sustainable
management and development of its forestry. There has set a benchmark work of forest
certification in the past few years. Yet, the role is minor, far away from the expectation
of people.
At present, I recommend use of FSC system that is globally popular and widely
accepted in the developed countries. The development of our own certification system
should be fully referred to FSCs principles and criteria, and should well target at the
recognition of FSC and other well known certification systems. Most critical is probably
not a well systems birth, but its longtime abidance of application, assessment and audit
process.
There are many difficulties in extension of forest certification mainly in terms of
cognition, fundamental condition, economic volume, beneficial impetus, management,
certification system, organizing and implement etc. Huge difference exists among the
state-own, collective and private forests. Most of the state-own forests are not
efficiently managed, but have other advantages for forest certification: long history,
sound scale, much less legal issue and better fundamental condition, and enjoy states
or local preferential policy. Collective forests are usually characterized with dispersed
ownership, small area and low input. It would be hopeless for this sector itself to carry
out the certification work at preset and in a foreseeable future. The most realistic way
out is probably to set up joint-venture or cooperate with the enterprises of large area of
forest resources. In only one decade, private forest sector has been quickly growing,
and becomes the most potential part for extension of forest certification. Most critical
issue is the beneficial impetus. A simple preferential policy such as tax deduction may
well make forest certification become a mode of forest management.

Timber, coming from Russia and how certification is a factor

The scale and quality of forest resources determine economic potential of the Russian
forest sector. Forest resources of the country are often regarded as vast and endless:
the area of 850 million hectares covered with forest vegetation accounts for 22% of
global forest area and the growing stock of 82 bln m3 accounts for 25% of the total
volume of world's forests. Russia is the powerhouse of the global log market. Russia
currently supplies about 40% of the world's exports of softwood logs and also accounts
for over 80% of the logs imported into China and Finland.
Since the collapse of the Soviet Union, Russian forest sector have gone through a
fundamental transformation resulting in forest management deterioration and
escalation of raw materials (roundwood) exports. Since 2007 the Russian forestry is
operating under new terms and conditions, and there are three major directions of the
reform: a) new Forest Code elaboration, b) maximum decentralization of forest
management and forest use in the country when authority and responsibilities over the
forest management, forest use and protection were transferred to the regional level and
delegated to the subjects of the Russian Federation, c) new export tariffs policy
development. The reform has a clear intention to strengthen the forest sector and to
develop domestic processing industries.
At the same time, a clear move towards sustainable forestry standards and FCS
certification development has become an important milestone in Russia. The results
have so far been impressive - Russia has become number two in the world by the area
of certified forests (19 987 268 ha). FSC certification has become a key instrument to
ensure sustainable forest management in Russia. North West of Russia is more
advanced in terms of forest certification although there is a clear trend of growing
interest to FSC certification in Siberia and in the Far East.
WWF started to work with forestry companies and their buyers to improve the overall
quality of forest management and to eliminate illegally logged and traded forest
products trying to shape the markets into a more environmentally responsible model.
Using market mechanisms to drive improvements in forestry, GFTN (Global Forest &
Trade Network) and WWF played their role in organizing growing demand in Europe for
green wood by establishing groups of companies committed to purchasing wood
products certified as being responsibly produced.
To help Russian companies to promote sustainable forest management and voluntary
forest certification, WWF-Russia founded the Russian Forest & Trade Network (FTN-
Russia) in 1999. Companies that join the network make a commitment to responsible
forestry and credible forest certification. By doing so, they are prioritizing timber from
known and reliable sources thus excluding the use of wood from unknown, illegal and

uncontrolled sources. The share of Russia FTN members in timber exports by regions
could be presented as following: Arkhangelsk region 66%, Vologodsky region 29%,
Krasnoyarsk region 20%, Irkutsk region 5%, Primorje 33% (2007, by volume). As
there have been numerous calls for national procurement policies for timber in order to
effectively mobilize market forces, many countries are currently developing the so
called green purchasing approaches which promote procurement of eco-friendly goods
and forest certification schemes are part of these policies.

The Sustainable Supply of Timber Raw Material

Russia, America, Germany, New Zealand and Canada are the primary countries of log
exporting, and Russia accounts for 39.3% of the total export volume. Canada, Russia,
Sweden, Chile and Germany are the primary countries of lumber exporting and Canada
accounts for 27.28%.
China has become one of the biggest timber importing country. China has imported
37090.8 thousand m3 logs in 2007 which is increased 15.36% compared with 2006.
The proportion of imported log of total log consumption of China is stabled at 35% in
recent years. China has imported 6495.6 thousand m3 lumbers in 2007 which is a little
more than 2006. But the proportion of imported lumber in total lumber consumption is
reduced gradually. Russia is the most important country, log and lumber imported form
Russia account for 68% and 15% separately of Chinas total import volume.
Many countries pay much attention on illegal logging in recent years and the countries
which Chinas timber imported was recognized as severity in illegal logging. Big
construction materials buyers established purchase policies and bring forward forest
certification to Chinese products, which is a representation of consume demand
development. China has expressed the willing to protect the forest with other timber
supply countries. Now there are 367 companies pass COC certification and 7 forest
lands join in FSC with 75.40 ha certificate area. Timber sustainable supply needs raw
material suppliers, wood products manufactures and buyers boycott illegal logging and
popularize environmental certification with concerted efforts. Only the sustainable
development of timber raw material being guaranteed, the sustainable supply of timber
raw material will be realized.

That is why IKEA integrates forestry into its daily business with suppliers.
IKEA has a long term goal to secure that the wood used in its products comes from well
managed forests. Today, FSC certification is the tool IKEA has chosen to recognise such
good practice.
For IKEA FSC certification provides an internationally recognized assurance that
environmental, social and economic considerations have been secured in the forest.
Today IKEA suppliers source wood in over 40 countries, including China. International
application and recognition and independent assurance of forestry practices is
important for a company operating and sourcing in many countries.
IKEA is working with partners in over 16 countries including national and regional
governments, WWF and Rainforest Alliance to promote and certify good forestry

Global outsourcing of manufacturing by international retailers has led to complex wood
supply chains that can span continents, involving dozens of actors, and are often highly
fluid due to price fluctuations and resource availability. This poses unprecedented
challenges to these retailers, many of whom have wood procurement policies and other

Sourcing of Chinas Papermaking Fiber Supply: Ms. Canbys presentation is based on a
Forest Trends report (written by Brian Stafford) which identifies the major sources of
materials for Chinas papermaking industry. The paper shows how 60% of the fiber
used to manufacture paper and paper board products in China is derived from
wastepaper. In the last 10 years, Chinas wastepaper imports have increased more than
500% to a total of 19.6 million metric tons in 2006. However, wastepaper alone is not
sufficient to keep up with Chinas production demands, as high quality pulp and
pulpwood are also being used to supply international buyers with high quality paper.
Only 64% of the high-grade printer paper China produced in 2005 could be regarded as
having been drawn from sustainably managed wood resources. Much of this pulp and
pulpwood comes from Indonesia and eastern Russia where adequate forest governance
is difficult to ensure.

Sustainable forest management has become a cost of doing business for many large
landowners, both public and private, in response to the demands of customers who
want the products they purchase to originate from sustainable sources. As a result of
this, we have seen an escalation of public procurement polices across the globe that
have specific requirements for demonstrating legality and sustainability of origin. This
trend will continue. While wood products have always been at the forefront of this
debate, increasingly we are seeing more and more interest in sustainable sourcing from
the paper, printing and packaging sector. These sectors have unique challenges that
are not as prevalent in the solid wood sector supply chains. Generally the paper sector
depends on sourcing their fiber supply from hundreds and sometimes thousands of
sources. Raw material sources for paper products can be traced back to a variety of
public & private landowners, as well as primary and secondary wood manufactures.
Forest product supply chains can be extremely complicated, making the tracking of
sources using traditional chain of custody methods difficult. This has driven more
flexibility in the development of chain of custody systems from reductions in actual
certified content required for on-product labeling, to more systematic approaches,
usually involving the analysis of risk. Another trend has been the incorporation of
requirements for the non-certified component of the supply chain - in many wood and
paper supply chains this component is often significant. The objective is to screen out
illegal wood from entering the non-certified component of the supply chain using. Good
real world examples of these are the Sustainable Forestry Initiatives procurement
standard and Forest Stewardship Council's controlled wood standards.

FSC in China and global paper market

Forest Stewardship Council (FSC) chain of custody (CoC) certification in China is
growing faster than anywhere else in the world. To date over 500 companies in China
hold FSC CoC certificates and over 500,000 hectares of forest are FSC certified. China is
now a key player in the global marketplace for paper and timber products and FSC is
the fastest growing forest certification scheme in China.
There is an enormous opportunity for Chinese businesses together with FSC to
transform the national and international paper and timber products trade into a
responsible trade, while at the same time capturing additional value, protecting the
world's forests, benefiting local communities and avoiding illegal sources.
A key to step in growth of FSC certification in China was the formal accreditation in
2007 of the FSC Working Group China, based in the Chinese Academy of Forestry with
over 120 members and the support of many NGOs, businesses and the Chinese State
Forestry Administration. In order to maintain the credibility of FSC certification through
such rapid growth, Accreditation Services International (ASI) managing the FSC
accreditation program, has undertaken an extensive surveillance and auditing program
through 2007 and 2008.
As 30 - 40% of all commercial forests are used for pulp and paper production it is a key
focus for FSC certification, and the increasing availability of FSC certified pulp (over 4.7
million tons in April 2007, 9% of the total global supply) means that it is now possible
for all businesses to use responsible paper and packaging from FSC certified forests and
recycled sources. Major international paper and packaging producers and users are now
choosing to use FSC certified products, leading to increasing awareness of consumers
that by using FSC certified paper and packaging they are supporting the best in
environmental and social standards.

Stora Enso is one of the largest paper and packaging producers in the world, with
around 38 000 employees in over 40 countries. Annual sales are around 13,4 billion
euros. In China Stora Enso has paper production in Suzhou and Shandong, several core
factories, and sales network covering major cities.
Stora Ensos approach to Sustainability is based on balancing economic, environmental
and social responsibilities, and acting globally under common principles. To maximise
its sustainability impact, we engage strategic partners, such as UNDP, UNICEF, WWF
and IFC.
Stora Enso promotes forest certification as one of the most important tools to ensure
sustainable forestry practices. We support all credible forest certification schemes, and
their mutual recognition. In 2007, around 61% of wood purchased by Stora Enso came
from certified sources. All of the wood flows were covered by traceability systems to
ensure legality, 91% of which were third-party certified systems (chain-of-custody,
controlled wood, EMAS and/or ISO14001).
In China, Stora Enso is active in forest certification development. We are one of the
pilot companies for testing the national certification standard, and we actively
participate and support the development of FSC in China.
