In 2001, a year after Azim Premji and N R Narayana Murthy were named technology pioneers at the World Economic Forum, Vinay L Deshpande, the chairman and managing director of a small technology company in Bangalore, figured in the WEF technology pioneers list. While the chairmen of Wipro and Infosys, now 63 and 62 years old respectively, are firmly entrenched as legends of Indian IT folklore, Deshpande, 62, considered by many as one of the founders of the Indian Silicon Valley, is yet to receive the kind of recognition his contemporaries command. Best known for being the engineering face of the worlds first low cost computer the much heralded but minimally adopted Simputer of 2002 Deshpande, now heads Encore Software, a technology products and engineering company. He has been associated with technology in Bangalore since 1973 when he returned with a Masters Degree in Electrical Engineering from Stanford University. You can say we were among the pioneers of the export oriented technology business. The big software services companies were yet to come up. We had to educate the Department of Electronics about computers too, says Deshpande. Systems, which he co-founded in 1976, Deshpande has had a so near but yet so far tryst with large-scale commercial success. The Bangalore police who used donated Simputers extensively for traffic law enforcement five years ago finally decided to plump for Blackberries when it came down to buying hand held devices for traffic policemen. Last year, his company was set to bag a major order for using Simputers in a financial inclusion project of the Rajasthan government but the Assembly elections were declared and the government changed, he says. Deshpande has pinned his hopes on a low-cost mobile desktop device called the Mobilis, an evolution of the Simputer developed with funding from the Council for Scientific and Industrial Research. He is banking on an order for 150,000 of these low-cost mobile desktops by the education ministry in Brazil. Encore Softwares handheld device SATHI (Situational Awareness and Tactical Handheld Information) for the Indian Army built on the Simputer platform reportedly underwent trials even in insurgency areas but nothing has come of that yet. In India there is still no value for Indian technology products. It has been frustrating. People call me a fool for being in research and development for 35 years. But this is creative work unlike services that is almost slavery, he says. According to the Encore Software chairman, he is not against software services but believes creating intellectual property and licencing it around the world is more sustainable over the long term. We sustain ourselves now through the royalties we earn from the technologies developed and licensed around the world, he says. Encore has over the years developed modem, fax and voice over Internet protocol technologies that have been licensed around. According to Deshpande, his company is also on the verge of unveiling a new blockbuster product over the next few months in what is believed to be the low-cost hand held computing and communications systems space. Ultra-low-cost PCs and Mobile Internet Devices seem to be growing in popularity worldwide because of the affordability in education, healthcare, of computing. enterprise and e-governance applications, says Deshpande who believes limited application devices will be the future
