1 General

1.1 Purpose and Scope

This document establishes the site conditions to be used in the execution of the Project. In any case
where guarantees are dependent on the accuracy of this information, it is to be clearly understood that
the Guarantor is solely responsible for independently investigating the requirements for such design
information.
These Site Conditions will govern the production and contents of the following technical documents:
 Technical specifications
 Data sheets
 Flow sheets
 Project Drawings including but not limited to:

1.2 Project Description

Alberta-Pacific Forest Industries (Al-Pac) is undertaking the G4 Parallel Condensing Project to increase
the condensing capacity on its low pressure condensing steam turbine generator (G4). This will enable
Al-Pac bring G4 to its full design capacity, which is required to maximize power production and to take
advantage of future steam savings projects.
The project consists of installing a water-cooled surface condenser (SC) in parallel with the existing
air-cooled condenser (ACC) street. The SC will be installed outdoors on structural steel at approximately
the same elevation as the ACC operating level. A new interconnecting duct will connect the SC to the
existing exhaust duct between G4 and the ACC. Cooling water for the SC will be supplied from the
existing cooling tower. The circulating water piping will tie-in to the existing system above ground in
the evaporator area. The piping will be routed above ground until it leave the building and then
underground to the ACC area. Condensate from the surface condenser will gravity drain to the existing

ACC condensate tank. A new third condensate pump will be installed to maintain a 50% capacity
installed spare and the new condensing capacity.

1.3 Location

The Al-Pac pulp mill is located at latitude 54° 55’ N and longitude 112° 51’ W. Access to the Site is
provided by paved secondary highway at a distance of 215 km from Edmonton, Alberta, Canada and
about 35 km NE of Athabasca, Alberta, Canada.

1.4 Units of Measurement

The project will be engineered using customary Canadian metric units of measurement.

2 Regulatory Requirements

2.1 Regulatory Authorities

Equipment supply shall meet or exceed the requirements of regulatory authorities having jurisdiction,
including:
 ABSA Alberta Boilers Safety Association
 AUC Alberta Utilities Commission
 OHS Occupational Health and Safety Alberta

2.2 Codes and Standards

The equipment supplied must meet or exceed the standards explicit and implied by all applicable
Alberta Safety codes.
Design, manufacture and testing of the equipment shall meet or exceed North American codes and
standards, including the latest editions of standards published by the following:

Where a conflict occurs between the Conditions, Standards and Codes provided herein and other
documents, the most stringent shall apply. Al-Pac shall be provided written notification of conflict for
review and reserves the right to modify, change or delete any provided standard to meet current mill
requirements.
All alternates proposed by the supplier to the provided standards shall require prior approval by Al-Pac
or its Designated Representative.

Unless otherwise specified, the referenced Codes and Standards shall be comprised of the latest
editions, including amendments and revisions, as of the date of commencement of the Work.

2.3 Other Regulatory Requirements

In addition to the regulatory authorities and Codes and Standards referenced herein, all other
applicable federal, provincial or municipal laws, regulations or ordinances are to be met. This includes
local codes, standards, regulations and labour agreements having jurisdiction over any of the Work.
Al-Pac shall be provided details of any conflicts between laws, regulations or ordinances and mill
standards for review and reserves the right to modify, change or delete any provided standard to meet
current mill requirements.
