Measurement Science and Engineering (MSE) Research Grant
Programs
NIST’s mission is to drive innovation and industrial competitiveness through measurement science and
standards by cultivating a culture of belonging that integrates diversity, equity, inclusion, and
accessibility in all ways of working. One component is NIST’s ongoing effort to develop a diverse,
world-class pool of scientists and engineers to engage in NIST's measurement science and standards
research, and to support the development of a general population that understands and appreciates
measurement science and standards. NIST also seeks to collaborate with a wide range of organizations,
including but not limited to minority-serving institutions such as Historically Black colleges and
universities, as well as community colleges, in support of NIST's mission.

NIST MEP Competitive Awards Program


NIST MEP invites applications from current MEP Centers for projects that will add capabilities to the
MEP Program by achieving one or more of the criteria set forth in 15 U.S.C. 278k-1(e)(3) and may
give priority during the selection process to proposals that will also address one or more of the Program
Themes described in Section I. of this NOFO.
Application Deadline: Electronic applications will be accepted, processed, and considered for funding,
subject to the availability of funds and subject to the publication of an amended or a superseding
NOFO under this program.

NIST MEP Disaster Assessment Program


NIST invites applications from current recipients of Manufacturing Extension Partnership Center
cooperative agreements (MEP Centers) to perform assessments of small- and medium-sized
manufacturers (SMMs) in areas subject to a FEMA Disaster Declaration. These assessments should be
designed to identify the impact, if any, to the operations of the SMMs as result of the subject disaster.
Application Deadline: Applications for funding pursuant to this NOFO must be received by NIST no
later than 60 calendar days following the date that a Major or an Emergency Disaster Declaration is
declared by the Federal Emergency Management Agency (FEMA Disaster Declaration) for all or a
portion of an impacted State or of Puerto Rico.

Precision Measurement Grant Program


The Precision Measurement Grant Program (PMGP) is seeking applications from eligible applicants
for research work in the field of fundamental measurement, testing the basic laws of physics, and/or the
determination of fundamental constants, with emphasis on pressing problems or emerging
opportunities.

MEP Center State Competition


This Funding of NIST MEP is seeking applications from eligible applicants to enter into a cooperative
agreement to operate an MEP Center in one of the following states: Texas, Tennessee, New
Hampshire, Oklahoma, Michigan, Virginia, Connecticut, North Carolina, Oregon, Colorado, and
Indiana. The MEP Center will provide manufacturing extension services to small and mid-sized
manufacturers (SMMs) and will become part of the MEP National Network™, which consists of 51
MEP Centers located in every State and Puerto Rico, and over 1,440 trusted advisors and experts at
approximately 460 MEP service locations.

FY2024 Manufacturing USA Institute – AI for Resilient Manufacturing
This funding is to establish and operate a Manufacturing USA institute focused on the use of artificial
intelligence (AI) to strengthen the resilience of U.S. manufacturers. NIST expects to select an applicant
or applicant team capable of establishing and leading a public-private partnership that will integrate
expertise in AI, manufacturing processes, and supply chain networks to conduct applied R&D projects
that address industry-wide needs for innovation. The AI for Resilient Manufacturing (AI MFG) –
Manufacturing USA (AI MFG USA) institute is also expected to cultivate the development of a world-
leading workforce needed to deploy institute-developed AI technologies into industrial use.

CHIPS AI/AE for Rapid, Industry-informed Sustainable


Semiconductor Materials and Processes (CARISSMA) Competition
This NOFO seeks applications for industry-informed, university-based artificial intelligence-powered
autonomous experimentation (AI/AE) collaborations, including research and development, education
and workforce development, and related activities relevant to sustainable semiconductor materials and
processes.

FY 2025 NIST Small Business Innovation Research Program Phase I


The NIST Small Business Innovation Research (SBIR) Program Phase I is seeking applications from
eligible applicants to explore the technical merit or feasibility of an innovative idea or technology with
the aim of developing a viable product or service, and/or a standard, that will be introduced to the
commercial marketplace.

National Advanced Packaging Manufacturing Program (NAPMP)


Advanced Packaging Research and Development (R&D)
Applications such as high performance computing and low-power electronics, both needed for artificial
intelligence (AI), require leap-ahead advances in semiconductor advanced packaging. This Notice of
Funding Opportunity (NOFO) seeks proposals for R&D activities that will establish and accelerate
domestic semiconductor advanced packaging through investments in five (5) R&D Areas: (1)
Equipment, Tools, Processes, and Process Integration; (2) Power Delivery and Thermal Management;
(3) Connector Technology, including Photonics and Radio Frequency (RF); (4) Chiplets Ecosystem;
and (5) Co-design/Electronic Design Automation (EDA).

FY 2021 – FY 2023 EDA Planning and Local Technical Assistance:
Atlanta, Austin, Denver, Chicago, Seattle, Philadelphia
Under the Planning program, EDA makes Partnership Planning, Short-Term Planning, and State
Planning awards to eligible recipients to create and implement regional economic development plans
designed to build capacity and guide the economic prosperity and resiliency of an area or region.
Application Deadline: This opportunity will remain in effect until superseded by a future
announcement.

FY 2023 Disaster Supplemental


Subject to the availability of funds, awards made under this NOFO will help communities and regions
devise and implement long-term economic recovery strategies through a variety of non-construction
and construction projects, as appropriate, to address economic challenges in areas where a Presidential
declaration of a major disaster was issued under the Robert T. Stafford Disaster Relief and Emergency
Assistance Act (42 U.S.C. § 5121 et seq.) (Stafford Act) “as a result of Hurricanes Ian and Fiona, and of
wildfires, flooding, and other natural disasters occurring in calendar years 2021 and 2022….”
EDA is excited to announce the launch of its new grants management platform: the Economic

user experience, higher data quality, and more efficiency throughout the entire grant lifecycle.

FY 2023 EDA Public Works and Economic Adjustment Assistance


Programs
EDA is excited to announce the launch of its new grants management platform: the Economic
Development Grants Experience (EDGE). EDGE was developed to streamline the application and
grants management process by implementing a single platform with increased transparency, improved
user experience, higher data quality, and more efficiency throughout the entire grant lifecycle.

FY 2021 - 2023 Economic Development RNTA
EDA provides strategic investments on a competitive merit basis to support economic development,
foster job creation, and attract private investment in economically distressed areas of the United States.
Under this NOFO, EDA solicits applications from applicants in order to provide investments that
support research and technical assistance projects under EDA’s R&E and NTA programs. Grants and
cooperative agreements made under these programs are designed to leverage existing regional assets and
support the implementation of economic development strategies that advance new ideas and creative
approaches to advance economic prosperity in distressed communities.

2024 Build to Scale


This grant program supports organizations that may be operating initiatives to unlock investment
capital across a region or sector, operating programs to accelerate company growth, empowering the
next generation of entrepreneurs, or otherwise enabling technology commercialization. Frequently,
entrepreneurs working in one or a set of related industries and technologies benefit from
complementary resources, facilities, and labor markets. Awards made under Build to Scale may only
fund operational and programmatic costs related to developing and supporting regional innovation
initiatives. Award funds may not be passed or transferred directly to beneficiaries (i.e., participant
startup companies and individuals) served by the program being funded by award funds. EDA invites
organizations that support technology- and innovation-centric, high-growth companies (including but
not limited to startups) as they develop, demonstrate, and deploy the next generation of critical and
emerging technologies to apply.

State Digital Equity Capacity Grant Program (2024)
The State Digital Equity Capacity Grant Program is the second of three digital equity programs
authorized by the Infrastructure Investment and Jobs Act of 2021, Division F, Title III, Public Law
117-58, 135 Stat. 429, 1209 (November 15, 2021) also known as the Digital Equity Act to promote
digital inclusion activities and achieve digital equity. The Digital Equity Act consists of three funding
programs: (1) the $60 million State Digital Equity Planning Grant Program; (2) the $1.44 billion State
Digital Equity Capacity Grant Program; and (3) the $1.25 billion Competitive Grant Program. The
State Digital Equity Capacity Grant Program will provide funds to States and U.S. Territories to
implement the State Digital Equity Plans developed pursuant to the State Digital Equity Planning
Grant Program. The State Digital Equity Capacity Grant Program NOFO also establishes a
competitive program to make both State Digital Equity Planning Grant Program funds and State
Digital Equity Capacity Grant Program funds available to Native Entities to carry out digital equity
and inclusion activities consistent with the Digital Equity Act.
Application Deadline:
1. Complete applications from the 50 states, the District of Columbia, and the Commonwealth
of Puerto Rico must be received no later than 11:59 p.m. (ET) on May 28, 2024.
2. Complete applications from U.S. Territories (other than the Commonwealth of Puerto Rico)
must be received no later than 11:59 p.m. Eastern Time (ET) on July 31, 2024.
3. Applications for Indian Tribes, Alaska Native entities, and Native Hawaiian organizations
(“Native Entities”) will open on September 25, 2024, and all Native Entity applications must be
received no later than 11:59 p.m. Eastern Time (ET) on February 7, 2025.

Digital Equity Competitive Grant Program


This Competitive Grant Program will support efforts to achieve digital equity, promote digital
inclusion activities, and spur greater adoption and meaningful use of broadband among the Covered
Populations. Specifically, the Digital Equity Act authorizes funds to be used for the development and
implementation of digital inclusion activities that benefit the Covered Populations; programs that
facilitate the adoption of broadband by Covered Populations to provide educational and employment
opportunities; training programs that cover basic, advanced, and applied skills; workforce development
programs; access to equipment, instrumentation, networking capability, hardware and software, or
digital network technology for broadband services at low or no cost; and the construction or operation
of public access computing centers for Covered Populations.

FY 2024 – 2026 - Broad Agency Announcement (BAA): Initial
This Announcement is a mechanism to encourage research, education and outreach, innovative
projects, or sponsorships that are not addressed through NOAA’s competitive discretionary programs.
Funding for activities described in this notice is contingent upon the availability of appropriations in
the fiscal years applicable to the application. Applicants are given notice that funds have not yet been
appropriated for any activities described in this notice. Publication of this announcement does not
oblige NOAA to review an application beyond an initial administrative review, or to award any
specific project, or to obligate any available funds. Successful proposals directly support NOAA Ocean
Exploration priorities including increasing diversity, equity, inclusion, and accessibility in the
education program.

FY 2024 Atlantic Salmon Habitat Restoration Partnership Grants


The objective of these grants is to support the recovery of the Gulf of Maine Distinct Population
Segment of Atlantic salmon. Proposals will be evaluated based on alignment with program priorities,
including: 1) consistency with priority habitat restoration actions identified in the 2019 “Recovery
Plan - Distinct Population Segment of Atlantic Salmon” and the “Species in the Spotlight Priority
Actions: 2021-2025”; 2) improvement of fish passage and connectivity between the Gulf of Maine and
freshwater spawning and rearing habitats within designated Critical Habitat; 3) incorporation of
proven restoration techniques, focusing on removal of barriers as the highest priority.

Regional Resiliency & Vulnerability Assessments for Ocean and


Coastal Acidification (RVA OA25)
The NOAA Ocean Acidification Program is requesting proposals for collaborative projects that
synthesize ocean and coastal acidification information at a regional scale. This announcement
specifically addresses priorities for how ocean and coastal acidification - in the context of changing
ocean conditions - affects dependent human communities (the human dimensions of ocean and coastal
acidification). This includes the identification and engagement of interested partners and groups, the
assessment of their needs, and the generation of products and tools that support management,
adaptation, and resilience to ocean and coastal acidification. These projects should provide actionable
information to decision makers and/or bolster the resilience of the nation’s economy by determining
where societal vulnerabilities to ocean and coastal acidification exist or are emerging.

Sea Grant Programs Only - FY2025 Establishing and Supporting
Partnerships with Minority Serving Institutions (MSIs) in Aquaculture:
Regional Collaboratives
This NOFO is for proposals are sought that will support research projects and programs to create up to
four Regional Collaboratives (one per region) focused on enhancing engagement of Minority Serving
Institutions (MSIs) in aquaculture, with up to $1,000,000 available for each. MSIs are defined as
institutions of higher education that serve minority populations. For a list of institutions that are
considered MSIs, please refer to the following link provided by NASA's MSI Exchange.

FY2025 NMFS-Sea Grant Fellowship in Population and Ecosystem


Dynamics and Marine Resource Economics
This notice announces that applications may be submitted for the 2025 NMFS-Sea Grant Fellowship
in Population and Ecosystem Dynamics and Marine Resource Economics. When an interested student
is applying, be sure to specify your project’s focus area in your title page: either Population and
Ecosystem Dynamics (PED), or Marine Resource Economics (MRE). See Section IV.B, Content and
Form of Application, for more information. Interested students are strongly encouraged to reach out
to the Sea Grant program in their state/territory at least one month prior to the state application
deadline to receive application support and provide notification of intent to apply.

Restoring Tribal Priority Fish Passage through Barrier Removal Notice


of Funding Opportunity under the Bipartisan Infrastructure Law
Round 3
This opportunity is to provide federal financial and technical assistance to Indian tribes and
organizations that represent Indian tribes through formal legal agreements to remove barriers to fish
passage for native migratory or sea-run fish. Funding will be used for fish passage that rebuilds
productive and sustainable fisheries, contributes to the recovery and conservation of threatened and
endangered species, enhances watershed health, promotes resilient ecosystems and communities, and
increases tribal capacity to participate in fish passage barrier removal efforts while improving tribal
commercial, recreational, subsistence and cultural practice opportunities.

Sea Grant Programs Only - FY2025 Aquaculture Legal, Regulatory,
and Policy Grants
This NOFO is to support broad, non-proprietary research projects for a period of up to three years
with the goal of addressing legal, regulatory, and policy topics relevant to U.S. coastal, marine, and
Great Lakes aquaculture communities. Federal funds ranging from $100,000-$250,000 may be
requested per application. Successful proposals will address topical needs (described below) and
preferably include participation and involvement of Sea Grant extension personnel and members of the
aquaculture community, including state regulators/resource managers.

FY25 Pacific Islands - Hawai'i Marine Wildlife Response and Outreach


Projects are being solicited for this NOFO to support specific programmatic activities related to the
following 3 priorities: Priority 1: Hawaiian Monk Seal Management Support, Field Response, and
Outreach: Projects to conduct in-field response and educational outreach for Hawaiian monk seals
occurring on the islands of O'ahu, Maui, Moloka'i, or Hawai'i Island. Funding availability is island and
species-specific. Priority 2: Sea Turtle Management Support, Field Response, and Outreach: Projects
to conduct in-field response and educational outreach for sea turtles occurring on the islands of Maui
or Hawai'i Island. Funding availability is island and species-specific. Priority 3: Native Hawaiian
engagement in cetacean and sea turtle response.

NOAA's Restoring Fish Passage through Barrier Removal Grants


Under the Bipartisan Infrastructure Law- Round 3
The principal objective of NOAA’s Restoring Fish Passage through Barrier Removal Notice of
Funding Opportunity is to provide federal financial and technical assistance to fish passage through the
removal of dams and other in-stream barriers for native migratory or sea-run fish. Funding will be
used for fish passage that rebuilds productive and sustainable fisheries, contributes to the recovery and
conservation of threatened and endangered species, enhances watershed health, promotes resilient
ecosystems and communities, especially in underserved communities, and improves economic vitality,
including local employment.

FY25 Dr. Nancy Foster Scholarship Program
The Dr. Nancy Foster Scholarship Program is seeking applications from individuals, particularly
women and members of minority groups, who, due to financial constraints, may otherwise not be able
to pursue an advanced degree in the scientific disciplines supported by this program.
The NOAA Office of National Marine Sanctuaries conducts, sponsors, and facilitates research to better
understand ecosystems and cultural resources in national marine sanctuaries, their changing condition,
and the significance of threats. The National Marine Sanctuary System uses conservation science to
support policy decisions, develop effective response capabilities, evaluate management practices, and
support broader, NOAA-wide responsibilities for marine conservation and management. Science
priorities are identified through assessments of threats and resource conditions within national marine
sanctuaries and management plans and are necessary to protect and conserve sanctuary resources,
manage risks, reduce threats and respond to unexpected events.

FY2025 National Aquaculture Initiative: Strengthening U.S. Coastal,


Marine, and Great Lakes Aquaculture Through Business Support
National Sea Grant College Program anticipates that approximately $5,000,000 will be available for
research projects and programs that will focus on strengthening U.S. coastal, marine, and Great Lakes
aquaculture via support for the development of new aquaculture businesses, as well as enhancing
existing aquaculture business output, efficiency, and profitability. Successful proposals will address
topical needs (see link above for details) and integrate research and extension. Proposals are sought that
will support broad, non-proprietary research with a goal of enhancing aquaculture businesses, and
preferably include participation/involvement of Sea Grant extension personnel/industry stakeholders.

National Estuarine Research Reserve System (NERRS) Land


Acquisition and Construction Program for Fiscal Year 2025
Each Reserve within this NERRS NOFO is chosen to represent a different bio-geographic region and
to include a variety of ecosystem types in accordance with the classification scheme of the national
program. Each Reserve supports a wide range of beneficial uses important to ecological, economic,
recreational, and aesthetic values, which are dependent upon the maintenance of a healthy ecosystem.
The sites provide habitats for a wide range of ecologically and commercially important species of fish,
shellfish, birds, and other aquatic and terrestrial wildlife.

FY25 NOAA Marine Debris Interception Technologies under the
Bipartisan Infrastructure Law
This funding requires a Letter of Intent (LOI) to be submitted to [email protected] for
competitive review before a full proposal can be submitted. Through this solicitation, NOAA seeks to
support marine debris removal projects with funding available through the Bipartisan Infrastructure
Law (PL 117-58). The overall objective of this funding opportunity is to support the installation,
monitoring, and maintenance of proven marine debris interception technologies to benefit marine and
coastal NOAA trust resources. The Notice of Funding Opportunity describes the types of projects that
are eligible for funding, as well as the proposal requirements and how applications will be evaluated.

FY25 Ocean Acidification Coastal Research: Uniting Investigations


and Shipboard Experiments (OA CRUISE)
NOAA’s Ocean Acidification Program (OAP) is soliciting proposals to complement core observing
activities on its upcoming East Coast Ocean Acidification Cruise (ECOA-4), which targets U.S.
Coastal Large Marine Ecosystems on the North American East Coast from the Scotian Shelf to the
port of Miami, extending from shore to beyond the shelf break. The activities should expand the ocean
acidification (OA)-focused observational and experimental capabilities of this repeated quadrennial

The NOAA Coral Reef Conservation Program (CRCP) invites applications for the establishment of
two Reef Research Coordination Institutes (RRCIs) through cooperative agreements to support the
research, restoration, and management of shallow-water coral reef ecosystems within the U.S. states
and territories. The two RRCIs will be to be known as the “Atlantic Reef Research Coordination

Protected Areas
This NOFO is soliciting proposals under the Regional Ecosystem Research Program for projects to

information will be used to improve the ability of resource managers to address habitat connectivity,

FY 25 Bluefin Tuna Research Program


The objective of the program is to provide a basis for advancing science-based fisheries management
for Atlantic bluefin tuna. Such advancement will depend upon improvements in understanding of the
fisheries, total abundance, and biology of bluefin tuna, especially regarding the effects of mixing and
movement between the eastern and western Atlantic populations. Contracting Parties to the
International Commission for the Conservation of Atlantic Tunas (ICCAT), of which the US is one,
and other partners have embarked upon a multi-year research program on bluefin tuna as a step
toward improving ICCAT's science-based management of Bluefin fisheries. Research sponsored
under this funding opportunity represents a contribution to this partnership.

NMFS is authorized to provide Federal assistance to tribes to support conservation programs for listed
marine and anadromous species under its jurisdiction. This assistance, provided in the form of grants

candidate species or species proposed for listing, as well as post-delisting monitoring of recovered
species. Proposals that address the recovery of one of the following endangered species are also

NOAA Great Lakes Fish Habitat Restoration Partnership Grants


The principal objective of this competition is to provide federal financial and technical assistance to
habitat restoration projects that meet the mission to restore coastal habitats and support the Great Lakes
Restoration Initiative goal to protect and restore habitats to sustain healthy populations of native fish
species in the eight U.S. Great Lakes states. Proposals will be evaluated based on alignment with our
program priorities, including: 1) contribution to GLRI Focus Area 1 (Toxic Substances and Areas of
Concern) goals to implement management actions within Areas of Concern (AOC), and 2)
contribution to GLRI Focus Area 4 (Habitats and Species) goals to restore habitat for native Great
Lakes fish species whose populations have been impacted by habitat degradation.

John H. Prescott Marine Mammal Rescue Assistance Grant


This Grant Program is administered by NMFS to provide federal assistance to eligible members of the
U.S. National Marine Mammal Stranding Network, the U.S. National Entanglement Response
Network, and their collaborators to provide for: (A) the recovery, care, or treatment of sick, injured, or
entangled marine mammals; (B) responses to marine mammal stranding events that require emergency
assistance; (C) the collection of data and samples from living or dead stranded marine mammals for
