Measurement Science and Engineering (MSE) Research Grant
Programs
NIST’s mission is to drive innovation and industrial competitiveness through measurement science and
standards by cultivating a culture of belonging that integrates diversity, equity, inclusion, and
accessibility in all ways of working. One component is NIST’s ongoing effort to develop a diverse,
world-class pool of scientists and engineers to engage in NIST's measurement science and standards
research, and to support the development of a general population that understands and appreciates
measurement science and standards. NIST also seeks to collaborate with a wide range of organizations,
including but not limited to minority-serving institutions such as Historically Black colleges and
universities, as well as community colleges, in support of NIST's mission.

FY 25 MARFIN
The National Marine Fisheries Service (NMFS), Southeast Region, is seeking proposals under the
Marine Fisheries Initiative Program (MARFIN), for research and development projects that optimize
the use of fisheries in the Gulf of Mexico, Puerto Rico, the U.S. Virgin Islands, and off the South
Atlantic states of North Carolina, South Carolina, Georgia, and Florida, involving the U.S. fishing
industry (recreational and commercial), including fishery biology, resources assessment, socio-
economic assessment, management and conservation, selected harvesting methods, and fish handling
and processing. This program addresses NOAA's mission goal "Healthy Oceans."

Inflation Reduction Act: Improving Alaska Flood Monitoring with
Synthetic Aperture Radar (SAR) Imagery
This award will provide Inflation Reduction Act (IRA) funding for grantees to acquire and evaluate
the potential of using commercial Synthetic Aperture Radar (SAR) imagery to help monitor the extent
and impacts of flooding in Alaskan communities. NOAA’s current flood monitoring products for
Alaska have significant limitations as compared to capabilities possible over the contiguous United
States. Challenges include limited satellite data coverage, frequent cloud cover, snow melt, dense forest
cover, ice jams, un-managed rivers, and limited user access. Acquisition and evaluation of SAR
imagery through this award will explore how to address these challenges, improving utilization of
satellite observations and enhancing data accessibility.
