5.0 BIBLIOGRAPHY
The purpose of this chapter is to highlight the requirements for Remote Tap Changer
Control (RTCC), Automatic Bus Transfer Scheme (ABTS) and Automatic Capacitor
Control Scheme (ACCS) at Medium Voltage in Substations in SEC System.
The requirements for Remote Tap Changer Control (RTCC), Automatic Bus Transfer
Scheme (ABTS) and Automatic Capacitor Control Scheme (ACCS) shall be applicable for
three-transformer substation and two-transformer substation.
2.2.1 The AVR Relay shall be equipped with integral line drop compensator,
inverse and definite time characteristic and reverse reactance or circulating
current compensation. Initial and intertap time delays shall be selectable
inverse or definite time characteristics. The relay shall have undervoltage
blocking and overcurrent blocking features in addition to overvoltage
supervision features.
2.2.2 The AVR Relay shall have the facility for testing and obtaining in service
reading without disturbing other devices. All auxiliary equipment for raise,
lower, blocking, SCADA control and for target and alarm purposes shall be
provided. The PT secondary voltage shall be connected to the relay via test
facilities.
2.2.3 The AVR Relay shall have a digital indication to monitor the tap positions
during raise and lower commands. LEDs shall be provided for different
status of indications. AVR devices shall have LCD screen for measurements,
fault and event display and immune to electromagnetic interference.
2.2.4 If the tap position is not in step with other Transformers, then ‘out of step’
indication shall be provided.
The control scheme for RTCC shall be 110 Vac operated. The 110 Vac (55V-0-55V)
control voltage shall be derived from the tap changer motor supply via a 220/110Vac
or 480/110 Vac or 380/110 Vac step down transformer with a center tap grounded
secondary located in the power transformer Local Control Cabinet. The RTCC
supply shall be via the tap changer cabinet local/off/remote selector switch isolating
contacts.
The parallel operating scheme shall be equipped with a blocking scheme capable of
detecting out of step conditions. No transformer RTCC shall be capable of being
selected to master mode if the transformer is not operating in parallel with one of the
other transformers. Selection of master mode on one transformer RTCC shall
automatically force follower mode on the RTCC of the transformer operating in
parallel. Principles based on Circulating Current Scheme shall be used for RTCC
functions if specified in the Project Technical Specifications.
The On Load Tap Changer Local Control Cabinet (OLTC LCC) shall be equipped
with a three position Local/Off/Remote selector switch, which is lockable by padlock
in the “OFF” position. In the “OFF” position, all supply to the OLTC LCC and
RTCC cubicle is isolated (except a.c supply to panel heater). In the LOCAL position,
control is effective from the OLTC LCC Raise and Lower push buttons. In the
REMOTE position, control is effective from the RTCC controls or from SCADA via
the Local/Supervisory selector switch installed on the RTCC.
Under SAS, the transformer OLTC shall derive the RTCC functions through IED
located in transformer bay control panel and all functions of the transformer shall be
integrated with SAS.
The RTCC shall be designed to operate in the Master follower scheme or Circulating
current Scheme. If preferred, the conditions for Circulating Current Scheme shall be
included in the PTS of the project. In Master follower Scheme, each mode shall have
a latching relay with electrical reset. The RTCC shall be provided with an Out of
Step scheme to alarm the out of step condition for transformers operating in parallel
under a Master-Follower scheme.
Raise and lower commands from the local AVR Relay are used to effect
changes in the locally controlled tap changer and the tap changer of the
transformer being operated in parallel.
Raise and lower commands from the local RTCC and OLTC Local Control
Cabinet RAISE and LOWER control push buttons (or SCADA/SAS) are
used to effect changes in the locally controlled tap changer and the tap
changer of the transformer being operated in parallel.
Raise and lower commands from the paralleled Master selected transformer
RTCC are used to effect changes in the locally controlled tap changer (local
RTCC Auto/Manual selection has no effect on operation).
Raise and lower commands from the local AVR Relay are used to effect
changes in the locally controlled tap changer.
Raise and lower commands from the local RTCC and OLTC Local Control
Cabinet RAISE and LOWER control push buttons (or SCADA/SAS) are
used to effect changes in the locally controlled tap changer.
2.7.1 The Master and Follower operation modes shall not be selectable when the
transformer is not actually being operated in parallel with another transformer
and RTCCs operating in Master/Follower modes will be automatically reset
to Independent mode if the paralleling condition is broken.
2.7.3 Selection of a Follower mode RTCC to Master shall cause the existing
Master RTCC to be forced to Follower mode if the transformers are operating
in parallel.
2.8.4 SCADA shall monitor the status and control the mode of operation by
energizing latching relays that have electrical reset coils.When in local mode,
these latching relays are controlled by the scheme push buttons.SCADA shall
monitor all the taps in the tap changer.
2.8.5 SCADA shall be able to select Master or Independent and Auto or Manual
mode.
2.8.6 Once SCADA has selected to “MANUAL” (AVR Out), the tap position can
be manually raised or lowered in Master or Independent modes. Tap changer
operation shall be in such a way that a SCADA raise command corresponds
to a raise in the tap position and a raise in the transformer low side voltage.
2.9.3 The RTCC local controls shall only be able to select valid operating modes as
defined in clause 2.7 above. Local control shall be able to select
Auto/Manual, Master or Independent and shall have manual Raise and Lower
control after selecting to Master or Independent.
2.10.1 If applicable for a two transformer station with normally closed bus tie and
operating under a master/follower scheme, opening of either transformer MV
incomer or bus tie breaker shall automatically select each transformer RTCC
to independent auto mode.
2.10.2 If applicable for a three transformer station, Automatic Bus Transfer Scheme
(ABTS) control shall be possible as long as Local/Off/Remote switch in
the OLTC LCC is in the REMOTE position regardless of the position of
the RTCC Local/Supervisory switch or pre-selected modes. These control
inputs shall enable the ABTS to block or enable automatic operation, match
taps prior to paralleling transformers and select a new Master RTCC as
required.
2.10.3 The Substation Automation System (SAS), if used for control of the
substation equipments, shall be suitable for remote control from the Power
Control Centre through SCADA system and gateway. The bay control panels
(BCPs) shall consist of Bay control Units (BCUs)/Bay protection Units
(BPUs)/Bay emergency control Units (BECUs) instead of conventional local
control panels(LCPs). BCPs shall have control IEDs having local Human
Machine Interface (HMI) and provide the functions of Transducers and
Interposing relays. Bay control Panels shall be completely wired and
adequate terminal blocks shall be provided for termination of external
incoming cables.
3.1.1 The Automatic Bus Transfer Scheme shall be accomplished by the use of
Microprocessor based Programmable Logic Controller (PLC) designed for
use in the substation environment. It shall have the watchdog system
capability to monitor the PLC circuits and identify the defective circuit
and give alarms. These alarms shall be monitored by SCADA. It shall
have an on-off switch which shall also be operated and monitored by
SCADA. The programming procedures shall be easily done without special
knowledge of programming. The Human Machine Interface programming
equipment shall be provided. The PLC shall meet the IEC 61131 and/or
equivalent ANSI/IEEE.
3.1.2 The PLC shall be flexible, extendible if any input/output is needed. The PLC
program shall be able to be read-in and modified by SEC, if needed in future.
The equipment needed to reprogram the microprocessor such as servicing
case, programming unit and video display unit shall be included in the supply
in order to accomplish this task at the field.
3.1.3 The PLC shall be equipped with its own DC/DC converter conforming to the
requirements of IEC standard.

3.1.4 The PLC shall be completely devoted to ABTS and shall not be used as an
annunciator.
3.1.5 Under SAS, the ABTS panel shall be integrated and provided with dedicated
control IED to carryout ABTS functions.
The ABTS scheme operation shall be initiated from Under Voltage condition by a
under voltage relay connected on the transformer incomer and the logic shall be as
follows:
b. ABTS shall check that there is no voltage on the new incomer through
the incomer under voltage relay (27) and fuse failure supervision relay
(98).
c. ABTS shall check that other bus is healthy and energized through the
bus under voltage/over voltage relay (27/59).
d. ABTS shall check that concerned bus is dead through the bus under
voltage/over voltage relay (27/59).
e. ABTS shall check that the new incomer is in service and closed.
f. Then ABTS will trip the already energized incomer of the transformer
after a time delay.
c. ABTS shall check the status that bus tie breaker is closed.
d. After a time delay ABTS will trip the bus tie breaker.
b. ABTS shall check that there is no voltage on the new incomer through
the incomer under voltage relay (27) and fuse failure supervision relay
(98).
c. ABTS shall check that other bus is healthy and energized through the
bus under voltage/over voltage relay (27/59).

voltage/over voltage relay (27/59).
e. ABTS shall check that the new incomer is in service and open.
l. After a time delay ABTS will close the bus tie breaker.
During normal operation, two (2) transformers shall run in parallel and the third
transformer shall operate independently. In the event of a transformer failure, the
remaining two (2) transformers shall operate in parallel to feed the entire substation
load (on all three bus-sections) without interruption of supply.
3.3.2 The ABTS shall prevent undesired operation in any of the following cases:
3.3.3 The ABTS shall ensure the following before giving any closing or tripping
command:
3.3.5 For the case where one of the normally paralleled transformers is lost, the tap
positions of the other transformer shall be matched before transfer.
3.3.6 If the tripped transformer is the “Master” in the voltage control scheme, this
function shall also be transferred to one of the transformers in service.
3.3.9 The transformers shall be on the same tap position before paralleling.
The automatic control of the capacitor banks shall be accomplished by the use of the
Programmable Logic Controllers (PLC).The panel to house PLC and their associated
devices of ACCS shall conform to 31-TMSS-01. The PLC shall be designed to be
used in the substation environment. It shall have the watchdog system capability to
monitor the PLC circuits and identify the defective circuit and give alarms. These
alarms shall also be operated and monitored by SCADA. The programming
procedures shall have following features.
the task at the field. It is the responsibility of the Contractor to train the
Company personnel during the commissioning on the use and programming
of the PLC. The PLC shall be equipped with its own DC/DC converter. It
shall meet the standard of the IEC.
However, annunciation for the PLC should be available for status, fault and
operational progress by LED/LCD screens.
4.1.3 The Contractor shall be responsible for the automatic switching scheme in a
fully operational order. Any material standard required shall be supplied. The
proposed scheme shall be reviewed and approved by the company. The
scheme shall be thoroughly tested during commissioning.
4.1.4 The ACCS shall be provided to perform the following functions minimum,
but not limited to :
1. CASE-1
Bus coupler-1 (BC-1) and Bus Coupler-2 (BC-2) are in open position.
Capacitor Bank-3 (C-3) shall be switched ON when the reactive power of the
Power Transformer T-3 measured (HV side) is above the set value of the
reactive power MVAr-1 and the duration of this reactive power exceeds the

set value of time (t-1). If the reactive power measured is below the set value
of reactive power MVAr-2 and the duration of reactive power below this set
value , is above this set value of time (t-2), the Capacitor Bank-3 (C-3) shall
be switched OFF or remain in OFF condition.
2. CASE-II
Bus Coupler-1 (BC-1) in open position and Bus Coupler-2 (BC-2) in closed
position
Capacitor Bank-2 (C-2) shall be switched ON when the total reactive power
of the Power Transformers T-2 and T-3 measured (HV side) is above the set
value of the reactive power (MVAr-3) and the duration of this reactive power
exceeds the set value of time (t-3). If the total reactive power of Power
Transformers T-2 and T-3 measured is below the set value of power (MVAr-
4) and the duration of reactive power below the set value of reactive power, is
above the set value of time (t-4) , the Capacitor Bank(C-2) shall be switched
OFF or remain in OFF condition.
Capacitor Bank -3 (C-3) shall be switched ON when the total reactive power
of Power Transformers T-2and T-3 measured (HV side) is above the set value
of reactive power (MVAr-5) and the duration of this reactive power exceeds
the set value of time (t-5). If the total reactive power of Transformers T-2 and
T-3 measured is below the set value of reactive power (MVAr-6) and the
duration of reactive power below the set value of reactive power, is above the
set value of time (t-6), the Capacitor bank-3 (C-3) shall be switched OFF or
remain in OFF condition.
3. CASE-III
Bus Coupler-1 (BC-1) is in Close position and the Bus Coupler-2 (BC-2) is
in Open position
Capacitor Bank-2 (C-2) shall be switched ON when the total reactive power
of the Power Transformers T-1 and T-2 measured (HV side) is above the
set value of reactive power (MVAr-5) and the duration of this reactive
power exceeeds the set value of time (t-5). If the total power of
Transformers T-1 and T-2 measured is below the set value of reactive power

(MVAr-6) and the duration of reactive power below the set value of
reactive power, is above the set value of time (t-6), the Capacitor Bank-2(C-
2) shall be switched OFF or remain in OFF condition.
Capacitor Bank -3 (C-3) shall be switched ON and OFF as per the same
condition as specified under CASE-1 for CapacitorBank-3 (C-3).
4. CASE-IV
Bus Coupler-1 (BC-1) and Bus Coupler-2 (BC-2) are in close position
Capacitor Bank-1 (C-1) shall be switched ON when the total reactive power
of Power Transformers T-1,T-2 & T-3 measured (HV side) is above the set
value of the reactive power (MVAr-3) and the duration of this reactive power
exceeds the set value of time (t-3). If the total reactive power of the
Transformers T-1, T-2 & T-3 measured is below the set value of reactive
power (MVAr-4) and the duration of reactive power below the set value of
reactive power is above the set value of time (T-4), the Capacitor Bank -1 (C-
1) shall be switched OFF or remain in OFF condition.
Capacitor Bank -2 (C-2) shall be switched ON when the total reactive power
of Power Transformers T-1, T-2 & T-3 measured (HV side) is above the set
value of reactive power (MVAr-5) and the duration of this reactive power
exceeds the set value of time (t-5). If the total reactive power of Transformers
T-1, T-2 & T-3 measured is below the set value of reactive power (MVAr-6)
and the duration of reactive power below the set value of reactive power, is
above the set value of time (t-6), the Capacitor Bank-2 (C-2) shall be
switched OFF or remain in OFF condition.
For all above cases, if the total current (including the harmonic current)
exceeds the continuous current withstand capability of the Filter, the
controller shall adopt the following strategy regardless of the reactive power
flow in the Transformers.
During these conditions, all the previous normal control logics should be
superceded and suitable alarms and indications should be transmitted to
Control center. Suitable provision for resetting the configuration/logic back
to normal, only by manual resetting, should also be provided.
The minimum inputs to the ACCS shall consist of status of all 132 kV/33 kV
& 132 kV/13.8 kV incomer (Transformer) CBs, bus tie CBs, each 33

The CB of the Capacitor bank once switched OFF shall not switch ON
within 10 minutes. Auto / Manual and Local / Remote selection shall be
provided for the ACCS. In any case the 13.8 kV incomer CBs of
Transformers T-1, T-2 & T-3 are switched ON, the associated Capacitor
shall not switch ON within 10 minutes. Also two nos. Capacitor banks shall
not be connected to a single Transformer.
For Substations with SAS, ACCS Panel shall be integrated and provided with
dedicated control IED to carryout all ACCS functions.
4.2.2 The PLC shall be flexible, extendible, if any additional input/output is needed.
The PLC program shall be able to read in and modified, if needed in future by
the COMPANY Engineers. Therefore, the equipment needed to reprogram the
microprocessor such as the serving case, programming unit and video display
unit shall be supplied by the CONTRACTOR in order to accomplish this task
in the field. It is the responsibility of the CONTRACTOR to train COMPANY
personnel during commissioning on the use and programming of the PLC. The
PLC shall be equipped with its own DC/DC convertor. It shall meet the
standard of the IEC.
However, annunciation for the PLC should be available for status, fault and
operational progress by LED/LCD screens.
The proposed scheme shall be reviewed and approved by the COMPANY. The
scheme shall thoroughly be tested during commissioning.
4.2.5 The ACCS shall be provided to perform the following functions minimum,but
not limited to:
Automatic switching ‘ON’ and ‘OFF’ of the Capacitor bank shall be based on;
1. CASE-I
Capacitor Bank -1 (C-1) shall be switched ON when the reactive power of Power
Transformer T-1 measured HV side is above the set value of reactive power
(MVAr-1) and the duration of this reactive power exceeds the set value of
time(t1). If the reactive power measured is below the set value of reactive power
(MVAr-2) and the duration of the reactive power below this set value exceeds
the set value of time (t2), the Capacitor Bank -1 (C-1) shall be switchd OFF or
remain in OFF position.
Capacitor Bank -2 (C-2) shall be switched ON when the reactive power of the
Power Transformer T-2 measured (HV side) is above the set value (MVAr-1)
and the duration of this reactive power exceeds the set value of time (t1). If the
reactive power measured is below the measured value of reactive power (MVAr-
2) and the duration of this reactive power below the set value exceeds the set
value of time (t2), then the Capacitor Bank-2 (C-2) shall be switched OFF or
remain in OFF position.
2. CASE-II
Capacitor Bank -1 (C-1) shall be switched ON when the total reactive power of
Power Transformers T-1 & T-2 measured (HV side) is above the set value of
reactive power (MVAr-3) and the duration of this reactive power exceeds the set
value of time (t3). If the total reactive power of the Power Transformers T-1 &
T-2 measured is below the set value of reactive power (MVAr-4) and the
duration of reactive power below the set value of reactive power exceeds the set
value of time (t4), the Capacitor Bank-1 (C-1) shall be switched OFF or remain
in OFF position.

ACCS shall also be provided with a facility to modify the setting and/or
bypass/deactivate the settings, as required. The minimum inputs to the ACCS
shall consist status of all 132 kV and 13.8 kV incomer (Transformer) CB(s), bus
tie CBs, each 13.8 kV incomer voltage, each 13.8 kV bus voltage, each
Capacitor bank bus voltage, each Power Transformer’s VAR readings on the
HV side, and status of lockout relays of incomer CB(s)/Capacitor CB(s).
Provision for unbalanced protection shall also be incorporated. ACCS shall
prevent undesired switching in case of transient under voltage conditions.
The CB of the Capacitor bank once switched OFF shall not switch ON within
10 minutes. Auto / Manual and Local / Remote selection shall be provided for
the ACCS. In any case the 13.8 kV incomer breakers of Transformers T-1 or
T-2 shall be switched ON , the associated Capacitor shall not switch ON within
10 minutes.
For Substations with SAS, ACCS Panel shall be integrated and provided with
dedicated control IED to carryout all ACCS functions.
