1.0 PURPOSE
The purpose of this document is to define the technical requirements for the Substation
Annunciator Panel on the Borouge Project. It is provided to the CONTRACTOR for the
specification and definition of the COMPANY’S minimum requirements for the
WORKS.
Any references to VENDOR define the requirements to be imposed on the VENDOR by
the CONTRACTOR.

2.0 DEFINITIONS AND ABBREVIATIONS

2.1 DEFINITIONS

For the purposes of this specification, the following definitions shall apply:
COMPANY – means Abu Dhabi Polymers Company Limited (Borouge) and its
successors in interest.
CONCESSION REQUEST – refers to a technical or other deviation requested by the
CONTRACTOR or VENDOR to COMPANY. Its submission is often linked to an
authorization to modify the design, to use, repair, recondition, reclaim, or release
materials, components or equipment already in progress or completely manufactured but
which does not meet or comply with COMPANY requirements. A CONCESSION
REQUEST is subject to COMPANY approval.
CONTRACTOR – means a party contracted to COMPANY to carry out work or services
to the Project.
GOODS – means any and all things, including but not limited to materials and equipment
(including spare parts) required to be incorporated in the WORK.
PROJECT – means the Borouge Project at Ruwais, Abu Dhabi, UAE.
VENDOR – means any and all persons, firms, partnerships, companies, bodies, entities
or a combination thereof including sub-vendors and suppliers, who are providing
GOODS, and the successors and assigns of such persons, firms, partnerships, companies,
bodies, entities or a combination thereof.
Shall and Must– indicate a mandatory requirement.
In addition, supplementary definitions are contained in Article 1 of the AGREEMENT.

3.0 CODES AND STANDARDS


It shall be the CONTRACTOR’S responsibility to comply with the requirements of all
Codes and Standards which are applicable to meet the Specification.
The following Codes and Standards form a part of the Specification:
International Electrotechnical Council (IEC)

IEC 60439 Low Voltage Switchgear and Controlgear Assemblies.

IEC 60529 Specification of Degrees of Protection Provided by Enclosures (IP


Code).

IEC 60947-3 Low-Voltage Switchgear and Controlgear Part 3: Switches,


Disconnectors, Switch-Disconnectors and Fuse-Combination Units.

The edition or revision of the Codes and Standards shall be the edition current at the
EFFECTIVE DATE of the AGREEMENT.
CONTRACTOR shall advise COMPANY of any changes to Codes and Standards after
the EFFECTIVE DATE. CONTRACTOR shall comply with COMPANY instruction to
comply with any changed Codes and Standards.
CONTRACTOR shall advise of conflict among any referenced Codes and Standards and
any technical specification, and COMPANY will determine which shall govern.

CONTRACTOR shall advise COMPANY of any changes to Reference Documents after
the EFFECTIVE DATE. CONTRACTOR shall comply with COMPANY instruction to
comply with any changed Referenced Documents.
CONTRACTOR shall advise of conflict among any Reference Documents and any
technical specification, and COMPANY will determine which shall govern.

5.0 DOCUMENTATION REVIEW


The CONTRACTOR shall notify the COMPANY of any apparent conflict between this
Specification, Codes and Standards, Referenced Documents and any other applicable
documentation (ie Datasheets, AGREEMENT).
The CONTRACTOR shall prepare a tabulated list of discrepancies between any of these
documents for review with the COMPANY. Resolution of any conflict shall be obtained
from COMPANY in writing before proceeding.

6.0 SPECIFICATION DEVIATION/CONCESSION CONTROL


Any technical deviations to this Specification shall be sought by the CONTRACTOR
only through the CONCESSION REQUEST procedure. Refer to TID-PR-028- Project
Concession Requests.
COMPANY will review and consider all proposed CONCESSION REQUESTS.
Approval may be granted at COMPANY’S discretion. No proposed technical deviation
shall be implemented prior to approval being granted. Technical deviations implemented
prior to approval shall be subject to rejection.

7.0 QUALITY CONTROL


CONTRACTOR and VENDOR shall comply with the requirements of TID-GU-052-
Guidelines for Quality Management Requirements for CONTRACTORS and TID-
MAN-013 – Quality assurance manual for projects.
The Criticality Rating (CR) System outlined in Project Specification BGS-MU-013 shall
be used by CONTRACTOR to develop the design checking levels and minimum
requirements for shop inspection, testing and material certification given in Project
Specification BGS-MU-014.
Regardless of the Criticality Rating CONTRACTOR shall review the VENDOR’S
documentation to ensure compliance with the requirements of the AGREEMENT.
CONTRACTOR shall develop a list of Criticality ratings for all equipment items.

8.0 DOCUMENTATION
CONTRACTOR and VENDOR shall comply with the requirements of the TID-MAN-
029 - Engineering Software/Database Requirement FEED/EPC, TID-MAN-030-
Engineering CADD Systems Manual, TID-GU-003 - Engineering Data Handover to
Borouge and TID-GU-008 - Engineering Document Numbering.

9.0 SERVICE CONDITIONS


In addition to requirements stated in this specification and related documents, the
customized Project Overall Design Basis shall be used in the design and construction of
this Equipment

10.0 SPARE PARTS
The CONTRACTOR shall ensure that the requirements of the Specification BGS-MU-
003, Spare Parts are met.

11.0 PAINTING
The CONTRACTOR shall ensure surfaces are prepared and painted in accordance with
Specification BGS-MX-001, Painting.

12.0 PACKING, SHIPPING AND STORAGE


As a minimum, the CONTRACTOR shall ensure that items are packed for shipment in
accordance with the requirements of BGS-MU-002 - Preservation and Export Packing
Procedure.
The CONTRACTOR shall ensure that detailed and specific instructions for the
preservation and maintenance of equipment while stored at the construction site, from
receipt at site to operational start-up, shall be delivered to construction site with the
equipment. Such instructions shall include as a minimum the preservation and
maintenance schedule, preservative materials, lubricants to be used etc.

13.0 DESIGN/MANUFACTURE

13.1 TECHNICAL REQUIREMENTS

Annunciator panels shall be suitably rated for the power supply system as follows:
110V DC Unearthed.

13.1.1 Mode of Operation


The annunciator sequence shall be 1st Up-Fleeting Alarm Manual Reset.

a. A 0-60 second adjustable timer shall be provided to enable the audible to be de-
energized at a selected setting.

b. After “ACKNOWLEDGE” the klaxon will not operate on new alarm conditions
until the “RESET” is operated.
c. If “RESET” is operated before the first or subsequent alarms have returned to
normal the first alarm indication will revert to a steady indication. The next alarm
to appear will indicate as a first alarm with the klaxon “ON”!.
Input to individual alarm relays shall either be from N/O or N/C remote contacts.
A suitably sized DC-DC converter shall be included in the scope of supply. The
converter shall have a lockable two pole incoming isolator.
Annunciator logic shall be hand reset electronic type with lamp indicators and must be
proven under site conditions specified in Section 10.2 of BGS-EU-001.
Each panel shall be provided with an alarm for remote indication. This alarm shall be
initiated from a configurable N/O or N/C contact. In addition to this, each individual
window shall be provided with configurable N/O or N/C 1A contacts for any additional
repeat annunciation requirements.
Panel shall be supplied with relay to provide main supply failure alarm at remote point.
VENDOR to allocate one window of each panel to show “power on” and system
operation.
Sufficient terminals shall be provided to permit easy disconnection (and short-circuiting,
if necessary) of individual alarm signal circuits for maintenance purposes.
Test facilities shall also be provided.

13.2 CONSTRUCTION

The alarm panel shall be flush fronted and arranged for front access only. The front shall
be hinged for ease of access and shall be fitted with a lock.
For indoor installation the enclosure shall be wall or free standing floor mounted and
constructed from sheet steel. The enclosure shall have a minimum degree of protection to
IP41 per IEC 60529, without considering the floor as part of the enclosure.
Doors and removable panels shall be provided with non-absorbent, non-stick neoprene
gaskets to minimize the ingress of dust.
For outdoor installation the enclosure shall be wall or free standing floor mounted types.
The enclosure shall have a minimum degree of protection of IP55 and be suitable for use
in an area as detailed in the CONTRACTORS documents.
Live parts shall be fully guarded and shielded against inadvertent contact during
inspection, operation or minor maintenance.
Annunciator panel shall be bottom entry only. Suitable undrilled removable gland plate
shall be provided.

13.2.1 Internal Wiring and Terminals


Wiring is to be carried out in PVC insulated cable 600/1000V Grade per BS6231.
The minimum conductor size shall be 1.5 mm2; cable sheath colors are to be consistent
with the service to which they are connected.
Only one conductor shall be connected to each terminal; additional linked terminals shall
be provided where more connections are required.
All wiring shall be clearly identified at both ends by individual non-ambiguous
characters using barrel type ferrules. Where a wire terminates with a different number
from that on the terminal then the wire shall have double numbering.

All wires to be fitted with a double crimp sleeve or bootlace ferrule prior to termination.
All annunciator panel wiring shall be within the minimum bend radius requirements and
suitably clipped to prevent chaffing, etc. of the insulation in service.
Clamp type terminal blocks shall be used whenever possible.
All connections to incoming and outgoing cables shall terminate in an insulated terminal
block mounted at least 150 mm above the gland plate.
Terminals to be labeled with alarm point reference.
Labels shall be made from white/black/white traffolyte, engraved in 5mm letters and be
fixed by screws. They shall include the main designation label for the alarm panel.
Annunciator window inscriptions shall be in accordance with the data sheets attached to
the CONTRACTOR’S documents. Annunciator windows shall be red for all trip
annunciations and amber for non-trip annunciations.

13.2.2 Anti-condensation Heaters


Annunciator panel shall be equipped with anti-condensation heaters of sufficient capacity
to prevent the formation of condensation within the enclosure under the service
conditions specified in BGS-EU-001.
The heater shall be supplied from an external 240V, 50Hz single-phase supply,
terminated in a separate terminal box fitted with a gland plate and warning label.
The heater shall be supplied complete with lockable ON/OFF switch and thermostat.
When the heating system is live, this shall be indicated by a prominently situated red
light.

13.2.3 Earthing
Annunciator panels shall be provided with an earth bar which shall extend the full length
of the panel
All metallic non-current carrying parts shall be bonded to the earth bar.
Annunciator panels shall be provided with an external M10 brass earth stud, complete
with nuts, spring washers and plain washers. This stud is to be electrically continuous
with all structural members and sections.
Doors shall be bonded to the main enclosure by means of a flexible braided copper
connection which cannot be trapped when opening or closing the door.

14.0 PAINTING
The annunciator panels shall be fully tropicalized.
The annunciator panels shall be painted in accordance with VENDOR’S standards.
The color finish shall be Gray to RAL 7035 for indoor installation, Green to RAL 6011
for outdoor installation.

15.0 INSPECTION AND TESTING


The following tests shall be conducted at the VENDOR’s works in accordance with the
standards specified in Section 3.0 of this specification and witnessed by the
CONTRACTOR or his appointed representative.

A copy of all test reports shall be provided.

16.0 SPECIAL TOOLS


All special tools required for erection, commissioning and maintenance of the unit shall
be provided by the VENDOR.

17.0 GUARANTEES AND PERFORMANCE


The VENDOR shall guarantee, in accordance with general conditions, that the equipment
shall meet the performance conditions specified in this specification and the data sheets.
