Supply, installation, testing and commissioning of Two number (1R + 1S) of Water Cooled Chiller

AC unit – 150 TPH, with Condenser Pumps, Chiller Pumps, Cooling Towers, Air Handling Units,
Electrical Panels and all its accessories, inclusive of all Civil, Mechanical & Electrical Jobs, in
turnkey basis in PLATE MILL.

1) Existing System:-

Plate Mill has different types of AC installed in the following Areas:-

a) 40 TPH Water Cooled Chiller plant- The chiller plant consists of two nos. of water cooled
Chiller Plant (capacity 40 TPH). The chiller plant has
i) 2 nos of 40 TPH Water Cooled Chiller plant
ii) 2 nos of condenser pumps
iii) 2 nos of chilled water pumps
iv) 2 nos of Cooling Towers
v) AHU – 10 TPH (Cogging Gallery), 5TPH (Hot Crop Shear Cabin), 5TPH(Leveller Cabin),
5TPH(Cooling Bed-1 Cabin), 5TPH (Cooling Bed -2 Cabin)
b) 40 TPH Condensing Type (DX) Chiller Plant – This AC is installed for ECR-6 Cabin. This consists
of
i) 2 nos of 45 TPH Condensing Type (DX) Chiller Plant ( Model – WCUR0450MNT,
Capacity – 135000 KCAL/HR, Make - Voltas)
ii) 2 nos of condenser pump
iii) 2 nos of Cooling Towers
iv) 2 nos of AHU – 30 TPH each
c) Package AC 7.5 TPH for ECR-5 – This consists of
i) 2 nos of 8.75 TPH Water Cooled Package AC (Model – 50BA008, Nominal capacity –
22500 KCAL/HR, Make - Voltas)
ii) 2 nos of condenser pump
iii) 2 nos of Cooling Towers
d) Package AC 7.5 TPH for Charging & Discharging – This consists of
i) 4 nos of 8.75 TPH Water Cooled Package AC (Model – 50BA008, Nominal capacity –
22500 KCAL/HR, Make - Voltas)
ii) 2 nos of condenser pump
iii) 2 nos of Cooling Towers

The above items includes piping & ducting in different areas as given above.
2) Technical Specification:-

(I) CHILLER AC UNITS, 2 Nos. (1R+1S) for Cogging Gallery, Hot Crop Shear Cabin, Leveller
Cabin, Cooling Bed – 1 Cabin, cooling Bed – 2 Cabin, Marking Machine Room, Charging
Cabin, Discharging Cabin, ECR-5 & Cr#315 Cabin

a) Water Cooled Chiller/Packaged AC unit, 2 Nos., Cooling Capacity of each AC unit: 160 TR
(Minimum). Each unit consisting of:

(i) Screw compressor with one refrigeration circuit suitable for refrigerant R-134a or better.
Refrigerant pipes should be of ACR grade copper.
(ii) Microprocessor/manual control. Electronic/Manual reset type HP/LP control,
thermostat, electronic/thermostat expansion valve, differential water pressure switch,
balancing valves, non-return valves, strainer, etc.
(iii) Electrical panel complete with suitable contactors, motor control relays, single phase
preventers, overload relays & power breakers for individual pump motor & compressor
suitable for 3ph, 415v ± 10%, 50Hz ± 5% & control voltage of 230v ± 10%, 50Hz.
(iv) The chiller/packaged unit is to be seated on vibration dampener.
(v) Shell & tube type water-cooled condenser and chiller with suitable dial temperature &
pressure gauge at inlet & outlet of condenser.
(vi) Digital display unit for indicating temperature, humidity, RYB current, breakdown details,
etc.
(vii) Spare microprocessor control module, if microprocessor control panel is provided.

b) WATER CIRCUIT :-
(i) Suitable size & capacity of 3ph, 415v, 50c/s centrifugal pumps, 3 nos. (2W+1S) for chiller
line. Necessary DOL starter of BCH/Siemens/L&T/Schneider/ABB. Condenser inlet/outlet
valves and pump inlet/outlet valves, Float valve etc.
(ii) Suitable size & capacity of 3ph, 415v, 50c/s centrifugal pumps, 3 nos. (2W+1S), suitable
for condenser water lines. Necessary DOL starter of BCH/Siemens/L&T/Schneider/ABB.
Condenser inlet/outlet valves and pump inlet/outlet valves, Float valve etc.
(iii) 3 nos (2W+1S) of Induced Draft Cooling Towers.
(iv) Pot strainer along with proper size Butterfly valves.
(v) Dial type pressure gauge (For pump inlet & outlet).
(vi) Chilled/Condenser water pipe lines with Bends, Tees, Elbows & Flanges. All MS pipes size
150mm or below, must be of ‘C’ class as per IS: 1239 for water line.
(vii) All water lines to be painted with Red Oxide & two coat of Green paint.
(viii) Motor must be IE3, of 3ph, 415v ± 10%, 50 Hz ± 5% & control voltage of 230v ± 10%,
50Hz.
c) AIR HANDLING UNIT:-

Floor mounted DX air handling units of capacity compatible with condensing unit & complete
with blower, expansion valve, TEFC motor with drive package, DX type cooling coil, drain
pan and filter for filtering air down to 10 micron 90% efficiency. AHUs shall be connected to
new ducts as required.

3) Scope of work:-
a) Dismantling work of existing AC Units of to start only after completion of supply of all
materials as per BOM and project scope and erection of alternate pipelines. The vendor
needs to dismantle the old AHU, Compressors etc. and then install the new units. All work
required for the dismantling of old unit, installation of new units including civil work are
in the scope of the work of the bidder.
b) Dismantling of existing condensing unit, AHUs, condenser water pumps cooling tower
pipes, valves, electrical panels and other accessories is in the scope of the bidder.
c) Construction of RCC Foundation for PAC units, Pumps etc.
d) Shifting of items from Modernization Store to site. Approx. distance 2 KM.
e) Installation of items at site.
f) Laying & fixing of pipes from cooling tower to condenser pump inlet of AC unit & from
condenser pump outlet to condenser inlet & condenser outlet to cooling tower. Pot
strainer, valves, bends, elbows, flanges etc. are to be fitted at appropriate places in
pipeline.
g) Laying & fixing of chilled water lines from chiller unit via chilled water pumps to main
header lines inside the machine room. Pipes are to be insulated as per relevant standard.
h) Water drains facility in the machine room & from machine.
i) Erection of electrical panel and necessary connection to pumps, package AC/Chiller unit
with interlocking from given source.
j) Illumination in & around of the building.
k) Laying of Ducts and restoration of false ceiling in cabins & ECRs.
l) Double earthlings of drives of packaged AC/chiller units, pumps & other electrical
installations from existing source.
m) Necessary interlocking of pumps with chiller unit.
n) Scope for showing status in PLC’s by providing spare contacts for upward stream to
existing PLC.
o) Commissioning of the package AC/Chiller units & stabilization of technical parameters.
p) Shifting of the scraps & debris generated during the job, to be shifted to a suitable place
as designed by department.
q) Supply, erection and commissioning of Motor Control Centre (MCC) and the electrical and
instrumentation equipment of the entire Air Conditioning System is in the scope of the
bidder.
r) Successful tenderer will have to terminate the Incoming cables with MCC panel. Only
Incoming Cables will be provided by RSP. All spares and consumables like cable trays, GI
cable clamps, cable lugs, earthing materials , supports, Danger Boards will be supplied by
successful tenderer .
s) All motors will be double earthed from two different earth pits(within 100meters) from the
location of installation. Motor Make : ABB/ CGL / Bharat Bijlee Ltd. / SIEMENS /BHEL
LENZE / Kirloskar / Havells.
t) Any other minor civil, mechanical or electrical job not specifically included in scope of
work but required for successful commissioning of the AC units is at party’s scope.
3. SCOPE OF RSP :
(i) Necessary 3ph, 415v, 4-wire power supply.
(ii) To provide local storage space.
(iii) Crane to be provided by RSP for shifting & lifting of heavy equipment.

4. SCOPE OF THE TENDERER :


(i) All the jobs of supply, erection, testing & commissioning in all respect is in the scope of the
bidder in turnkey basis.
(ii) All the construction materials (civil, electrical & mechanical) required to complete the erection,
testing &commissioning jobs, will all respect are in the scope of the bidder, in turnkey basis.
(iii) Delivery Schedule –
a) Supply of Goods: 6 Months from the date of placement of purchase order.
b) Supply of Service (dismantling, erection, Installation, Testing & commissioning): 03 Months
from receipt of the material at our store.
c) Total duration – 12 months from the date of placement of purchase order.

5. ERECTION & COMMISSIONING

5.1 Preliminary Acceptance:

(a) The erection of the supplied item will be done by the Firm, under the direct supervision of the
firm and RSP, during the time, mutually agreed by the contractor/Firm and RSP, without or
minimum disturbance to the running Plant.
(b) On completion of erection of the facilities by the firm, performance test runs for the erected
equipment shall be conducted by the firm for minimum 48 hrs. This test shall comprise idle,
no load and part load trial run as mutually agreed by RSP.
(c) During the performance tests the system shall be operated under the supervision of the
successful tenderer. If required, RSP shall provide necessary operating personnel.
(d) Should the continuous operation of the system during the performance tests be interrupted
due to difficulties either with the system, machinery & equipment supplied by the successful
tenderer or the inadequacy of successful tenderer’s supervision of erection, testing & start-
up or due to defect in erection work, as the case may be, then the performance tests shall be
re-started and run again for the whole of the specified period of tests run prior to the
interruptions to be reckoned as part of the aforesaid specified period, in which case the test
shall be run for the duration of the balance period on re-commencement.
(e) If the results of the performance tests are not satisfactory, then the successful tenderer shall
repeat the tests after necessary rectifications and adjustments within 10 days or any other
period mutually agreed upon with RSP from the date of the proceeding tests. Maximum three
(3) nos. repeat tests shall be allowed unless otherwise agreed to be RSP. Not achieving the
performance parameters will have a bearing on the credential of the tenderer.
(f) The contractor shall be solely responsible to provide competent and adequate supervision to
ensure that assembly and erection work are in compliance with the equipment manufacturers
specifications, drawings and/or instructions. The contractor shall not make any alternations
to facilitate assembly or erection work, without prior approval of RSP.
(g) All assembly an erection procedures adopted by the contractor shall be open for assembly or
erection procedures shall not in any way relieve the contractor of his responsibility for proper
erection of the equipment.
(h) The tenderer shall include for erection, start-up and putting into commissioning including
performance tests of all equipment, system & accessories supplied by him, as well as those
that may be procured form/fabricated by other bases on his drawings & specifications.
(i) Provision of all spares required for commissioning of the equipment and for its efficient
operation until provisional acceptance after demonstration of satisfactory performance in
accordance with the guarantees, these items shall be bases on the tenderer’s experience in
commissioning similar plants in the past. The commissioning spares are to be included in the
main offer & must be at site along with the main equipment. The tenderer shall be responsible
for having the required items at site in sufficient quantities.
(j) After successful test, RSP shall issue Preliminary Acceptance Certificate (PAC) for subsequent
commissioning of facilities.

5.2 COMMISSIONING :

After the issue of Preliminary Acceptance Certificate, the Firm shall start up and commission the
facilities as per Technical Specification of a continuous period of 72 hours.

5.3 GUARANTEE PERIOD :

The Supplier shall have to provide a guarantee for a period of 12 (twelve) months from the date of
commissioning or 18 (eighteen) months from the date of supply of the materials / equipment to
SAIL-RSP Stores, whichever is earlier. In case any manufacturing defect is discovered / observed in
the supplied materials / equipment within the guarantee period under normal operating conditions
of the materials / equipment, the same shall have to be rectified / replaced by the bidder at no
extra cost to SAIL-RSP. If If any material supplied fails within the Guarantee Period, SAIL-RSP will
inform about the same to the Supplier. After such intimation, the Supplier shall be liable to remove
/ lift back such materials for repair / replacement.

6.1 DOCUMENTS TO BE SUBMITTED:

(A) ALONG WITH OFFER


a) Bid specific OEM/latest authorized dealer certificate of offered make.
b) Technical catalogue of offered Package AC unit.
c) Proof or Purchase/work order for supply, installation & commissioning of Package AC units
of Similar or higher Power rating in integrated steel plant/Govt. Organisation/
PSU’s/Limited company.
d) Bill of material
e) Schematic diagram
f) List of deviations
g) Power requirement
h) General view of layout
i) Manufacturer original product catalogue
j) Manufacturer authorization certificate
k) Any other as per PR

(B) AFTER PLACEMENT OF PURCHASE ORDER FOR APPROVAL :


a) Civil Drawing of the building
b) Electrical drawing.
c) Dimensional diagram
d) Water line diagram
e) Equipment layout diagram with mounting, arrangement, and termination details etc.
f) Specification data sheet
g) Equipment general view
h) Quality assurance plan for equipment

(C) OTHER MATERIALS, TOOLS AND TACKLES TO BE SUBMITTED :


a) Operation & maintenance manual (1 no Hard copy and 1 no soft copy) of offered
equipment along with supply.
b) All other materials like special tools tackles etc. during commissioning.
c) As built drawing after commissioning.

7.1 BIDDERS ELIGIBILITY CRITERIA :


a) The bidder shall be Bid specific OEM or his authorized System House/Channel
Partner/Dealer. Bidder to submit relevant document for the same.
b) Bidder should have successfully completed supply, erection and commissioning of at least
01 no. system of same or higher rating/HVAC Packaged or water cooler package including
mechanical work in any integrated steel plant under any Govt. Organisation/PSU’s/Limited
company in last 07 (seven) years from the date of NIT. Bidder to submit PO/work order
copy and job completion/commissioning certificate for proof of the same.
c) The average annual financial turnover of the bidder for last 03 consecutive financial years
ending in March 2023 should not be less than Rs.1.0 Cr. Copies of audited balance sheet
plus profit & loss account should be submitted by bidder in support of the above.
d) The bidder must visit the site and should produce site visit certificate from owner deptt.
e) The Bidder shall have own service centre or workshop in Rourkela for immediate technical
service support.

8. AMC (Annual Maintenance Contract) :

a) As Non Comprehensive AMC is also a part of scope bidder shall submit PO work order copy
or work certificate of CMC (Screw Chiller System) under any integrated steel plant under
any Govt. Organisation/PSU’s/Limited company in Odisha.
b) The bidder should quote, separately for NON COMPREHENSIVE AMC for the quoted item
for a period of not less than 2 (two) years.
c) At least 2 (two) persons should be appointed by the contractor all time for regular
maintenance and preventive maintenance.
9. TRAINING :
Bidder shall provide training to Engineers/Supervisors of Plate Mill and AC department, RSP, SAIL,
at purchaser’s site for two/three days. Training shall include operation, maintenance, trouble
shooting and nay other issues that arise during commissioning.

10. PAYMENT TERMS :


(A) For Supply Component:
a) 80% against GARN of supplied items.
b) 10% after completion of commissioning.
c) 10% after guarantee period of 1 (one) year from the date of commissioning.

(B) For Service Component:


Running Bill will be applicable for construction job (civil & mechanical) on actual job basis.

11. TERMS & CONDITIONS :


a) The tenderer shall visit the site and satisfy himself thoroughly, regarding the workability of
the supplied equipment and system and shall take full responsibility of the guaranteed
performance of the equipment.
b) The tenderer is fully and solely responsible for the timely completion of the equipment and
the system.
c) All work to be carried out with prior approval of RSP.
