WHEREAS, the Child Development Workers serve as DSWD's biggest contingent of service
providers to our preschool children. Their primary function is to assist in the care of potentially
neglected children. They are among the most hardworking and committed volunteers;
WHEREAS, considering the importance of the role they play in raising the preschool children
of our disadvantaged families, it is only but fitting to provide augmentation of the honorarium
they receive from the Municipal Government;
WHEREAS, this proposed regulation is consistent with the provision of the local government
code, which provides augmentation to Local Government Units and promotes the welfare of the
Child Development Workers and CDW Aides and the status of implementation of Child
Development Service in our municipality;
Section 1. Title. This ordinance shall be known as the "Child Development Center Ordinance of
Agoncillo, Batangas 2024."
Section 2. Purpose and Intent. The purpose of this ordinance is to strengthen the program of
the local government on child care development and establish guidelines for the use of the Child
Development Center and hiring of child development workers to recognize their valuable
contributions to the community and ensure transparency and fairness in the disbursement of their
monthly honorarium.
Section 3. Definitions. For this ordinance, the following terms shall be defined as follows:
1. Volunteer Daycare Worker - a person who voluntarily provides childcare services to the
community without monetary compensation but is eligible for an honorarium as specified herein;
2. Child Development Worker - a person responsible for the holistic development of children in
the development in the municipality's daycare centers;
4. Early Childhood Care and Development (ECCD) System - refers to the full range of health,
nutrition, early education, and social services development programs that provide for the basic
holistic needs of young children from age zero (0) to four (4) years;
5. Child Development Centers (CDC) - as defined under RA No. 11650, daycare centers that are
implementing health, nutrition, early education, and social services development programs that
provide for the basic holistic needs of learners with disabilities below five (5) years old to
promote their optimum growth and development;
6. Child Development Teachers - refers to Child Development Workers who have qualified
under Section 5 of this ordinance.
7. Child Development Workers Aide - refers to Child Development Workers who have qualified
under Section 6 of this ordinance.
Section 4. Registration at Municipal Child Development Center. Parents who are willing to
register their child under the Municipal Child Development Center shall abide by the rules in
accordance with the law and shall undergo an agreement and pay the following fees:
Fees may increase based on the recommendation of the MWSDO, subject to the approval of the
Local Chief Executive.
Section 5. Registration at Barangay Child Development Center. Parents who are willing to
register their child under Barangay Child Development Centers shall abide by the rules in
accordance with the law and shall undergo an agreement and pay the following fees:
The first Php 50.00 shall be used as payment for CDW Aide and the other Php 100.00 shall be
used for maintenance, supplies, educational materials, and other needs for the learning and
development of the children.
Section 6. Requirements for Child Registration at Child Development Centers. Aside from
the fees mentioned in Sections 4 and 5, the parents or guardians of the child shall submit the
following:
2. Attend Family Development Sessions (FDS) and Parent Effectiveness Services (PES) to be
held at the Child Development Centers;
4. No child should be taken out of or brought to the Child Development Centers unless
necessary;
5. Parents or guardians of children registered at CDCs shall provide food for Supplemental
Feeding and other items needed for the children as part of the Child Development Service
Program;
6. Junk food and artificial drinks are not allowed to be given to children while inside the CDCs'
premises;
7. Payments for the Child Development Center fees must be made on the designated day and
date and they shall be given to the Child Development Workers assigned at the CDCs where the
child is registered;
c) Attended basic training or seminars related to Early Childhood Care and Development or
Early Childhood Education;
d) Skills in community mobilization and effective oral communication, preferably one who is
computer literate;
e) Completed On-the-job training for one and a half months certified by a CDW trainer noted by
the MSWDO;
f) Attended the ECEP/ECCD training duly certified by the CDW trainer and noted by the
MSWDO (Submit a photocopy of Certificate of Participation).
c) Attended basic training or seminars related to health, nutrition, early education, social
services, and other related topics;
Section 10. Exemption and Privileges. All Child Development Workers who are currently
listed and performing as such and who have been certified by the MSWDO as Service Providers
and Child Development Worker Aides are exempt from the stringent qualifications provided
under Section 8 and Section 9 hereof. Only those who are currently listed and certified by the
MSWDO at the time of approval of this ordinance shall enjoy this privilege or exemption. The
privilege/exemption is hereby granted to them in grateful recognition of their years of
service/experience, dedication, and commitment to their duties as certified by the MSWOO
before the enactment of this ordinance.
The hiring of new CDWs and CDW Aides shall strictly follow the qualifications set forth under
Sections 8 and 9 hereof upon the approval of this ordinance.
The aforementioned Service Providers or CDW shall have the same rights and privileges enjoyed
by the Child Development Teachers, Child Development Workers, and Child Development
Worker Aides in accordance with their appointment or designation.
They shall also be given the privilege of undergoing training and seminars duly approved in the
programs prepared by the MSWDO/PSWDO/DSWD.
Subject to the availability of funds and in accordance with DBM and COA rules and regulations,
the LGU of Agoncillo may, through appropriate legislative measures, grant monetary incentives
to CDWs.
Section 11. Monitoring and Evaluation. The MSWDO shall conduct regular monitoring and
evaluation of Community Daycare Workers' performance to ensure that they continue to meet
the eligibility criteria for receiving the honorarium. Non-compliance with the criteria may result
in the suspension or termination of the honorarium.
The daycare workers/child development workers or aides are also tasked to do the following:
2. Submit updated Master List Reports of Child Development Services implementation quarterly
to the MSWDO;
3. Attend pertinent activities of Municipal/Provincial Child Development Workers.
Section 12. Caveat. The Child Development Worker and Center shall pass the accreditation set
forth by the ECCD Council. The failure to comply with this provision shall cause the termination
of daycare workers who did not pass the accreditation from service.
The pre-assessment shall be done by the internal assessor and external provincial assessor or
accreditor designated or assigned for the purpose.
Section 14. Penalties. The following penalties shall be applied to any CDW who violates this
ordinance:
a) The honorarium of CDWs received from the LGU shall be Php 6,000.00 quarterly and may be
subject to increase as the LGU deems it necessary. The CDWs shall obtain a certification from
the MSWDO signifying that they are qualified to receive the honorarium;
b) The payment for the services of Child Development Worker Aides shall be obtained from the
Monthly Participation Fee (MPF) as prescribed in Section 5 of this ordinance and shall be
released monthly by the CDW;
c) The honorarium of CDWs shall be released every quarter by the Municipal Treasurer's Office;
d) The honorarium shall be paid directly to eligible daycare workers through their designated
bank accounts or other approved payment methods.
Section 16. Funds. The local government of Agoncillo, Batangas shall appropriate the necessary
funds in its supplemental or annual budget for the successful implementation of this program.
Section 17. Separability Clause. Any provision or portion of this ordinance found to be
unconstitutional or invalid shall not impair the other provisions or parts thereof, which shall
continue to be in force and effect.
Section 18. Repealing Clause. Any or all ordinances, rules, and regulations which are
inconsistent or in conflict with the provision of this ordinance are hereby repealed and modified
accordingly.
Section 19. Effectivity. This ordinance shall take effect upon its approval.
