WHEREAS, the Barangay Development Council has endorsed for approval and adoption
by the Sangguniang Barangay the three (3) year Barangay Development Plan (2024-2026)
for Barangay Batiano, Municipality of Odiongan, Province of Romblon;
WHEREAS, after review, the said Barangay Development Plan, as attached, is found to be
aligned with the development policies of the Barangay Government and the Municipal
Development Council;
RESOLVED FURTHER, that copies of this Resolution be forwarded to all concerned for
their information and consideration.

WHEREAS, the barangay as the basic politics unit serves as the primary planning and implementing unit of
government policies, plans, programs, projects and activities in the community and as a forum wherein the
collective views of the people may be expressed, crystallized and considered;
WHEREAS, Section 106 of RA 7160 provides that each LGU shall have a comprehensive multi sectoral
development plan to be initiated by its development council, and the development council shall assist the
Sangguniang in setting the direction of economic and social development, and coordinating development
efforts within its territorial jurisdiction;
WHEREAS, Section 107 and 109 of RA 7160 prescribed the composition and functions of the Development
Council at levels of LGUs;
WHEREAS, with the assumption to office of newly elected OSCA and TODA officials, it is imperative that
reorganization of the Barangay Development Council (BDC) be undertaken;
NOW, THEREFORE, I, Hon. LEONARD Z. LOZADA, Punong Barangay of Barangay Batiano, Odiongan,
Romblon, do hereby order that:
Section 1. ORGANIZATION and COMPOSITION. The Barangay Development Council (BDC) of Barangay,
Batian, Odiongan, Romblon is hereby reorganized and shall be composed of the following:
Chairperson : Leonard Z. Lozada Punong Barangay
Section 2. FUNCTIONS. The Barangay Development Council shall have the following functions:
1. Mobilize people’s participation in local development efforts;
3. Monitor and evaluate the implementation of national or local programs and projects; and
Section 3. BDC EXECUTIVE COMMITTEE. The BDC shall have an Executive Committee which shall
represent it and act in its behalf, to be composed of the following:
SECTION 4. FUNCTIONS OF THE BDC EXECUTIVE COMMITTEE. The BDC Executive Committee shall
exercise the following functions:
1. Ensure that the decision of the BDC are faithfully carried out and implemented;
3. Formulate policies, plans, and programs, based on the general principles laid down by the council;
and

PREFACE
This Barangay Development Plan was prepared to serve as a tool and guide for both the
local officials and the constituents of the barangay.
CHAPTER 1 – INTRODUCTION
1.1 Rationale

Barangay Local government units are mandated to provide basic services in the barangay
in order to promote the overall development of the community and its people. However,
most of the barangays especially in rural areas do not have enough funds to implement all
of its identified plans, programs and projects unlike the other barangays in urban areas.
Thus, the need to prioritize the projects in order to maximize the utilization of limited
funds.
The plan is primarily aimed at presenting and appreciating the existing situation by the
barangay people themselves, analyzing the situation using standards and other means of
measurement to come up with identification of needs and corresponding interventions.
This plan is made as basis and guide of the BLGU officials in the barangay in order for its
barangay’s vision and mission will be gradually fulfilled.
The scope and coverage of the plan is limited to the Barangay of Batiano, Odiongan,
Romblon for the period of Three (3) years. The plan is composed of two (2) parts, the
barangay profile which is the result of the participatory situational analysis which defines
the collective ideas of the residents in terms of the history, culture and traditions, and
resources as well as their strengths, weaknesses, opportunities and threats. The second
part is the barangay development plan that starts with the expression of the collective
vision and mission and presentation of their sectoral programs and projects.
CHAPTER 2 – BACKGROUND
Historical Background
Batiano, located in the town of Odiongan, Tablas Island, has a rich history that dates
back to the pre-Spanish era. Before the arrival of the colonizers, Aetas and other
indigenous tribes inhabited this area.
The term "bati," which means "wake up," and Mariano's pet name "Ano," were
combined to create the name. When Ano and his wife were living pleasantly close to the

seaside, the wife was shocked to see a large group oup of Moro vinta approaching the
coast. She shouted at her sleeping husband, "Bati, Ano, mga Moros!”-which translates to
"Wake Up. Ano there are Moros coming!"- in a loud voice. The men were warned and
ready to engage the Moros in a life-or-death struggle. Indeed, these valiant ancestors of
Odiongan gave the invaders a humiliating loss, and the disheartened Moros were not
brave enough to even approach the location again. Ano's wife was one of the people
credited with the jubilant victory, and to honor her crucial contribution to their success,
they gave their place the name Batiano.
During Spanish rule, Batiano became part of the encomienda system where tribute
was collected from residents for their protection. In 1903 during American colonization
period Batiano gained its independence and became one of Odiongan’s official barangays.
Today, Brgy. Batiano is home to approximately 1,295 people who continue to honor their
heritage through cultural celebrations such as fiestas and folk dances. Its historical
significance makes it not only an interesting place to visit but also an important reminder
of our country’s past.

Health
Among the diseases that the recurring and occurs during the rainy season are fever,
cough and cold. A Barangay Health Station was also established manned by Health
Workers and assisted by BHW and BNS.

Education
EDUCATIONAL INSTITUTIONS
There is only one (1) complete Elementary School located at Purok Sampaguita. It
occupies an estimated area of 1 hectare of government-owned land. It has twenty (20)
teachers manned by a school principal. The school has twenty (20) instructional
classrooms with LRC (Learner's Resource Center), and the Principal's Office Building.
Social Welfare
a.PRE-SCHOOL CHILDREN
Elderly persons who comprise 12% of the total population. Some of them are not
registered as senior citizen but they are encouraged to register to the Office of the Senior
Citizen Association (OSCA) in Municipality of Odiongan.
Basketball and Volleyball tournaments and other sporting activities are held annually
especially during fiestas and/or Linggo ng Kabataan. School is also having sports activities
bringing the school children into a spirit of sportsmanship. Barangay covered court is also
a venue of the constituents for their recreation during free time.
There are 1 active CVO in the barangay. Their duties and responsibilities are to protect
and provide safety on the life and properties of all the constituents in the barangay. They
attended skills training conducted by the Provincial Government in coordination with the
PNP to learn new strategies of crime prevention and enhance awareness in anti-
emergency efforts of the government. On illegal drugs, barangay Batiano was already
certified as Drug free Barangay in the year 2024 and as of today the barangay continue
the state of a Drug free Barangay.
Proper environmental management is one of the goals of barangay Batiano. From the
Barangay Risk Reduction to Waste Management, the barangay government initiated some
measures to protect and preserve its environment.
BARANGAY OFFICIALS
Administration of Justice
To carry out the Barangay Justice System, the Lupong Tagapamayapa was organized in
the Barangay which is composed of ten (10) members. The Lupon exercises administrative
supervision over the conciliation of parties in disputes. . Lupon meets regularly to provide
forum to have an exchange of ideas among the members and the public in matters
relevant to amicable settlement of the disputes.
SANGGUNIANG BARANGAY
The barangay being the basic political unit, serves as the primary planning and
implementing unit of government policies, plans, programs and activities in the
community, and as a venue wherein the collective view of the people may be expressed
and considered, and where disputes may be amicably settled. The organizational structure
of the barangay government of Batiano places the Punong Barangay at the helm of local
government leadership. Under the Punong Barangay are the members of Sangguniang
Barangay and SK Chairperson who serves as the local legislative body. Under the
supervision of the Punong Barangay are the Barangay Secretary, Barangay Treasurer and
Barangay Tanods

Health
Existing Situation
Barangay Batiano, Odiongan, Romblon has its own Health Center and has a total of 6
BHWs, 1 BNS, 1 nurse, and 1 regular midwife and performing health basic services such as
Operation Timbang Plus, Deworming, Vitamins Distribution, Immunization, family planning
and Birth Control Program. Insufficiency of Medicines is the primary problem the barangay
is facing.
Goal
To provide the essential and improve quality health services delivery system as a means
of achieving a quality life for all the Barangay populace .

Education
Existing Situation
There is only 1 Elementary School in the barangay located at Purok Sampaguita, Barangay
Batiano, Odiongan, Romblon. It occupies an area of 1 hectare (s), more or less donated by
the Honey Mijares, De Juan, Fabreo, Formilleza and Fabello. It has enough teachers and
classrooms, 20 teachers manned by a school principal and has 20 classrooms, 1 computer
room and a School Principal Building. Batiano has also Day Care Center with a Day Care
Worker hired by the barangay. The distance from community to school by purok is
estimated in 100 to 300 m away.

To provide quality education and promote the importance of education.

Social Welfare
Existing Situation
The Social Welfare organizations and instrumentalities are organized in the barangay with
the support of the Municipal Social Welfare and Development Office. However, some civil
society organizations are inactive due to no fund that can be used, Lack of
materials/equipments/facilities and lack of support/participation from its members.
Goal
To uplift the living conditions of the distressed and disadvantaged individuals, families,
groups and communities for them to become self-reliant and active participants in local
development.

Objectives
1. To promote equal attention, Care, protect and rehabilitate the socially disadvantaged
constituents for effective social functioning for the families.
2. To provide social welfare service package to clienteles on the basis of their needs for all
ages.
3. To provide relief and appropriate crisis interventions for the victims of abuse and
exploitation.
4. To strengthen the programs towards the total development and protection of children.
5. To initiate measures that will improve the livelihood and economic conditions of the
residents.
Existing Situation
The most common sports and recreation facilities existing in the barangay is the Barangay
Multi-Purpose Building which holds the different sports and recreational activities. The
following are the analysis in the current situation of the barangay:
Objectives
To enable the populace to cope up with the need to maintain a mentally alert and
spiritually sound mind, physically healthy bodies and to promote smooth interpersonal
relationships, camaraderie, strong sense of mutual respect the following objectives are
set.
a. To conduct regular sports activities and competitions to start from the purok level and
the barangay.
b. To provide sufficient funding allocation for the acquisition of sports equipment in the
barangay.
c. To minimize if not eradicate illegal gambling activities during sports competition in the
Barangay.
Existing Situation
There are 6 active members of Barangay Tanod in the barangay. There is a police
community precinct in barangay. The following are the current situation the barangay is
facing:

1. To provide needed facilities for peace and order.
4. To enhance the skills and knowledge of the peacekeepers through trainings and
seminars.

Existing Situation
Barangay Batiano is 3 kilometers away from the Odiongan Town. While the public Modes
of Transportation in the Barangay is a tricycle and motorcycle. Owning a vehicle has
become a common practice for many residents due to the convenience and flexibility it
offers. Having a vehicle provides individuals with the freedom to travel independently,
whether it's commuting to work, running errands, or going on road trips.
Goal
To provide effective and efficient transportation support facilities for the overall
development of the Barangay.
Objectives
In order to promote accessibility to and from the barangay, these following objectives are
set:
Water
Existing Situation
There is no Barangay Water System in the Batiano. Based on gathered 2024 Barangay
Profile Survey data of the barangay, one of the identified problems of the community is
the lack of water supply during dry season.
At present is planning to ask for aid to higher government units for the construction of the
water supply project.
Goal
To ensure the provision of sufficient, safe and potable water supply for the entire
barangay.
Objectives
1. To be able to distribute sufficient water supply services in the barangay.
Power
Existing Situation
The existing electric service in the barangay comes from Tablas Island Electric
Cooperative, Inc. based at Odiongan, Romblon. All the sitios are already reached and
served by TIELCO. This company serves 644 roofs in the barangay. For the lighting
purposes, mostly wood, electric stove and Liquefied petroleum gas (LPG) are used.

To continue services even during power interruption. To maintain and improve the power
connection in the barangay for the convenience of all .

To ensure the maintenance of good power supply, these objectives are set:

ENVIRONMENTAL SECTOR
Existing Situation
The solid waste system in the barangay poses significant challenges and concerns. The
barangay currently faces issues such as inadequate waste segregation practices, limited
collection frequency, and improper disposal methods. As a result, there is a visible
accumulation of litter and waste in public areas, leading to environmental degradation and
health hazards for residents.
The lack of a robust waste segregation program in Barangay Batiano has resulted in mixed
waste being disposed of together, making it difficult to recycle and manage waste
effectively. Additionally, the irregular collection schedule and limited resources for waste
disposal have led to overflowing garbage bins and scattered litter in the barangay,
creating an unsightly and unsanitary environment.

Objectives:
a. To formulate Barangay Solid Waste Management Plan.
c. To plant more trees and preserve, protect and maintain ecologically- balanced
environment.
Monitoring & Evaluation is vital in tracking the implementation of the identified programs,
projects and activities in the Barangay Development Plan, if said PPAs were implemented
based on the plan, and determining if PPAs are instrumental in achieving the goals and
objectives as well as in determining if PPAs have an impact to the constituency and the
community. In order to monitor and evaluate the PPAs reflected in the BDP, the
assessment for the monitoring of PPAs accomplishment will be guided by the following
table below.
