1 INTRODUCTION:
ADNOC operates crude production facilities situated in various locations, including ASAB, SAHIL, SHAH,
QUSAHWAIRA, MENDER, BAB, BUHASA, and NEB (Al Nouf /Ra). The crude oil extracted from these stations is
directed to MP-21, and from there, it is transported to the export terminals located at JEBEL DHANNA and
Fujairah. Arrangements are in place to deliver crude oil to the refineries at Umm Al Nar (ABU DHABI) and
RUWAIS.
To maintain reservoir pressure, a strategy involving the injection of aquifer water and re-injection of produced
water is being employed. Project Wave embodies ADNOC's efforts to ensure an additional source of water for
injection in ADNOC fields. The project's objective is to use treated brine as an alternative water source for all
ADNOC fields, including BAB, BU HASA, NEB, and South-East. Due to its extensive scope, the project has been
divided into several components, each catering to a specific design area.
The responsibilities encompassing engineering design, procurement, inspection, testing, installation, pre-
commissioning, commissioning, performance testing, and handover will be carried out by the Project Company
and its EPC Contractor. Subsequently, the operation and maintenance of these components will be taken over
by ADNOC. The EPC Contract for Component 3A has been awarded to the Petro jet.
Project Wave is one of ADNOC ++ initiatives. Potential benefits of utilizing brine water as source of water for
injection demand includes:
Contain aquifer depletion and adverse impacts of pressure decline in aquifer reservoirs.
Reduce future CAPEX & OPEX by reducing the number of Water injection clusters, ESPs, pulling hoist,
manpower, power consumption, etc.
Potentially improve reservoir ultimate recovery through reducing Oil/Rock interfacial tensions and adhesive
forces.
Considering the wide scope, the project has been broken down into components, each component caters for
a specific design area. Refer to figure below for project’s components:

a) Component-1 (by others): caters for the seawater treatment plant. This component involves seawater
intake, outfall, pre-filtration, SRP filters and deaeration. The battery limit of this component terminates
at the sea water treatment plant’s outlet. This component is in third party scope.
b) Component-2 (by others): caters for the supply pipeline network scheme with respect to number of
pipelines, intermediate pumping as well as pipeline’s metallurgy. The battery limit of this component
starts from the outlet of the sea water treatment plant and terminates at the inlet of the receiving fields.
This component is in third party scope.
c) Component-3A (This project): caters for the treated seawater injection pumps and high pressure and
low-pressure injection pipeline headers. The battery limit of this component starts from the tie-in TP-01
into the 56” pipeline supplying the Injection Pumps and includes the main headers (with valved
connections for sub-headers), chemical injection skids, pig traps, evaporation ponds and associated
civil/structural and E&I works.
d) Component-3B (by others): caters for the in-field distribution network to pump treated water to injectors.
The battery limit of this component starts from the isolation valves on the main headers and includes
the sub-headers (along with associated pig traps, evaporation ponds as applicable), flowlines, injector
wells tie-in, as applicable. De-congesting the existing water injection clusters and associated facilities
(by demolition) is also part of the scope, where applicable.
To provide treated seawater for the injection to BAB and BU HASA fields.
Building and commissioning new seawater injection pump stations (including pumps and chemical injection
skids) and injection network.
Building pipeline headers with sub-headers up to blinded isolation valves which will be used to extend branch
sub-headers and flowlines to distribute seawater to injector wells.

6 ORDER OF PRECEDENCE:
All design and construction shall be performed in accordance with the Specifications, Standards, Codes,
Regulations, latest Shell DEPs etc. listed in the Contract. In any areas of conflict, the order of precedence in
the use of the revisions of the above as at the Effective Date of the Contract shall be as follows:
• The Laws, Standards and Regulations of the United Arab Emirates.
• International oil and gas industry Codes, Standards and Recommended Practices (all where specified in
the above or, where none of the above is applicable, as proposed by Contractor an Approved by ADNOC).
• CONTRACTOR’s Response to ADNOC Clarification after Technical Clarification Meeting during Tendering
Stage.

In cases of conflict between documents in the same level of the hierarchy, the most stringent requirement
shall apply.
In all such cases CONTRACTOR shall provide its interpretation in writing of the most stringent requirement
for ADNOC Onshore Approval utilizing a Technical Query sheet (to be obtained from ADNOC Onshore). In
all such cases of conflict ADNOC Onshore decision shall be final.
Notwithstanding the above hierarchy, CONTRACTOR shall comply with all requirements as specified in this
document regarding the development of the documents required for detailed design and engineering.
CONTRACTOR shall comply with the specifications and standards, where industry standards, etc., or the
Contract FEED documents allow alternative design considerations, the more stringent interpretation shall
apply, unless a formal written waiver has been obtained by CONTRACTOR from ADNOC Onshore.
Omission of any specific requirement in any Contract technical document shall not constitute a conflict with
another document that includes the requirement.

1. The bevelled surface and adjacent material over a distance of at least 50 mm shall be free from scale, rust,
grease, paint and foreign material.
2. All qualification welds shall not be subjected to NDE before 24 hours after completion of welding.
3. All long seams shall lie on top half of the circumference of the pipe-joints.
4. Number of passes will vary according to joint thickness.

List of the inspection and testing methods relevant to the PQR are:

thicknesses and all type of welds it must Preheat of 200°F (95°C) is applied prior to welding on any nominal

2- EEMUA Publication 235 edition 1 – 2019 Guidance on PWHT for P1 C Mn Steels Clause 1 Background
It is mentioned in this guidance that “The 2014 edition of ASME B31.3, and later editions, waived this requirement
subject to two constraints: multiple layer welding for steel thickness > 5mm, and a minimum preheat of 95°C
(200°F) prior to welding steel thickness > 25mm (1 in).
That is mean if welded joint above 25mm thickness preheated above 95°C prior to welding it is no need for stress
relieve (PWHT) (attachment No 2).

Welds shall be stress relieved when the effective weld throat (see Figure 434.8.6-2) exceeds 11∕4 in. (32 mm),
unless it can be demonstrated by welding procedure qualification tests, using materials of the same specification,
type, and grade with an effective weld throat that is equal to or greater than the production weld, that stress

relieving is not necessary. Welds in carbon steels having an effective weld throat larger than 11∕4 in. (32 mm) and
not larger than 11∕2 in. (38 mm) may be exempted from stress relieving if a minimum preheating temperature of
200°F (93°C) is used. The welding procedure specification shall specify when stress relieving and/or heat
treatment is required due to composition, thickness, welding process, restraint of the weld joint, or service
conditions. When required, the welding procedure qualification test shall include stress relieving and/or heat
treatment of the completed test joint. The post weld stress-relieving and heat treatment requirements in ASME
B31.3 or ASME BPVC, Section VIII, Division 1 or Division 2 may be used as a guide for minimum stress-relieving
and heat-treating requirements.
• In general, any weld above 32 mm shall be stress relived, unless it can be demonstrated by welding procedure
qualification tests, using materials of the same specification, type, and grade with an effective weld throat that is
equal to or greater than the production weld, that stress relieving is not necessary
• For CS larger than 32 and not larger than 38 may be exempted from stress relieving if a minimum preheating

BACKGROUND /JUSTIFICATION:
• Line Pipes do not have heat treatment it will be TMCP as per Approved TQ No: P30280A-PTJ-TQ-GN- 0012
so EPC contractor propose make field joints without PWHT and make all required recommended precautions.
• EPC Contractor will make preheat with induction heating coil with homogeneity around the pipe circumference
and measure preheat temperature far from the bevel by 75mm by infrared device according to ADNOC
Requirement and minimum preheat temperature not less than 95°C
• EPC Contractor will make demonstration of WPS and PQR to achieve the requirement of data sheet and design
requirement.
• EPC Contractor has previous experience for make WPS & PQR with high thickness without PWHT at previous
project with Pipeline with ENI for DNV code of offshore pipeline with sour service (Copy attached No.2)
• EPC Contractor has approved TQ No: P30280A-PTJ-TQ-GN- 0012 for waiving PWHT to high thickness for
seam weld of pipes so contractor require to consider this approved TQ as a reference for field girth weld joints
(copy attached No.3)
