Price Monitoring and Analysis Country Brief

Key Messages

Bangladesh
January-April 2011

Food prices have shown an upward trend in the last year and are now stabilizing but remain at high levels. Nominal rice price has exceeded the highest levels observed in 2008. Despite the 2010 good harvests, localized food supply shortages and market access difficulties persist, with vulnerable communities continuing to experience food insecurity. Food security conditions were affected by a cold wave that hit the country constraining people s ability to work. The government plans to build stocks with imports and support people by continuing food distribution.

Background
In Bangladesh the total population is estimated to reach about 162 million with an annual growth rate of 1%. Although the rural population is 72%, the agricultural value addedd to GDP is around 18%. The proportion of undernourishment is 27%.

Prices
In Dhaka, rice prices in March/April were stable at around 34 Taka/Kg decreasing by 4% from January/February 2011. Wheat prices were at 24.6 Taka/Kg in April after a 15% decrease from January prices (28.8 Taka/Kg). However, this price is 42% higher than the corresponding levels of one year ago. In March, rice prices in Dhaka (476.08 USD/T) were 11% higher compared to the international prices of Rice Thai A1 Super (429 USD/T).

Food Security Situation Assessment

The food security situation of vulnerable groups could further deteriorate with the continuing escalation of staple food prices. People affected by Cyclone Aila in May 2009, amounting to some 3.9 million people in western Bangladesh, are the most vulnerable to food insecurity. The international community is providing them with food and agricultural inputs to help them recovering and rebuilding their lives. The FAO Hunger Map estimates high levels of undernourishment and IFPRI reports the situation of hunger as alarming.

Vegetation Condition
Normal to very good vegetation conditions are observed in the major part of the country. The general indicator of vegetation condition provided below is the relative difference between the NDVI for April 2011 and the average of the last 10 years, calculated on the agricultural zones derived from the GLOBCOVER 2005 database (ESA).

Food Balance Sheet

The Aman paddy crop harvested in Nov-Dec is estimated at a record level of 18.8 mlnT. The three seasons total harvest accounts for a 2010 annual paddy production of 50.3 mlnT, 4% higher than the 2009 record crop. The 2010 winter wheat crop was estimated at about 0.9 mlnT, 6% above the previous year. The 2010/11 imports are expected to decline to 3.2 mlnT from the 4.2 mlnT of 2009/10.

Natural Disasters, Drought and Conflicts

The recent cold wave that hit the country has deteriorated the food security situation of many communities; the harsh weather could affect agriculture, fisheries and other natural resources, which will have a longer-term impact on the economic situation of already vulnerable communities.
